compiled from the census repeidsof'Greai Britain

By 1810, it had risen to more than
1820, to a million and a cintiiier;' 1539, to
a million and a half; and finally, - by 1850; fie
millions and a third. But. the growth cf. other
English cities has been
,proportionately even
greater. Manchester, in 1891, hada Population
of only eighty-four thonsand'; it luthibers' new
over three hundred thousand, Liverpool, at the
beginning of the century, had but eiglity, lthons
and inhabitants, While fifty yearslater, they had

of a tyranny almost. without parallel, has in

But the cities of the Baited. States •have in

Intents has suddenly been transferred from the
East to the east side of Nassau street, and from -
Crimea to criminatiou. We have already stated:
the commencement of the war—which , was the
withdrawal of their advertisements from the Bos- ,
ton Traveller, by Ticknor & Fields, on accofitif
of
a critisism upon "Hiawatha," which appeard,,ip
its columns. But the scene of action soon changes
from Boston to New York—and . an article in the
American publishers' Circular brought some as
tounding charges against the great body of the
New York press, in respect to the venality of its
literary critisisms—supposed to bc aimed especi-,
ally at the New York 'Tribune, the NCR Yea
Times, and the Courier and Enquirer, all. of which- '
papers profess unusual dignity,independence,&o,
in the literary as well as their political character.
The war thus commenced, has raged for some ten
Mays, with unrenuniaing fury. But thi-gmblto
haling somewhat cleared a way, we arrive at the '
following facts, mutually acknowledged by all
parties:
stt Their leading publishers of - New York and
Boston have been in the habit of "'procuring . "
favorable notices of their works from the princi
pal journals—sometimes failing, and sometimes
succeeding, according to " circumstances."'
2d. That the literary critic of the New Iretk •
Tribune is one George W. Ripley, forinerly.Pro
sident of the Brook Ferro Fourierist association,
and now employed as " manuscript reader" for
Ilarper Sz. Brothers, at a salary of $l2OO
and by .1. C. Derby, in the same napacity, at
$BOO a year. The value of his literary. notices .
in Ole Tribune, may therefore be estimated pret
ty dorrectly.
3d. Mr. Richard Grant White, theliterary•
critic of tho Courier and Eliquirer; appears tote
engaged as "manuscript reader" in another .••'t
large publishing house—salary unknown.
41h. One of the partners of the New York'
v Times is the son id one of the 1 larrers
Itrotlers, and of course tabes particular care that f
nothing unfavorald, to his papa's publications,
(be himself being ono of t ho likeliest of IlioPe lath
lteations, :should appear in the Times. It' tlo'•*"
appears that Dr. Shelton Macke.w.ie, qui/um of. •
Wilson's Misceilanie,.. Durns• poems, and other
popular works, published by . Mr. J. S. Redfield,
is one of the literary .. i r ecoudteurfi of the.. Now..
York Daily Times, of course, nothing publishetr
by Mr. Redfield ever receives a favdrable notice
in that paper—Oh, no !
So far, we have been enabled to got, by the'
help of the Publishers' Circular, Mr. Underwood's
card and tae confessions of the New York, ueua•
paper culprit:4 themservcs. But we aro cons inc
ed that tide is only the beginning .of the gamey /.4
and that the develop manta yet to pome„,will
place the science of criticism' in Neujoilf on - tt
wider if not a higher basis than it eien noW•nt--•
ettpias in public opinion. We expect soon 10
hear of the operations of the Reverend Rufus
Wilmot Griswold, author of the “Poets and Ptie. 4 ''
try of America "—of Mr. N. P. Willis, and • '
large and interesting bread of young, authnrs.
both male and female; and of much inure that is
piquant, interesting, and exciting, the. "literary...

Truly, the hard names ".,4o f cooly' um4,le use'
of by Professor Longfellow, in Ids ever-ineinera-.,T
hie poem of " Hiawatha," seem to have recoiled
with tremendous effect upon the Sebastopol of
criticism—whose "northern fort" is' either

lenced, or reduced to its usual resort of mallet- •-•

DATES from Austin, Testis, to the iith ult.,
has been received, and by them we learn that •
two measures of much importance to the State
have already been introduced iu . the present,
Legislature, the Loan bill, and a proposition t o
add one million more of the funds in the treasury • 4
to the school fund. The bill introduced propoSeS
to loau five thousand dollars to each mile of:rail- •
road that may be built iu the State, by compit-.
flies, after they . shall have finished fiftY , miles, the
State retaining n Mortgage on the road, to secure '
payment of principal and interc-gt. 'Tee-friends.
of the bill are sanguine it will pass, and that.thu •'
result of its passage, will be that the locked, for
roads will be built forthwith. Should the'SeCorid
proposition also pass, fkis will 'piaci' - enough
money at the disposal of the various railmc'T
companies, allowing sp,ooo to each inile,..to con
stria& six hundred miles of railroad. All will ad-
mit that six hundredmiles of railroal, properlY ail
juste 1, will give the people of Testis. vitinahle - fa
epities. Another strong argument that mitt '
be urged in favor of these two measures :is, that
it will secure the building of the great facile
railroad through Texas, especially if the res,,rva
. . .
Lion in its favor shall be continued, and. the
bonus of twenty sections to the mile, both of
which last named measures will be strongly in
sisted upon.
