The amendment was read; it was in effect, adding to Mr Crittenden's resa. lotion, one proposing arbitration of the Puler/ (Pei tion, and providing for the establishment of a ten ito• nal government there, after the capitation of twelve months, from die period at which, police was served. Mr Allen, then rote and called the attention of the Senate to the Resolution of his, in reference to the in terference of European government', with the affairs of the American continent; and asked leave to intro duce.
