THE CASE FAIRLY STATED
The friends of " fusion" seemed willing to
ruu a Whig or republican to beat the Know
Nothings. Well, the whigs and republicans
could not agree upon a man—they split and
presented rwo, Nis. Long and Mr. Volz. Mr.
Long's call was the longest, and he could far
outrun Mr. Volz. But Vulz will not withdraw
ti.,r him, nor he for Volz. They were both
resolved to run against each other. Suppose,
then, no democrat had been nominated ;—the
whigs and republicans would have divided on
those candidates, and the democrats would also
have divided on them. With the opponents
of Know Nothingism thus split in two, the
Know Nothing candidate would have run in
between them. Last year Volz's vote, with all
the democrats to help, was less than 2,200, and
the Know Nothing vote about 1,800. Now,
divide the Volt vote of last year between two
rival candidates, and the result is apparent—
the Know Nothing would have been elected.
What was the remedy? Plainly this ;—the
democrats should may, " you can't agree upon
one man, you offer us two. We cannot elect
both. or, either if both run. Now wo will
present you with ON E man—an unexceptionable
man—upon whom you and we can cordially
unite, and then we can elect him." Was not
that the suaE, and the only remedy? Will
the citizens read and reflect.
Well, that one man is presented. John M.
Irwin i nominated, and will run. A union
upon him will elect him. But a division upon
Long and Volz must result in inevitable defeat.
What, then, shall be done? Shall all UNITE
upon oSE democrat? Or shall all DIVIDE on
Tll 0 whip? The first course secures a victory
—the second a defeat.
Are we not right? Mr. Irwin will run, and
the voters will see the matter aright before
the day of election ;—there is plenty of time
for reflection. Besides, we want a new man.
Let us try a change. John M. Irwin is well
known.
'rite LEASE QUESTlON.—Objections are made
to the leasing of the Pittsburgh and Steubenville
Railroad on the ground that the proposed lessees
ask fifty-five per cent. of the gross receipts to
meet expenses of running the road and repairs.
To show that this is not an exorbitant claim we
publish below a table showing that it costs more
than that proportion of the gross receipts to pay
the expenses of running other roads. The table
is made up from their published reports :

Mr. Irwin will greatly disappoint his numerous

Convention of Wednesday has appointed a
Democratic Committee, after a resolution was
offered in that Convention to have one appointed,
and that resolution was not adopted. That Com
mittee, it will be seen, then, has no power to act
for any party, and its appointment a fraud com
mitted on our party bytti man who not many
months ago was a member of the Know Nothing
party. He is thus at work to divide and destroy
the party he abandoned and deceived last year.
We will speak of the Irwin "soft-soaping"
resolution ; of the Know Nothing present police,
and of Voir dodges to-morrow. A history of Mr.
Viilz's visits at the east, may prove interesting
hereafter. Meantime we hope the Address will
he read. Is the Democracy of Pittsburgh fallen
so low as to submit to such villainy ? We have

LEASE OP THE PITTSBURGH AND
BTEIJBENVILLE RAILROAD.
The projebt of leasing the above named rail
road for a Mitt-of twenty years to a compantof
capitalists is now exciting ttgood deal of attbn. '
tion and discussi4 in this community. This
road, when ,finished and in use, we have4lways
believed, would prove one of the most valuable
and useful of all in which this city has any inte
rest. It is but a short link iu a lung line of
railway that must become the best route between
the East and West. But this road—our direct
route to the West—has labored under difficulties
that no other company has encountered in this
vicinity. Its stock is now owned principally by
the city of Pittsburgh and the county of Alle
gheny. The bonds of the city and county have
proved hitherto its principal resource, and they
are now entirely exhausted, and the proceeds of
their sale have been applied to the construction
of the road. The county has subscribed $50(1,000
to its stock, and its bonds have been issued and
sold therefor. The city has taken $350,000 of
its stuck, and its bonds are sold. Individual
subscriptions to the amount of $lBO,OOO have
been obtained, and all but $43,000 paid up. All
of the above subscriptions, except the above
$43,000, have been applied to the work on the
road-bed, and yet, according to a late report of
its officers, $103,000 more is needed to complete
the road-bed ready fur the superstructure.
Those who hare examined the work done con
sider it excellent, and that when the road is
finished according to the original plan it will be
one of the best roads in the country.
But private and municipal subscriptions arc
now exhausted, and the means to complete it
cannot be obtained. The company has issued
its bonds, secured by mortege on the work, for
$800,000; but until the road-bed is completed
and ready for the rail, these bonds it appears
after an earnest effort cannot be sold to any con
siderable extent. The work then must stop, or
find other resources than the company can at
present anywhere obtain. To pay the debts of
the company, complete the roadway, and lay.
down the rails ready fur use it is estimated will
cost $670,000. It will probably amount to
$750,000. Then to furnish the "rolling stock
and equipment will cost slsboitill more, ma

county, and of the Pittsburgh and Steillien‘

capitalists of known responsibility. capacity and
experience in railroad business, to tenor the road
in its present condition, for twenty }ears, in

They offer to pay the interest on the city and

The 'proposed lessees ask no interest on their
investment. They ask. however, fifty-live per
cent of the gross earnings of the road when in
use, to pay its running expenses and repair•.
That is the estimated cost of running and repairs

more to pay the actual cost thereof. The remain
der of the earnings is to be applied. first. to the

The present market value of our bonds is a FUlii

What, then, shall be done to insure the com
pletion of the road, and t, make it profitable if
possible
In our examination of the term. of the pro-
Posed lease, though it may lie defective iu the
language employed, this general fact seems ap
parent throughout ; the Interests of the present
stockholders and of the proposed lessees are identi
cal so far as respects the necessity for econum!,
in construction, running and repairs. If the
road does not prove a paying concern the lessees
must be losers as well as the stockholders. If it
is a bad investment the city and county cannot
expect any 'parties to take it off their hands at a
loss. If it is a good investment it can only be
so by being completed and put in use as soon as
,possible. How can this be done better than by
the plan proposed v If there is " a more excel
lent way let it be adopted quick, to save the
credit of city, county and company; if net, we
should beware of the apparent and inevitable
mischiefs of =necessary delay.
That all may understand this matter, we pub
lish on the first page the terms proposed in the
printed form of the lease. By reading that
it will be seen that any citizen may become
a joint lessee by subscribing a thousand dol
-1 lars to the stock of the road. We have ven
tured an opinion on this subject, being sole
ly influenced by an earnest desire to see the
road finished and in use as soon ne possible: and
having the interest ou the city and county bonds
paid without resort to taxation.
