His -opinion is that it cannot.
The Senate bill authorising the Soeth Carolina reli
ned company to import iron for an experiment to test
thesumespheric railway was passed.
The House thee went into a committee of the
whole, and Teemed the consideration of the Senate
bill to reduce the rates cf postage.
Tbe two hours for debate having closed, tha voting
commenced. A great number of proposed amend
meets warn 'elected. Among those adopted was one
providing that the bill shall sot go into operation till
the Ist ofJuly, 1845. Another amendment was agreed
to, which charges 5 cents for single letters under three
hundred miles, epd 10 cents over that distance. The
vote wait 98 to 87. This was, I believe, agreed upon.l
der a misepprebensicm, as but a few minutes previous

Mr Hopkins Moved to strike out the first section of
the billoind to insert the naive of the House bill,
but without suocess. 1111
The opponents of the bill kept up a moat galling
system of annoyance. by cnnzinually moving that the
committee rise, and perplexing the Chair bythe molt
foolish ametwimeata.
Just before the ears left, a motion to rise we nega
tived by a vote of two to one. There appears to be a
disposition to dispose of the bill to-night. I am still
.of opinion that the Senate bill will press, with a single
amendment, «Gas to cause the bill to go into operation
on the la of July.
