While the Governments of America and England'(
are confronting each other in an attitude of suipi
cion'
if not of hostility, it is worth while to consider
with what feelings the people whom these Govern
ment/3 represent regard each other. This is no in, ,
considerable element in the probabilities of war or
peace, for over and over again have we seen England
and the. United,Staebs4 driven to The , very verge of a
rupture, and saved from it by the intervention of the
people, whom Governments and Democrats . ' might
divide for a moment, but whose feelings mutually re
coiled at the actual prospect of permanent estrange
ment and hostility.
Of the feelings of the people of England towards
the'people of America we have, we are happy to say,
no doubt nor difficulty in :speaking; that feeling is
as unanimous as it is cordial. Whatever bitterness

tionary War, or the ill-advised contest of 1813-14,
has long since paseed away. Englishmen desire for
the United States the utmost amount of progress
and prosperity; they admire 'their 'energy, they
respect their inventive talent, and they look forward
without jealousy and without apprehension to the
rapidly coming time when the northern continent of
America shall be peopled from sea to sea by the
hardy descendants of the Anglo-Saxon race. We
hear, without envy, of the enormous increase of the,
tonnage of the American mercantile navy, for wo
are well aware that that vaitfleet is engaged as much
in our service as their. own,, in the noble tack of eat."

Such are the feelings of Englishmen towards Amer
icans And such: we honestly believe are the feelings of
this great majority. of Americans towards Engligh
men.. The native population almost universally, and
a very considerable portion of the emigrants, regard
the English nation with the same good will with
which it looks upon them. They are neither jealous
of our alliance with France, nor envious of oar great
ness and strength ; their sympathies go with us in
our present struggle; they feel and know that we are
fighting their battle and propagating their principles.
and that the success of the Allies would be the surest
guarantee for the triumph of the
_principles of civil.
and religions liberty all over the world. Nstituated
by numbers, by property. and intelligence, we believe
this to he the most numerous, the wealthiest, and the
most respectable portion of the American community.
But unhappily that cothmnnity contains in itself other
elements, and these, we mast. admit, are imifonnly
and naturally enough hostile to the CHUM of the
Allies. America is a great Alsatia, in which political
refugees and criminals guilty of less honorable of
fences find shelter and welcome. By the singularity
of her law of racturatitatiou, the man who entered
her Territory as a refugee, may in two or three years
aspire to the dignity of a citizen or a legislator.
Were the English law similar to that of the States,'
M. Victor Hugo might now be contesting with Sir
Charles Napier the representation of Southwark, and
Pyat aspiring to became the colleague o, Mr. Hatter
for the borough of Wells. Thus it comes to pass that
.adventurers of every kind—French Socialists and
Jacobins, Italian Red Republicans, Hungarians and
Poles, driven into frantic hatred of all government
by Austrian or Russian tyranny, refugees from every
country in Europe, and adventurers, pirates and filli
busters from every country in the world, and last,
though not least, our own roiled Irishmen, all find
themselves received into the governing class, and
treated us if they possessed' sympathy for the, inter
ests, and an honest wish' for - dm dignity timid pros
' perity of the great •Republic. Bet in the votes
that they give, the speeches that they deliver,
and the parties they form, these men are real
ly thinking, not of the country they have adopted,
but of the land they have left—not how to bene
fit their friends in Ameriea, but how to avenge them
selves on their enemies in Europe. Stich men hate
the alWahhe between England and France, because it•
establishes a power strong, enough to put down the
puny seditious anti treasons which they are perpetu
ally hatching; they hate the great war that is being
waged, because it new likely to work oat the re
generation of Europe by other means than the only
ones which they are acquainted with—insurrection
committee of public safety, the guillotine, the repar
tition of land, and unlimited issue of paper money,
a war of propagandism, and n national bankruptcy.
Such men are the enemies, not only of England and
France, but of all civilized and organised society
whatever, and equally of the more respectable part
of the very community in the bosom of which they
have found thu refuge they abase and the hospitality
they disgrace.
It night seem, that with all the people, of England .
and the largest and bast portion of the people, of
America on the side of peace, we had little to appre
hend from these fircbrand.s, hut unfortunately this is
not wholly so. The worst disposed portion of the
community are restless and active, well used to deal
ing with large and turbulent assemblies of men, and
able to turn to the very best account the honest
prejudices and pardonable national pride of their
hearers. The better classes of America, on th,,
other hand, absorbed in the pursuits of busi
ness, and having little taste for the turmoil and
obloquy inseparable from public life under a Demo
cratic form of Government, take little interest in poli
tics, and are slow and indolent is bestirring them
selves beyond the ordinary circle of their avocations.
But should they at once apprehend that the turbulent
elements before alluded to seriously threatened the
continuance of a good understanding with England,
we believe that they would. arouse themselves in
rainiest ; and, unless-their self-love should be cc - minded
by sot ill-advised proceeding on our part, would
epetahly put an end to the efforts of thew who are so
pertinacioualy and unfairly seeking causes of offence
against us. It is for thia reason that ao much stress
is laid upon the insult to the national sovereignty
implied in our attempt to recruit in Canada, because
it in well known that on such a subject as this all
Americans would be equally tenacious; whereas, on
almost every other subject of difference, it would be
impossible to procure anything like a leafing of una
nimity. Hence, as we have always maintained, the
great. impolicy of such tin attempt, not because it
really was or was not intended to be any offence to
American nationality, but because it gave our numer
ous enemies and detractors in the States the oppor
tunity of appealing to feelings which every part or
the nation passe_ems alike, and which, indeed, it
would he highly dishonorable for it not to possess.
Rearing in mind, then, the vast distinction between
the feelings of the great American nation and the
electioneering tactics of its expiring government, we
feel sanguine that existing differences may be once
more smoothed over, and that the party so eager for
a war with England may find that before it can carry
its nefarious suds into execution, it must encounter
and overcome the opposition and repugnance of the
best auk wisest portion of its own follow-eitizens.

Philadelphia Times is in Washington and takes
occasion to daguerreotype some of the characters
he meets. Here is his impression of the philoso
pher of the Tribune :

on the other. At first we thought he might not be

now satisfied that this is done for the purpose of at
tracting the attention of the people. I have observed
him very closely, and I am convinced that be is a

That is no leas a man than the Honorable Jonathan
Knight, member of Congress from the Washington
di s t ric t, Pa. What: A Quaker in Congress! Yes
—a Friend. Ile is an able man ; by profession a
civil engineer. He was the first man to survey the
route of the Balthnore'and Ohio railroad, twenty-flye
years ago. Ile also surveyed what is now the Hemp
field railroad. In short, he possesses a more thorough
knowledge of Pennsylvania than any other man in
it.. He was at one time-in tho Senate of our Stan),
and none know him but to respect him. You may
be sure he will be a powerful man in the House.•
