In testimony whereof, I nave hereunto set my hand, and caused the seal of the United States to be affixed 'to these presents.— s.) Done at the city- of Washington, the thirteenth. day of May, one thousand eight hundred and forty-six, and of the independence of the United States the seventienth. By the President: JAMES BUCHAVAIT, Secretary of State We gather the following paragraphs from the New Orleans papers of the 6th inst Excitement of the Public Alind.--The report yes terday, raised by some mischievous person, of news from Gen. Taylor's army, from the anxiety of the public mind, created a most extraordinary sensa tion. Upon the news reaching the Legislative Hall its memberS adjourned, and a great number came to our office for the particulars of the report; crowds of our citizens thronged it throughout the day.—Tropic. Progress of Enlistment—troops mustered in. We are gratified to hear that the requisition of Gen. Taylor for troops from Louisiana, will, in all pro bability, be complete in the course of this week. There are, it is supposed, between twelve and fif teen hundred volunteersalrearly raised in this city , and the additions to the number expected from the country, will make up the two thousand. Adju tant General Rowley, on yesterday, inspected, and mustered into the United States service, four. com panies. There were volunteers under 'captains' Stockton and Breedlove, of the Washington regi ment—capt. Smith, of the Louisiana volunteers— and rapt. Hunt. Each s of these companies had more than the required quota of men. Several Other companies have been received, and will be mustered into service to-day.—..Refurincr. Mexican Steamers Montezuma and Guadaloupe-- Important—We noticed some two weeks since that we believed the announcement of the sale of the two Mexican war steamers a sham, and that they would appear in case of hostilities with Mex ico, as privateers. We are still of this opinion, and we have a fear that the harbor of Havana will contain our worst enemies. A United .States 74 should be stationed off the mouth of the harbor, to watch with great care what comes out of it It will be recollected that in 1836, the Mexican arm ed bri g Montezuma lay off the Sabine and captu red the American schooner Julius Cmsar, and oth ers, filled with emigrants bound to Texas, and car ried them into Matamoras.—Tbe vessels convey ing soldiers from our city to the seatof war should be provided with two or three pieces of heavy ar tillery. They might be intercepted by the way.— Tropic. May Arrival. Great attrac tion at the New York Store. Now opening the most splen di d assortment of Ladies' Dress Goods, Mantilas, Paris Visits, Scarfs, Shawls, and Embroider ies ever offered in. Pittsburgh, at unusual low pri ces. Please call and examine for yourselves, at 79 Market street . GARRA.IID. U. S. Troops from Fort Pike.—A detachment of regular troops, numbering about eighty, arrived yesterday from Fort Pike, and marched to their quarters at the Barracks. Several companies of volunteers raised in this city, we learn, also march ed down last evening. The U. S. Quartermaster has despatched ell necessary arms and. equipments to the Barracks,*o that there need be no delay in equipping the volunteers, and n•e hope no delay in getting them oil.—Pic. Troops from Mobils.—We understand that 513 volunteers were to leave Mobile on Monday on board the steamer James L. Day, direct for Point Isabel. The steamer Fashion, ‘vhieh arrived at the Lake End yesterday morning, brought over from Mobile 47 artillerymen of the United Statei Army, and 93 volunteers, who await an opportum• ty to sail for the same point of destination.—Bce. • In the Senate, to-day, the House bill making an nual appropriations for certain fortifications was passed, with an amendment increasing the ap. propriation for the fortifications on Florida reel; from one hundred thousand dollars to double that sum. The Indian appropriation bill was also taken up, and several amendments were proposed, leading to a protracted discussion, pending which, a motion to go into executive session prevailed. In the House, alter action had been had in com mittee on the West Point Academy bill; a long de bate took place on the bill making appropriations for the support of the army. The bill to regulate the appointments and promotions of officers in the United States revenue marine, and for other purposes, also underwent some discussion, butwas finally acted upon.-11fashinglon Union, May 13. MEXICAN PRIVATE RlFlll.—it is suggested in some of the papers, says the Baltimore Clipper, that the visit of Almonte to Havana, is for the purpSse of issuing privateer commissions in the name of the Mexican Government, and it is stated that six months ago Mexican agents were sent to Havana, Matanzas, Trinidad de Cuba, and othet points, for the purpose of issuing such commis sions. We are not prepared to credit these state ments, though should the contest between this country and Mexico continues for some months, we have no doubt that vessels will be commissioned as Mexican privateer; and that they may do con siderable injury to our commerce, unless counter acting measures be adopted. Under present cir cumstances we are opposed to authorizing oui private vessels to arm, excepting in self-defence; for if privateer commissions were issued by us, Mexico hating no commerce to annoy, it is more than probable that such mistakes would occur in regard to neutral vessels, as would be likely to bring other powers into collision with us. We should proceed firmly but cautiously—maintain ing ourselves in the contest with Mexico as be comes Americana; but carefully abstaining from any act which would be unjust or offensive to wards other powers. Printers bound fur Tema—The printers of the city are apparently all volunteering. More than half the force in the Bulletin office have joined the army. Among the company of Louisiana Volun teer Riflemen, raised by Capt. Marks, the names of the following printers, says the Picayune, appear: Hiram Fairchild, Ist Lieutenant, J. A. Kelly, 2d Lieutenant; David Jobson, George F. Wier, llaul de Launay, J. A. Langarl; L. Graham, T.,N. Jef freys, J. H. Peoples, John Wade, Chas. Doaoho, W. J. Moffatt, Chas; Callahan, Geo:Kerr. G.
