"W ARS AND RIINtoaS 07 WAR3."— Troops for Texas.—The Baltimore Republican of Monday, says: Our city was rife with rumors on Saturday morning, that Mexico had declared war against the United States, but as we received no intelligence from the South to that effect ; we paid but little attention to it, and in a short time our citizens were convinced they were "startled from their propriety" without suf ficient cause. The report given in the Clipper on Saturday, that Major Ringgold's fine troop of U. F. Flying Artillery, had been ordered to ho in readiness to take up the line of march for Texas, is confirm( d and we learn that they arc prepared to move at a mo ments warning. Should we come to blows with Mex ico, we shall expect to hoer a good nceount of Maj. Ringgold and his unrivalled troop. Their departure from this city will cause universal regret among all classes of citizens. The Gth Regiment of U. S. In fantry, it is said, have also been or doted uff. and that the troops generally at all the posts on the Atlantic seaboard, have been directed to be held in readine ss to march for the Fame destination. These are mere precautionary movemen:s on the part of ut.r government, and afl'ord no certain indication of war With Mexico. although such an event mnv occur, though we have our doubts. FROM TEXAS The fast running steam packet Alabama, Captain Windlu, strived at New Orleans on the 2d ult , from Galveston, bringing the Picayune files of popers from that city up to the 30ili ult. The Alabama arrived at Arkansas on the 25th ult . and on the following day. with the assistance of the Undine, hich had just got in. landed Gen Taylor and the U S troops, the former had taken over. From all accounts, it would seem that the Texan Convention is progressing rapidly with the business before it. It is thought that the membets v. ill get through with every thing by the middle of this month, August. The seat of Government, it is said, will probably be continued at Austin for the next four or five years. Dr D A Perry, of Washington county, Texas. was murdered s few days since by a negro, formerly the property of the doctor. Although there was no wit nesses to the art, the negro was suspected, accused, confessed the deed and has been hung. Below we give an extract of a letter from Copt Grice, of the Undine, giving an account of the landing of the U S troops in Texas. It is dated ; Aransas Bay, July 23.1345. On Saturday the 26th. instant, the American flag was first planted in Texas by authority, upon the south end of St Joseph's Island, upon wloch I am landing the troops from the Alabama. inside tle hay. GREATLY REDUCED PRICE-PROM $ TO $3 PER A N NEM.-SINGLE COPT, 4 25 cKsTs. Prospectus of the next (or 171 h) Volume. THE PRICE of the DEMOCRATIC REVIEW has heretofore been too high—not for its size, cost, and character, but for the means of lens of thousands of readers who would be glad to receke it, and among whom is is highly desirable that it should circulate. Fcr the purpose, therefore, of largely widening the range of its usefulness, and of multiplying the norm• hers of those to whom it may be accessible, it has been determined, simultaneously with the great reduction in the expenses of the postage, to reduce its subscrip tion price also, ft om Five to only Three dollars; an d when several unite in subscription, toes law as $•2 50, or even $:2 30 per annum. This very large reduction in the receipts (accompa nied with but a comparatively small diminution of its expenses) involves, of course, an entire sacrifice of profit upon it, unless compensated by a vast multipli cation of its subscribers. There will be at the outset only a small reduction in its number of pages; soon to be restored to its old number, without increase of price, when the anticipated success of the experiment shall justify it. The PORTRAITS or DISTINGUISHED DEMOCRATS will be continued—engraved in better and more costly style than heretofore. The Posysce: will hereafter, for any distance, be only five and a half cent.; it has heretofore been, for over 100 miles, eighteen cents. IVe look fur nn extension of circulation to be reckon ed by tens of thousands, ns the result anti compensa tion of this great reduction of price. Every friend of the work, and of the Democratic principles and cause, is confidently appealed to, to exert himself with an active interest to procure it subscribers; both to extend its usefulness, and to carry it successfully through the crisis of thi= great reduction of its receipts.
