RailroadLa vs. Rivers—New Orleaus and the Eastern Ports. We clip the following extract from thelti more Patriot of a late date: "The New Orleans Crescent comments bitterly upon an advertisement in the St. Louis fntelligsnrer, in which the Pennsylvania Railroad offers to carry freight from Pittsburgh to Philadelphia at the rate of fifty cents per hundred pounds on produce. The Crescent justly points to the perfected Railway com munications, between the East and West, as the reason why the products of the latter States exhibit an annual decrease to the Commercial tables of New Orleans." Some years ago the city of New Orleans, not withstanding its unhealthy location and climate, bid fair to become the third, if not the second commercial port of the Union. It was the natu ral market for the western and south-western States. Water carriage was the cheapest fur the products of the West, and the Mississippi and its tributaries offered the cheap routes for the West to a market. It seemed then as though New Orleans would grow with the growth of the West until it became one of the greatest and wealthiest cities of the continent. But the com pletion of a number of lines of railroad between the East and West, some of which have already reached the banks of the Mississippi, has brought a great and alarming change upon the prospects of New Orleans. The extract above shows the alarm that is felt by the merchants and business men of that city. They see that the railroads of the northern States are supplying the western States with merchandise, and bearing their pro ducts . _to the sea-hoard in higher and healthier latitudes than the Crescent city. Freights can be carried cheaper for the same distance by water than by railroad, but western produce des tined for eastern markets or for Europe goes a long way round by New Orleans. It can go much cheaper, more speedily, and with less danger of injury by the northern railroads to Baltimore, Philadelphia, New V04..atl Boston whence it is distributed to points where needed. And by the same routes the West is more cheap ly supplied with manufactured tpioils and gro- It is no wonder the people of New Orleans arc alarmed Jor their future prospects, and that the low price of freights on the Pennsylvania rail road k liould draw forth -bitter comments - from the press of that city. They see in these things a check to the growth of their city that is every year becoming more serious, and for which there is no apparent remedy. The Cr,crnt say. New Orleans must build railroads too. That mar prove a partial remedy, but the route , are long for New Orlean , railroads, and through region, that can do little to help build them ; while the northern railroad, are shorter and run through wealthy States, and then they run directly to wards the great markets for western product, New th - leans railroads cannot compete with the northeni for the trade of the we,t, and the great city of the south-weot must make up it. mind to a less brilliant destiny than seemed opening to it fifteen\or twenty years ago. WHAT DOES TIIE. POST MEAN] We have heard the question frequently asked, "What does the I'o.t mean by coming out for Mr. Long for Mayor °" If what we have heretofore said on that sub ject had been candidly read, there would be no occasion for the question. We .have said we are Democratic all the time, and of course prefer Democratic candidates : but if we are to have a citizens' candidate, who is not a Democrat, we prefer Mr. Long to Mr. Volz." Is not that plain sailing, and easily understood ': A good many Democrats have signed Mr. Volz's call, and a good many have signed Mr. Long's call. Be tween those two men, if the Democrats du not nominate, Mr. Long is our preference. That is what the Post means. They are neither of them Democrats, and Mr. Long is, in our opinion, the best man, and Mr. Volz has had it lung enough, besides. But if a Democrat is nominated for Mayor, we shall go fur him with all our might. That Com mittee that we spoke of yesterday meets on Thursday. Let it call a City Convention, and let that Convention decide what shall be done. But if that Committee should resolve on en dorsing Mr. Volz's call, neither we nor any other Democrat need be bound by its action. AGENTS (?) There is a good chance in Tioga county fur some men with moderate capital to go right into the iron making busine,s. A good - furnace is already erected ; a large bed of iron ore is at hand, and wood aoundant. The furnace is within a few rods of a railroad extending to Corning on the Erie Railroad, and the ore is within conve nient distance of the furnace. Everything is ready for operation, and the works have been run some weeks. They can be bought or rented on good terms. There are some six hundred acres of land connected with the furnace, and the ore is excellent. There is a chance for some body. History of the Arctic Expedition. We learn by a circular to the public, that the narrative, incklents and discoveries, of Dr. Kane, in his late Arctic Expedition, will be published by Messrs. Childs & Peterson, publishers, 124 Arch street, Philadelphia. It will be completed in the early part of the coming year. These gen tlemen, who are well known as one of the most enterprising book firms in that city, are not lim iting themselves to expense in the publication. They will spare no means to make the book worthy of the interesting subject. There is no doubt that it will he one of the most elaborate works ever issued in this country. If these figures are correct, they make a fa vorable showing for Philadelphia as compared with her sister cities. Texas, which in the year 1852 had 18,000 voters, has in 1855 upwards of 45,000, thus in dicating a total population of half a million. DECEMBER 18 The coal business of the Schuylkill Naviga tion this season, reaches 1,104,164 tons, against 907,354 last year; an increase of nearly 200,000 Hun. John Findley, an old and respected citi zen of Mercer county, died at his residence near Mercer, on the 9th instant. He was one of the earliest settlers of that county. All the counties in Wisconsin have been can vassed by the State Canvassers. The majority for Barstow (Don.) over Bashford (Black Repub lican) is one hundred and forty-three. Well dune for Wisconsin. A bill is now before the Senate of Tennessee authorizing a conventional rate of interest of ten per cent., but leaving the present legal rate—six per cent.—to stand, in the absence of any agree ment between the parties to a contract fixing another rate not higher than ten per cent. Mr. H. 11. Hayes, of Vicksburg, Miss., who made such grave charges against a Cincinnati lawyer and police officer, was formerly of Lan caster, Pa. A card appears in a Cincinnati pa per. signed by a large number of respectable men of that city, vouching for his character. The Presbyterian Board of Publication, Ches nut street, Philadelphia, was entered on Friday night, and robbed of $266 in gold and silver. In the Secretary's room of the Board of Mis sions there was a box contains $2OOO worth of church plate, belonging to the Tenth Presby terian church. This box was turned over but it was not otherwise disturbed. The Secre tary's fire-proof was ransacked, but no money was obtained. A splendid military company called the Amos keng Veterans, is now on a visit to Philadelphia. It is composed of one hundred and twenty-four of the principal citizens of New Ilamp-hire, most of them past the hey-day of youth, and not a few whose locks are silvered over with age. Of their personal appearance the North American says : "The uniform consisted of the chapeau, with black plume, a dark blue coat, faced with light buff. light buff vest, black breeches and top boots. The uniform worn combined neat ness and elegance. In regard to the men them selves we must say that they are, beyond all comparison, the finv i it company - that has ever paraded in our streets. Camden and Amboy Railroad Precaution. The Camden and Amboy Railroad Company have issued a set of revised rules and regula tions. particularly designed to prevent a recur rence of such accidents as took place at Burling ton, and generally to insure greater security upun the road. The principal feature of the new regula tions is the prohibition against backing trains. This:is only to be dune upon extraordinary em ergencies, and then a man with a signal is to be sent in advance, the train going no faster than he can walk, and the conductor is to stand on the rear platform holding a signal, and being in cunnection with the engine by the signal rope. The time of the traits will be so regulated that they will have no occtption to back, but they will remain un sidings when other trains are expected. The speed of the trains is limited to thirty miles an hour. so that the Clanger of collisions need not he hereafter apprehended, on account of the rules of the company or the rashness of con ductors, as the extraordinary high rates of speed heretofore sometimes adopted, for the sake of making tip lost time, gaining a station or a siding, will not hereafter bo permitted. The stations on the road are also to be put in tele graphic communication, and carefully drawn rules have been issued concerning the informa tion which is to he sent concerning the trains. BagAnsTritms.—Speaking of the prevailing high prices of breadstutTs, and the immense sup plies for exportation which the country is cape pable of affording, the Buffalo Courier remarks : There is hardly any limit to our surplus of wheat and corn, and if the demand abroad should carry off one hundred million bushels, which is almost four times as much as we have ever ex ported in one year, there would still be an abun dant supply for home consumption. Strange as it may seem that with a large surplus on hand, fully equal to supply the demand from abroad, prices should rule so high, it is nevertheless, in obedience to a law of trade, which makes a sud den impulse push the market values beyond a due limit, as well as to another law of trade, which makes a derangement in the ordinary channels of supply produce for a time all the consequences of an actual scarcity. AID AND COMFORT FOR RUSSIA.-A person who desires to remain unknown has addressed to the chief of the Russian legation at Washington a check for four thousand dollars to be transmitted In his government. From the Hemp, The trials of Judge Stuartand Baker, and the investigation lately in progress before the Legis lative Committee, have let people into some se crets with regard to the police force of this city. Eleven hundred men there are, more or less, among us, drawing a salary from the city for their services as keepers of order and enemies of vice and crime ; it becomes quite curious to know how many of them are thieves, how many are leviers of black mail, how many professional suckers. " On the Stuart trial, it came to light that mem bers of the police force, were friends and asso ciates of the worst class of thieves. They knew them 4amiliarly, went to their houses, associated with them, sympathised with them, and appa rently rejoiced when they escaped the hands of justice. On the Baker trial, the line, between the professional fighting man and the pOlicemail was drawn so narrow, that they blended together, till it became almost impossible to say where one began and the other ended. It appeared that men wearing the police uniform engaged in fights with regular shoulder hitters—not professional fights in the discharge of their duty as police of ficers and for the preservation of peace; but tights of the very kind which they were paid fourteen dollars a week to preserve. Finally, the investigation before the Legislative Committee discloses an utter rottenness in the police arrangements which even surpasses all former disclosures in infamy. It appears that many of these paid guardians of the public peace prey like vultures on the unfortunate women who are outlawed by modern society, tax them for presents when they go out on target excursions, tax them for presents at New Year and Christ mas, levy toll upon them when business takes them that way, and extort money from them when they meet, the whole being in consideration of the high and mighty protection of the rascally officer, who can obtain a discharge for an unpro tected female when arrested and taken to the station house, and who, when required, can drop in discreetly and terrify an insubordinate girl into submission to her tyrannical mistress. We likewise learn that besides these pariahs, not a few of the force are in league with a par cel of sharks who hang about the Tombs in order to prey upon the criminals oWI prisoners. We are told that it is usual, a daily practice, which has existed for years, for keepers and offi cers nt the Tombs and whir station houses to sell to certain lawyers the monopoly of the cases of the prisoners under their control for a re muneration equal to from thirty to forty per cent. on the gross amount extorted from the poor prisoner , . tine lawyer—of respectable stand ing—tells its that lie u.ed to do this, but when the police raked the per tentage from thirty to forty per cent. he retired from the business, as he did not care to pay so much and now, h e says, no matter ardently a prisoner may de sire to have hint for his coun , el. it is impossible for hint to act, for the keepors of the prisons will not allow him to communicate with his client.
