Acensger.--White a number of workmen were enpged yesterday at the ruins of Lewis Hutchinson's large warehouse on Water 'street, one of the massive stone anhes in the cellar gave way and buried one of the men beneath an immense pile of stone. This hemp must be equal to the Riga Rein hemp now at .the navy-yard, Charlestown. In deciding upon offers, preference will be given to American hemp, if offered at equal er lower price than may be asked for foreign hemp. The hemp must be subject to inspec tion and approved at the nnvy yard, Charlestown, Mas sachusetts, by persons to be appointed, by and under instructions from this Burets'', and none will be receiv ed which shall nor Pass such inspectior. Persons who may wish to furnish hemp perfectly tree from tow, and ready for spinning.. can forward separate proposals for such hemp; which hemp, tithe proposals should be accepted, must, like the other, be subject to inspection and approval at said navy-yard before it will be received. Persons making offers must state the price asked per ton of 2,240 pounds, delivered at said navy-yard, and must forward with them an obligation from two persons of sufficient property to become sureties for the faffilment of the contract to be entered into, in one third the 'mown of said contract. To diminish the hazard to contractors of furwarci ing hemp from the western States, which may-not be of proper quality, nr eulficiently well prepared, the Secretory of the Navy has appointed two agents, who will, when requested, inspect hemp that mxy be pre pared and intended to fulfil contracts to be male under this advertisement. One of the agents will inspect the hemp that may be sent to Louisville, Kentucky: and the other that which may be sent to Bt. Louis, in Missouri. These agents will be furnished with sam ples of the Riga Rein hemp, excepting for hemp fully prepared for spinning, and with the means of testing this strength of hemp, and will be ready to give all in formation in their power, to enableto contactors have their hemp properly prepared, and to ascettain the strength and character of it, before the expense of send ing it to the navy-yard is incurred. It must be dis tesedy understood, however, that the inspection and topiaries of theses/rents is merely to diminish the risk to contractors, by furnishing useful information. By the arrival at this port yesterday of the schoon er Yucateco, Prat., master, from Vera Cruz—whence she sailed on the 21st inst.:---we have advice, nine days later than we had previously received. Obr la test paper from the city.of Mexico is to the 16th of April. Whea the Schooner sailed, there were four U S ves sels of war lying at Sacrificio s,the names of which are not given, but they are no doubt the squadron comic Ling of the Potomac, Falmouth, Fairfield and Somers, which were spoken by Capt Pathereon, of the Fanny. which brought our last prior news. There were be sides these, one French, one British, and two Span.. ish vessels of war lying there, when the Yueateco left. The reports which we had previously received of the eathquake which took place in Mexico on the 10th inst. are fully confirmed. Two shocks were felt, terrifying the inhabitants beyond treasure. They rushed from their houses in affright, to escape from the impending ruin by the falling buildings The ter ror from this cause bras so great that multitudes took refuge in the streets, public squares and gardens, pro tected from the weather by slight temporary shelters. As the shocks were repeated there was a rush of the half distracted people to get oct of the city into the fields. Many houses were-utterly destroyed, and a still lar ger number much injured. Every ceremony peculiar to the usages of the Catholic Church was employed to re-assure the people. Upon the i n-tance of the Cham ber of Deputies, the President ordered the sessions of Congress to be changed temporarily to anctherbuild ing, that of the former Inquisition, For several days, however, it was impossible to obtain the attendance of of a quorum of members for the transaction of busi ness. As late as the 10th inst. great numbers of the citizens had not returned to town, still fearful of fur ther shocks. We do not see any mention made of loss of life in the capital. The earthquake would seem to have extended across the country. At Vera Cruz, Puebla, Morelia Petzcuaro and other points it was felt, though at dif ferent dates, and in some of the Departments the shocks occurred on several successive. days. The newspapers were occupied as usual with the discussion of the measure of annexation. Mr. Bu chanan's answer to Senor Alreontets Piotest hsti ' been received and published. It served as a hook upon which to hang many a frothy amide, full of sound and fury. The editors talk of nothing but resistance, but we do not see that a single thing has been done or even proposed. Gen. Almonte anived at Vent Cruz on the 18th inst. in the Anahuac, from New Yogic.
