Reading matter will be found on every page CONGRESS AND NEXT YEAR Tho condition of affairs in the House of Repre sentatives now may be considered as indicative of the state of parties in this country next year in some respects. The Democrats stand firm upon their own organization and principles, and refuse all bargains and coalitions with the nume rous factions that surround them. So it will be next year over the whole Union. All the other factions will strive to coalesce against the Demo cracy, and find it an impossible task. The South ern Know Nothifigs of course will never coalesce with Northern Free Soilers. The result of such an attempt must give to the Democracy every Southern State. Even now, at Washington, with only one-third of the House Democratic, it is impossible to elect a Speaker. The highest vote cast for any opposition candidate for Speaker up to Saturday last was eighty. The highest Demo cratic vote was seventy-five. Of the remaining seventy-nine votes, sixty-nine were scattered among several candidates and ten were absent. Such was the harmony of the opposition up to Saturday. We may look for about an equal amount of harmony in the vote of the people next year, but with a different result. The —op position" will be dirfded in spite of all the engi neering of Mr. Greeley at Washington this win ter. An arrangement may be made by which an opposition Speaker may be elected this week, but that will not combine or organize any party that can carry one-third of the States against the De mocracy in 18:16. Campbell, of Ohio, was the strongest opposition candidate presented, up to Saturday. He is an abolitionist, and was sup ported us such. But no Southern K. N. would vote for him, and the Pennsylvania K. Ns. voted against him and for Fuller of Pennsylvania on every ballot. Fuller, it is said, is willing that Kansas should ho admitted as a State, when ready, with or without slavery, as the people of the territory might determine. No Free Seiler will agree to that. Banks, of Massachusetts, it was supposed would run up to a high vote when Campbell was withdrawn; yet letter-writers are confident that lie can never receive over one hundred votes, and of course cannot be elected. In fact, an analysis of the House from pres ent indications shows pretty conclusively that there can never be a fusion of Freesoilera and Know Nothings that will not drive off a consider able portion of both those factions either into the ranks of the Democracy, or into an inde pendent organization, powerful and numerous enough to destroy all the hopes of the fusionists, yet powerless for a triumph itself. Let who will be Speaker this winter, such must be the state of parties next year. Meantime the Democracy, standing firm to its faith, cannot fail to have large accessions from the disaffected, the disap pointed, the friends of the Union, and from those who see no chance of success to the scattered opponents of the Democracy. Our prospects for next year, then., are most encouraging. There can scarce be a doubt that the electoral vote of this State will be cast for the Democratic candi date. Indiana, Illinois, and Wisconsin have gone the same way this year, and we believe that at least two of them will do so next year. Maine, too, is Democratic this year, and will be next. It seems hardly to admit of a doubt that all the Southern States will be ranged under the Demo cratic banner. The choice will be between Freesoilism and Democracy, and the people will speedily decide that question. Whoever, then, may be Speaker of the House this winter matters little to the contest of 18511. There can be no elements combined in sufficient strength to defeat the Democratic candidate, whoever that candidate may be. Whatever tem porary bargains and arrangements may be hatched np in the House of Representatives this winter, they cannot be carried out when submit ted to the people next fall, and they are to de cide between the Union, the Constitution, and equal rights on one side, and sectionalism and useless and dangerous feuds and strife on the other. WHAT TUE MENACE DID England and France have for a lung time urged Spain to join the Western Alliance, and have pre sented as a motive the security that such an al liance would give her against the United States. But when the late disturbance between England and this country arose, the Spanish o. , vernment drew back. Intelligent and influential Spaniards argued that with Spain in alliance with England, and England at war with the United States, Cuba and the Spanish West India Islands would he our first point of attack, and they would all be lost. So there is an end of a chance of Spain joining the allies. That is one result of British bluster ing, and one proof that the Spanish government thinks that fair dealing is better protection against this country than all the spare ships and guns of England and France. The N. Y Times says, on this subject : " Twu things are clearly revealed by this tune of the Madrid newspapers: first, that the Spaniards are in nu way anxious for a collision with the United States, even with France and England to back them ; and second, that they do not consider the prospects of the Allied Powers by any means so Clattering as the French and English newspapers would seem to indi cate. " RE-ERECTION OF SENATOR MASON.-0111 Satur day last the Virginia General Assembly re-elected Hon. James M. Mason a U. S. Senator for the term of six years from the 4th of March next. He had fifty-five majority over his Know Nothing competitor. In the South they du these things better; for while it is customary there to keep a man in Congress from ten to thirty ye.arsl in the North it is the exception to the rule. Hence it is that the Southern members, although inferior in numbers, have always been able to hold their own by• a superior knowledge of parliamentary tactics. • : It takes a member nearly all of one term to become familiar with the rules of the House, and in the North it is often the ease for two years to be the extent of his congressional life. WALKER IN CENTRAL AMERICA. -.lt is said that a plan has been started by Walkerand others to combine all Central America under , one for erment. It is the old Central American Ciiiiibl eratiou revived, and seems likely to succeed: Honduras and San Salvador send Commissioners to consider the plan, and Costa Rica and Gaeta- Ma la will be compelled to come into it, if unwil ling. (}en. Walker will have a large empire there yet; and, if he can induce the Anitio-Saxon race —the Yankees in particular,—to settle there in sathcient numbers, it will yet become a powerful end prosperous republic. A family in New York, named Fox, has been poisoned by eating diseased mutton bought on Thanksgiving Day at Washington Market. Mrs. Fox has died and several others are seriously ill. DECEMBER 11 Barnum, it is rumored, has failed. He had endorsed fur Jerome iSt Co., an extensive clock firm in Connecticut, who are reported to have an abundance of stock on hand to cover their liabili ties, but the clocks wou't go The Glasgow Northern Times states that John S. Orr, alias • the Angel Gabriel," who has play ed nut a few tricks in Greenock, Liverpool, and elsewhere, sailed a few days since in the ship Adam Carr, fur Demerara., his native place. Ile owed the means of reaching his home to the kind ness of a friend in Glasgow. Francis P. Blair has written a letter to the Re publican Association of Washington, in response to an invitation to preside over that organization, taking strong grounds against the extension of slavery, and urging the Republicans to unite firmly in an effort to secure the freedom of Kansas. There was a pompous wedding at the Metropo litan Hotel on Friday evening. Mr. Edward Ar thur Lawrence led Miss Mickle to:the altar," according to the stereotyped phrase, and there were some eight hundred guests to witness the sacrifice. The crowd of carriages made quite a sensation on Broadway, and the " happy pair," the distinguished guests and the splendid enter tainment are all duly glorified in the New York papers. Gov. Clark, of New York, has pardoned Wm. Kissane, on the official application of the Gover nors of Ohio and Indiana, and the solicitation of two ex-Governors of Ohio, the District Attor neys of several counties of that State, and about ,m e hundred and fifty other prominent men of the West. Gov. nark's letter of pardon to Kis '-ane gives as a reason of his clemency that the ends of public justice may be better served by his pardon: from which we infer that there are a number of persons yet to convict who may be brought to justice by Kissane's evidence, if he is not disqualified by a term in the penitentiary Three young ladies named Knight, Hubbard and Hisson. were drowned in the ()Liu river at Sistersville, on Tuesday evening last, by the swamping of a skill in the swell of the steamer Hornet. The ladies were in the skiff, lay them selves crossing from the Ohio side, where they resided. for the Purpose of attending church in Sistersville, and tioeame frightened, and so mis managed the skiff that it was completely filled by ono of the heavy waves. They cried for succor and clung to the 1/011t, lint before aid from Sis temville could reach them, all were senseless. Hope was entertained that one of them might be resuscitated. The Union Telegraph line have received from Limis a wire cable weighing four tone, and one bile in length, whirl i.y t., be laid acroits the bed of the Mi..e.issippi at tit. It i-i cable of the same description as that which is laid acro,s the English Channel from hover to Calais, and as the one which was lost during the storm which occurred ~ 0 111 e mouths ago in the Gulf of St. Lawrence. It consists of three working wires, covered separately with gnus percha. The work has been rendered absolutely impervious to water, sal will be a thoroughly durable structure. 11. W. Couldock, the eminent tragedian, is filling an engagement at Memphis. (Me of the characters he personated was Mr. Mildmay, in `•Still Water Runs Deep." The News. in speak ing of it says: •, It is impossible for us to du this gentleman justice in this character. The seetie represents a man, who, in his domestic ca pacity, is mild and even cal-view , to a fault, but when stirred by Wrung becomes a terrible tool in the hands of justice to villains who would rob him of his property and his family of their honor. The piece seems to have been written purposely for Mr. Couldock, and we do not be lieve there is a man living who can personate the character like him." (h neighbors of the Journal, Lhapatch and Chronicle put their feet into it " the other day and have all gut sued for libel. The DLparrh talks as though it was nut scare•l at all, hut at the same time is disposed to du the fair thing" towards the party aggrieved. I 1812, when our beloved country was at war with England, we had a call to send a company of ohm teem There was a well disciplined, well organized and, brave company of citizen volunteers, called the - Pittsburgh Blues," commanded by one of our bravest and noblest men, Captain James R. Butler, and he called his company to meet together one evening, in the 01,1 Pittsburgh Court House, in the Diamond. When assembled, the captain stated the very urgent claims and wants of our country for troops, and wished every man in his company who could go, would volunteer, and signify his assent on calling over the roll ; but that any who were afraid, or could nut go, would say so, and he would have their nano, so recorded. lit. calling the roll, almost all the CUM pony r ohntsteernd to g',--very few bucking out Or ex cooing themselves. The present Col. Elijah Trovillo, who' has since his return been elected Sheriff and Jailor of our county, and held several other important offices, and is now one of our city police, being then a sergeant in the Pittsburgh Blues, and called early in the roll, after its noble officers, Captain Butler, Lieutenant Mathew Magee mid Ensign James Irwin, bad volunteered, answered, Yes, I will go." Mr. Isaac Harris, then a young merchant, and an officer in the militia of our State—being a brother-in-law of Trovillo—had joined the company, to learn the dhties of a soldier, that he might better perform the duties of an officer, should his country call him out. With this understanding with the captain and officers, his name being called, he volunteered to go. When this noble company adjourned, Col. Trovillo and Mr. Harris going home together, the Colonel said to him, Now, Isaac, you dune wrung to-night; you cannot go, and you ought nut to hove said you would. I will and must go and fight for our country, and you must stay at home and take care of your father and mother, and my wife and children, and do all you can for them, while I am away, to make them happy. When I come home—if I live to get home again—l will then stay at home, and you can go; but now you dannot—must, not go." The Colonel was right, and Mr. Harris took his advice and stayed. Ho was soon after the commanding officer of our militia guard, which had the charge for a short time of 112 British Prisoner; ittket: by our troops near Canada, and sent hero until exchanged. The able Pittsburgh Blues marched to the war, and protootiop of our country ; and about a year after, returned, covered with honor and the gratitude of our citizens and our country. Soon after their return, we had an honorable peace with England. We have now still living In our city, as far as we know, the following members of the Pitts burgh Blocs of 1812, viz : Col. Seekers and their Character—Looking to tJe Fu ture—A Rumor—T/ President's Message. ,_ The thirty-fourth Oongiess has assembled; the flags are up and the eyes of the nation, as well as the footsteps of the throng on Pennsylvania avenue, are turned towards the Capitol. Of the Senate two-thirds hold over, from the last Con gress, and one-half of the remaining third are old Senators re-elected, consequently there is little change in that body to notice, and its pre liminary action excites no marked attention. The House of Representatives—the more imme diate embodiment of the impulses of the pehydeL--- - embraces within it a large number of new men, of all shades and extremes of opinion, borne to their present position by a wave of popular clamor. It is not surprising, therefore, that an angry and exciting session should be appre hended, of little usefulness:to the pountry : fan ning the tires of sectionalism to a flame, rather than cementing and strengthening the bonds of the Union. Let us not, however, anticipate evil, but rather hope that the violence of sectional animosity may soon consume itself and conces sion spring up in its stead. For the past week the parlors of the hotels in this city have been a sort of political exchange, where excitement ruled the hour—members of Congress, candidates for office, professed poli ticians, and lookers-on making up an assemblage to be seen nowhere else. The organization of the House of Representatives occupied the thoughts and busied the tongues of all. Combi nations and coalitions of all sorts, between the opponents of the Democracy, were proposed and discussed, and rumors were as plentiful and fleet ing as the falling leaves of autumn. It was evi dent to the casual observer that the Democracy had no hesitation as to the course it should pur sue, while the confused elements going to make up the opposition, could not be combined into harmonious action,—and such has been the re sult to-day. The Democratic party adhering to its ancient usages, has named a full ticket for the officers of the House. placing Richardson of Illinois at the head for Speaker, and will abide the result. The efforts to gather the fragment ary elements of the opposition into one mass has not yet ,succeeded tireeley. of the Tribune, is here: and under his leadership the fusion party has named Mr. Campbell for Speaker, and it is mid they will cleave to him with unwavering de termination. The Know Nothings are at discord among themselves. Humphrey Marshall and Banks repre , enting its sectional divisions. Gree ley calculates that between the Democracy and th.. Republicans, Know Nothingism will be blot ted out—all those standing on the twelfth plank of their Philadelphia platform surrendering to the Deurecracy. and the remainder falling into the embraces of fusionism. It is said a grand caucus of the anti-administration elements is in progress to-night, hoping some combination may be perfected to accomplish their objects. Hands have been shown and the strength of each faction tested. The opposition having nearly two-thirds of the numibers of the House, must bear the re sponsibility if there is delay in its organization. The nomination of Mr. Richardson for Speak er of the House is a well merited compliment to tried Democrat and a most worthy gentleman. As chairman of the Committee on Territories during the last Congress, he was conspicuous for his unwavering earnestness in urging through the Housyneasures of high importance, invol- ing the equal rights of the different States, and it is honorable to the members of the Democratic party that his zeal in the MU?... and fidelity to principle have received this mark of their appro bation. Other gentlemen were named, and among them one of Pennsylvania's most worthy sons, Hon. J. (Haney Jones, who would grace the position. if a nomination should be crowned with success, hut be would not permit his name to he used in eten a seeming opposition t" the g^allruit son of Illinois. It is remarked that the most numerous class office-seekers are members of the Dark Lan terns, as Wise calls them. The clique connected with the-organ of this city have divided out the spoils among themselves, while a 'minion:ins throng of the same stripe are on hand from all' quarters. It is remarked also that a great ma jority of them are individuals of neither charac ter nor qualifications, political hacks, bar-room swagglers, mercenaries, attaching themselves to the party likely to pay thorn beat. Such n horde of the lowest order of politicians was never be fore seen surrounding the Capitol. It is quite apparent that the presidential con test of 1856 enters as an element into the elec tion of Speaker, the fusionist...l .- making it a point to annihilate the northern Know Nothings in Congress, so that they may be powerless to in terfere with the design of rallying the North, or at least a considerable number of the northern States, in a sectional party, with Mr. Seward as its candidate for the Presidency. It is possible they may succeed in Congress, hut before the people I predict a result similar to that in Penn sylvania recently--the total overthrow of tho combined opposition by the triumphant Demo crary. There are rumors to-night that Mr. Campbell will be withdrawn to-morrow, and that the Re publicans will concentrate upon Banks. Camp bell's ultraism is of so violent a character as to make him distasteful to many a little more mode rate in their views. I mention this as a rumor only. that may be verified or not to-morrow ac cording to circumstances. It is generally re garded that Cullom's chances for the Clerkship of the House are the best, being at once a Know Nothing, an anti-Nebraska and a Southern man. The President's message will not he put into print until it has been transmitted to Congress, and that, of course, will not be until he has been officially' notified of the organization of the two Houses---perhaps a week or two weeks hence. Three Steamers Burned. The telegraph yesterday announced the burn ing of three steamers at St. Louis, on Friday evening—the Parthenia, Twin City and Prairie City—all built here. After writing the preoeeding letter I was told that Mr. Conway, a well known citizen of Law rence, had just arrived in town. I waited on lam immediately and ascertained the unromantic facts embodied in the paragraph above. He left Law rence yesterday at noon and every one was quiet ly pursuing his business, neither dreaming of civil war nor preparing to besiege Sheriff Jones. One thousand men - were not " armed to the teeth" nor even to the chin. Not one of them had so much as a brick in his hat. Sharpe's rifles were lying undisturbed in their .• hard ware " boxes. Order reigned in Warsaw The tumor originated in a murder which has created considerable excitement in that vicinity, and, if not promptly and thoroughly sifted, will lead to disastrous consequences in the future. It is thus stated in the Heratd of Freedom, of November, 24th : [The murder referred to was that of diaries W. Dow, an account of which we pub lished two or three days since.] MCH.DEIt Moor Fort.—Our town was thrown into a high state of excitement on Thursday last, by the intelligence from near Hickory Point, in this Terri tory, that Chas. W. Dow, a young man about twenty two years of age, was most barbarously murdered by a party of demons-who rejoice in the appellation of " border ruffians." Mr. Dow had been to a black smithahop, where several of these demoini inearnato were congregated. One of them drew a rifle on him, and threatened to shoot bins on the spot, but finally set down his weapon without injuring any one. Mr. Dow started to leave, and gut away a few rods. when his attention was directed towards the shop by the explosion of a percussion cap. Looking around, he received a charge of buckshot in his bosons, from a wretch named Coleman, and fell dead upon the spot. An attempt was made to arrest the murderer, but he was secreted by his pro-slavery abettors, and escaped to Missouri. The people will assemble on Monday, and execute summary punishment upon the entire party who were µresent, and accessories to the mur der, if they can be found. We wait with anxiety for further developments.
