hears that during the winter large amounts will
accumulate in the !mods of speculators, who will

at present, warrants were slow of sale at sixty
live cents per acre.
" AT P.ta. - -Thero is a law in Pennsylvania
that requires the banks in that State, east of the
mountains, to keep their notes at par in Phila
delphia, and those west of the mountains, in
Pittsburgh. Judge Pearson, of Harrisburg,
a few days ago, decided that under the law notes
or a bank are at par whenever they are equal to
geld and silver for ordinary purposes. The
phrase —at par,' he holds does not mean that
the paper must he received in the custom house,
at the city banks, or by the brokers. If the
notes are eluivalent to gold and silver for all
nrdinary hti,inets transactions, they are at par
within the true intent and meaning of the act.

of drovers was held at Coltninhus, Ohio, on the
Sill instant, at which a committee was appointed
to obtain from the different railroad companies a
tariff of rates they will charge for transportation
of stock per car or hundred, for one year or
more; also, to devise some ways and means by
which a correct report of the markets in New
York, Philadelphia and Baltimore, can he bad,
and to concert some measures by which the en
tire body of cattle brokers in New York cart he
dispensed with, and the owner and butcher be
the only parties necessary to boy and sell stock
in that city.

By the politeness of a gentleman ' in this
city, we have been shown a private letter from
Leavenworth City, under date of, Dee. Bth, giv
' ing the following startling intelligence:
1 The people of Leavenworth are greatly excited
—bands of Missourians from the.border counties,
known here as " ruffians," have come over into
Kansas and are threatening Lawrence with de
struction. A company of some fifty, headed by
a man called Eastin, editor of the Herald of this
city, all drunk, and a majority of them border
Missourians, started from hero and marched off
fur the seat of war, as our sister city is now call
ed. The origin of the grave calamity which
now threatens to stir up strife was as. follows : a
private difficulty arose detween two individuals
about rights, of both to a claim- The upshot of ,
the matter was, one of the tw'o got killed. A
false rumor, from this circumstance, reached the
ears of the Governor, that the Sheriff was resist
ed in executing the laws. At this.timo no writ
had been issued and no complaint nuide by which
to arrest any person supposed to have been guilty
of violating the law.

the Lawrence men have shown a disposition to
too what is right, it seems that they must fight,
or take the alternative of being massacred. Law
rence has at this time 800 men under muster ;
their weapons of defense are Sharp's rifles and
revolvers. It is said that the Missourians have
fie pieces of cannon in addition to their small
aims.

i. a report afloat that Sumner is much agitated,
sad is trying to advise the Missourians to go
home—having at least convinced himself that
this is the only way to avoid a eollision. He is
obliged, IlUwever to advise with Atchison and
Stringfellow, and they, I believe, require the
Lawrence men to surrender their arms. This
they consider as equivocal to laying down ytheir
live , ,, mind of course they will not consent. Ne
gotiation and compromise thus far have been
fruitless. It is thought that the crisis in Kansas
affairs has come at last ; the fight is expected to
begin to-day or to-morrow, and if so, it must be
a bloody one, for the Lawrence men will fight
with no expectation of quarter. It is thought
by the Free State men here that the Missourians
will attack this city, whether successful or not
at Lawrence ; they have vowed the destruction
of the Register press, and may throw it into the
river, as they did the Park - ville Luminary,
Possibly, Colonel Sumner, in endeavoring to
retake the arms stolen from the arsenal, may
bring about a collision between the United States
troops and the border ruffians. In the present
condition of the public mind, a trifle may turn
the strife into quite a different channel from that
anticipated by those who originated it. To give
you an idea of the excitement in this place, I
aced only state that business is entirely suspend
ed, and groups of men are on the streets talking
of the war, as if a terrible calamity was impend
ing, which cannot be averted.
Illness and Approaching Retirement of
Chief Justice Taney.

At the last accounts from Baltimore, on Friday,
Chief Justice Taney was still under close medi
cal regimen, although his physician expressed
the hope that ho might be able to resume his seat
in the court within a fortnight. Still, painful
apprehensions are excited among his friends, of
the eventful result of the malady, which now
prostrates him, and they are augmented some
what by his advanced age, and the fact that a
constitution naturally feeble, has long been tried
by disease and the constant exactions of severe
professional life. Judge Talley is near seventy—
eight years old, and, during the last summer,
suffered a domestic affliction in the loss of his
wife and daughter, which has accumulated sor
row and suffering upon hint, and at a period of
life of all others, when such solaces were 'most
needed. In the nature of things his withdrawal
front the position which he has so long filled with
honor to himself and advantage to the country,
may be reasonably contemplated. His separation
front the bench would at any time be a serious
loss to the country, but it would be most unfor
tunate now, when political influences are allowed
to control even the highest judicial stations, and
when merit is too apt to be overslaughed, in or
der to satisfy partizan pretensions. Judge Taney
has long acted as a wholesome check upon sev
eral of his southern colleagues, who have brought
into that tribunal some of the most latitudina
rian doctrines of constitutional construction, and
dogmas of section, wholly incoltsistent with our
acknowledged theories of government.

There is a remarkable whisper going the
rounds, that the original Declaration of Inde
pendence has been stolen. This, if so, was done
some months ago, by getting it copied foe simile,
and exchanged in the night by some of the
watchmen. There are six employed, who take
turns in being upon guard, and the supposition
is that some of then: have opened the case with
a false key, taken out the parchment from Its
frame and substituted the counterfeit. This
could only have been done by those who have
the entcy of the building. Is there any gore-m
-[llNa in the world who would trust their most
valuable papers and relics to the care of foreign
ers, who have scarcely any interest in the welfare
of the country, and never read this precious pa
per, and perhaps have been bribed to give it up ?
