But her available army in the field does not exceed 1 0 0.000 0r500,000. The remain der, veterans, Cossacks, Baschkirs, &c., are quite unfit for active service. It takes a long time to make the Russian soldier; he is heavy, clumsy and idle. lie learns only because he is compelled to do so. After ten years he is not up in his exercise. A Russian army of 100,000 or 200,000 men destroyed by the sword, famine. disease and sickness, is an army which the Czar cannot re phuie. It will take him ten years to make anoth er. The recruits will not he of any use to him ; on the contrary, they will be drags upon the divisions in which they are intorporatod, and will spoil the uniformity of the regiment. Thus the best way to finish with Russia is to kill as ninny Russians as possible. The Czar knows the weak part of his cuirass, and if he orders great levies it is because he has suffered great lassos. The losses since the commencement of the war are estimated at 803,000 men. Do so many remain to him of that magnificent army,' which it took his, father thirty years to form? It is doubtful. A new musket is also spoken of The foundries at Slataoust and Toula are to furnish ninety thousand by next May. Jacobi, the inventor of the submarine in fernal machines, has, it is said, discovered the means of throwing Congreve rockets and other projectiles to an enormous distance, and great success is expected from them against the fleets.
