The . bi-' tutninons trial must be dry, clean; lump cool, as free as possible from sulphur, slate, and other impurities. The anthracite cool is to be broken, of proper size, and screened. If required. the fine coal shall be separated' from the lump afterdelivery, at the expense of the contractors, and the coal of both kinds must be in all respects to the perfect satisfaction of the re. epective commandants, before it will be accepted by them. • 'The °Terri must be made separately for each kind of coal, and separately for eachyard, and must specify the distriet of country. and the pits from which the coal ht to be taken or furnished. The price must be stated for ithe ton of twenty two hundred pounds; and in determining upon the offers the relative quality far Steamers' use will be considered, as well as the price asked. Satisfactory bond+ in half the amount of the contracts will be required, and ten per centum elan bills will be retained until the contracts shall be com pleted, according to their tot ma. In case of failure on the part of contractors to deliver the coals within the time specified, the commandants of agents at the respective places of delivety are to be authorized to supply any deficiencies by purchase, and the contrac tors and Ihsir sureties are to he liable fur any excess of cost over the contract price; awl the ten per cent reserved to he forfeited to the use of the Unhed States.
