OFFICL4L PAPER OF THE CITI

GILL MORE, & MONTGOMERY,
• PROPRIETORS AND EDITORS.
THURSDAY MORNING DECEMBER 2
Democratic Municipal NOMillatiollll
JOHN M. IRWIN.
FOR MAYOR OF ALLEWIENV,
JOHN OTTERSON.
DEMOCRATIC MEETING.
FIFTH WARD. 9'''
,-'
ak b
,--- '''
The Democracy of the Fifth Ward will hold a pal.lic moot
ing at the Pl - 111..H.' SCti')UL 110I:SE, on the etirner of
Walnut and Pike streets, on SATURDAY EVENING next,
December 29th, at half-past Ma o'clock. All true Diano:lnts
are invited to attend.
Mr. Irwin has now been put in nomination
a's the Democratic candidate for Mayor of his
native city. An excellent executive officer he
will make if elected, and he has hosts of
friends who feel sure that the Democracy nud
the citizens generally will rally numerously to
his support. We believe his chances of an elec
tion far better than Mr. Volz's at this moment.
No fraud, no violation of pledges, no packing
of a convention by means that disgrace any
party, has secured to Mr. Irwin the nomination.
Be is unquestionably the choice of his parly :
and he will find a large support outside of the
Democratic ranks. The people of this city are
tired of the nORSE-LEECIIE ,, that having once
got possession of offices and spoils hang on to
them with a desperate grasp.
Mr. Irwin will bring to the Mayor's tdiiito
good police, energy of character. intelligence
in city affairs, and the most honest intentions
to discharge all the duties of that office ener
getically and faithfully. We tire rejoiced at

It is estirhuted by pursuits familiar with the
rate of immigration, that if the average bet.tio
greater the next six monthstbau the past; there
will be a falling off in 1851 f, of some 150,000 or
Iso.ooo in the number of foreigners arrivingon
our shores. This is a weighty-fact, and de
serves careful considerations from those Who in
business or morals are speculating on the future
of our country. Probably 80,000 of those Who
stop at home are Germans; the rest of the defi
cit is made up almost entirely of Irish. If each
of these inunigrants had consumed or spent Si 4
in New York as he passed through, it will make
a difference next year in the city of some 570 0 ,-
000 income. If each had poisei , scd in reaily
money the average which the returns from Cit
tle Garden show at present —namely, 71.1,, , 11t
—it would diminish the import of specie into the
- country liy about thimcrn and a half million
dollars—money which is not even an exchange,
loft is so much clear addition of wealth.
Then all these people consume our products:
they rent our houses, they wear our clothes, they
eat our corn and wheat and rye; our beef find
mutton and fish ; they buy our timber and brick
and iron and coal they read our books and pa
pers and magazines. Setting down the average
cost of living at two dollars a week to each man.
and woman and child—which would be a low
estimate—and supposing that they at least earn
all they consume by their labor, we have a loss.
next year to the producers of the country—to
the farmers, the grocers, the builders, the cloth
iers, the house owners, the brick-makers and
coal-miners, the editors and booksellers, of seven
teen millions of dollars. II these estimates be
correct. we have a direct loss neat year to the
country in this decrease of immigration of over
11,irry ma/ions of dollars.
We cannot easily appreciate this howl until we
take some corresponding destruction of value to
our mist apparent wealth. People do rendiiy
seo loss and gain on n great 'call. It hits taken
centurie- to make the mass understand that a
penny or a farthing duty on a pound of some
foreign article imported, is an immense to-s to
their own pockets.
Texas was thought a valuable acquiAition iv

country . , if by war, fire, or any calamity, our
whole exported manufactures—all these to cher
ish which we have been paying duties so long--
should suddenly be utterly destroyed: yet the
loss would be four millions of d o llars les... In

THIRT,I4-FOURTH CONGRESS
SST SESSION.
WASHINGTON C trY. December 26.—The Senate
was nut in session to-day.
//ttov.—Mr. Knight offered a resolution that
the house will continue to vote for Speaker vita
~re, without debate, and that if there shall be
no choice on the tires trial, on Friday next, an
other trial -hall In 1113 , 1 e, when the person hav
ing a majority of a quorum shall be declared
Speaker.
The resoduti•m wa- laid on the table by a ma
jority of 11.
Mr. Put viance submitted a resolution that un
til a Speaker be elected the members continue
voting from 12 to it o'clock, all discussion, ex
cepting personal explanations and reasons fir
voting or changing votes, to be prohibited. Laid
on the table by four majority.
Mr. Sage pr,,po,ed that until the Speaker be
elect,l, nu adjournment shall be in order until 4
o'clock.
Mr. Campbell. of ohio, said—All these sag
gemions are impracticable, as the will of the
majority is the rule by which the Rouse is gov
erned. Ile thought they could not make mom
rapid progress than by resuming the vote forth
with.
Mr. Stephens suggested a modification, which
Mr. Sage accepted, to the effect that until a
Speaker be elected no motion for adjournment
shall be in order. He wished to bring the House
to a toot, and was willing to Bit here day in aid
day out until that result he effected. ( Cries of
•• agreed.'')
Mr. Humphrey Marshall thought such a resolve ,
might go with healing un its wings to the country,
but the country might as well understand at the
same time that the majority can take any other
course they desire.
Mr. Quitman was for following the example of
our forefathers and adopting a common law prin

Mr. Stephens that if this House iu to be or
ganized on one or other line—it the people under
their responsibility hove turned a majority in
favor of any particular line, the House will lie
organized (iv we will go into ili , izolution. Ile did
