f the Courts of Quarter Sessions and Oyer and
. emitter commenced yesterday morning.
Hon. William B. hrClayey, Presiding Judge Hon.
Gabriel Adams, and Hon. William Boggs, Associate
Judges, on the Bench.
The returns of the constables from the various
,distriets of the county, relative to the o bservance of
1 the liquor law, were first called for. The officers
from the following districts made return First,
Second, Third, Fourth, Sixth, Seventh and Eighth
Wards, Pittsburgh; First and Third Wards, Alle
gheny ; Sewickley Borough, South Pittsburgh, Bir
mingham, Patton, Jefferson, 'Elizabeth, Mifflin, Bald
win, Ross, Shaler, Neville, Sewickley Township;
Robinson, Upper St, Clair, Lawrenceville. East
Birmingham, Chartiers, Cities, 3l'Keesport, Ver.
smiles, Elizabeth Borough, Findley, Tarenturn.
There were twenty-six districts from which no re
turns were made, and processes were issued to conipe'
the attendance of the constables.
The Court said it-was the imperative duty of the
officers to make their returns; and if it was not done,
every one of the delinquents would be indicted by the
Grand Jury, and, if convicted, certainly punished.
The Grand Jury was then sworn in, and the usual
charge upon the duties to be performed by them, de
livered by Judge M'Clure.

Affair.—A difliculty occurred yesterday
of the
,in the wharf between G. W. Foutty, mate
steamer Clam Dean, and Ephraim and Charles; 1.1
bot, of the steamer It. F. Sass, during which the
rner was stabbed by the latter in two places iu the
hip, and in the side near the heart. Foutty made
information of the affair to Ald.Masters, wip,
held both the Talbots to bail, in the SUM of $l,OOO,
for assault and battery with intent to 'kill. Subse
quently, the Talbots complained against Foutty for
assault and buttery, and had him held to bail in $5OO
•• for that offence.
Death.-ooroner Alexander yesterday
held an inquest on the body of a colored woman
named Mary Ann Bennett. who was found lying dead
in the rod near the toll gate, at Saw Mill Run.
When first observed, she was lying face downward,
in the mud, which was frozen stiff, and completely
covered her head. She was a woman of intemperate
habits and it is supposed that while passing along
the road the night previous, she fell down, and being
unable to rise, froze to death, or was suffocated in the
mud. The jury returned a verdict of death from

Among the noticable features at the Orphans'
Fair is a portrait of Rev. L. S. Garland, of this city,
painted by Mr. A. llts.they, a young and modest
artist. The painting has bee much admired, by
competent judges, and gives unmistakeable evidence
of real merit.
Y. M. Noce/trite Library Lecturce.—Bayard Tay
lor, the scholar, poet and traveler, is to lecture in this
city on the.4th of January. He will be followed
Parke Godwin, John O. Saxe and G. W. Curtis.
SquThB and Crackers.—Mayor Adams has positive
ly prohibited the firing of squibs or fire-crackers, in
Allegheny, to-day. He has also planed an embargo

Weaver.
The President submitted a copy of the memoran
dum of the contract proposed to be made with the
Pittsburgh and Steubenville Railroad by J. Edgar
Thompson, President of the Pennsylvania Railroad,
with accompanying resolutions relative to the matter
from the Merchants Exchange.
Mr. Jones read in place, an ordinance to grant
privilege to lease the Road on the conditions pro-
posed.
Mi. Dram moved to refer it to Committee on Fi
nance. Motion amended by Mr. Jones, that the or
dinance be read a second time. Amendment carried.
Mr. Alexander presented a communication from
Charles Naylor, protesting, as a stockholder, against
the lease of said Road, as contemplated.
Mr. Jones moved that James S. Craft, Esq., Presi
dent of the Pittsburgh and Steubenville Railroad,
be requested to address Councils upon the affairs of
the Company. Objections were made to this, and as
a rule of Council requires a unanimous vote to grant
permission to a person not a member to address that
body, Mr. Craft did not speak.
Mr. Murdoch moved to refer the ordinance and
memorandum of contract to a 'special committee of
five, and spoke for some time against the lease of the
Road on the plan proposed.
Mr. Loomis said he would oppose referring the
matter to a special committee, as he desired to have
it settled immediately. Re was totally opposed to
any plan favorable to a transfer of the road to the
Pennsylvania railroad, and would counsel to reject
the project at. once.
.
Mr. M'Auley was in favor of referring the subject
to some committee, as he thought. it oftglit• to be
thoroughly investigated.
Mr. Murdoch offered,s.san.tunendmont to his for
