In presenting our Annual Report to the Legislature,
we again congratulate upon the complete success at.
tending the Pennsylvania system of prison discipline.
Fiercely attacked it has been, upon the gratuitous as
sumption, that it partook more of the barbarism of
former ages, than the mild and benevolent usages of
modern christeudom, an experience of twenty years Ism .
proved the fallacy of these phillipics, and illosteatik
its benefits and tested its results.
An associate system of labor can not be conducive
to reformation. The noviciate never con be improved
by intercourse with the hardened convict= andalthough
they may be watched with untiring vigilance by dis
creet overseers, yet the practised criminal will corn.
municate his baneful vices, by more than a sympatbet
c influence, to the tender and susceptible mind of the
youthful offender.
It is true that, under the seperate system, the ctim•
iced has no communication, other than that which be
enjoys with the officers and Inspectors of the Peniten•
tiury, hut this very seclusion brings his mind to the
contemplation of his former misdeeds. which is the
first step towards amendruent.of life. The interviews
of the officers with the convicts ere conducted with
firmness a nci,l; in !nest, and with exhortations to reform,
that they may be restored to that position in society,
which they would have occupied, had they not been
guilty of the violation of its laws. In all our visits,
we have scarcely found an unwilling listener to these
admonitions, and the able and elaborate Report of the
Moral Instructor, to which we, with great pleasure,
refer, will advise you in detail of the gratifying success
of the treatment adopted by your predocessois of the
General Assembly.
We can cite instances, within our present observa
tion, of men who entered this Penitentiary without a
trade. end with little or no education, who are now
mural and respectable members of the community is
which they live, pursuing their avocations with as art
dor and industry evincive of their gratitude to this pub
lic benefaction.
It is to be remembered, that the Moral Instructor
is not confined to the high and responsible duty of In
culcating the doctrines of the christian religion. Ho
preaches to "due spirits in prison;" but he also teaches
the unlettered to rend and write, and comprehend the
beauty and usefulnes of their mother tongue. The
small allowance we have had for the porches" at
books, has been attended with the most gratifying re.
sups, and we would recommend a liberal appropria
tion fix this object.
It', in the present pecuniary embat rassment 'of the
commonwealth,jrou cannot erect and endow s &eta
Asylum for the Insane, we must urge upon you the
propriety and necessity of authorizing us to establish.
within the prison walls, a hospital for the reception
of tha limited number of demented convicts which
may unhappily come under our supervision. The ea
currents is rare, that they become -so after they eater
the Penitentiary; bat, in many instances, they are sent
here, after the commission of crime, because there is
no other barrier to protect society from their demo ties
depredations.
There is a convict of this character now immured
in one of uur cells, for such is the sentence of the
law. He came here in this lamentable condition.—
The humane treatment of the Warden, and the medi
cal skill of the Physician, may have modified but cans
not cure his disease.
We strongly commend this subject to the early at
tention of the Legislature.
The Report of the Warden will exhibit to you a
decrease of eighteen in the number of convicts, a*
compared with 1843, and a highly satisfactory state of
subjection to, and acquiescence In, the regulations for
the government of the prison. Owing to extensive
repairs, necessarily required, in the manufacturing de
pertinent of the Penitentiary, the balance sheet, here
with ttansmitted, will nct exhibit as large a credit to
profit and loss, as in former years, but an amount
which mug satisfy you of the anxious solicitude and
economy practiced in this branch of the public ser
vice.
The interesting Report of do Physician, shows a
decrease of sickness during the past year.
A short time since, we opened the prison doors to
Miss Dix, an estimable lady, whose-purse and ener
gies are devoted to the philanthropic effort of ameliora
ting the condition, and diffusing christian -knowledge
among the prisoner*. Her success was her best - re
ard.
We notice with gratification, that all the subordi
nate officers of the Penitentiary have discharged their
duties with the entire approbation of the Warden and
Inspectors.
Mr Beckham has not only our confidence and re
gard, but is entitled w the gratitude of the General
Assembly. He has saved the public Treasury from
large drafts for the support of the Penitentiary. His
has been humane, but firm and decided in his treatment
of the convicts, and has more than once periled his
life in the discharge of his peblic functions.
The Inspectors should not be limited, as they now
are, in awarding to such an officer his proper" rectrat•
pease.
Reminding you of the usual appropriation neesmary
for the subsistence of the officers,—

quires relative to prisoners who have been teceived
and discharged during the year 1844.
The Board will also receive, from the hands of the
Clerk, a statemsnt showing the pecuniary condition of
the prison. These documents, together with the Re.
ports of the Physician and Moral Instructor, will pro.
sent to you a general view of the Penitentiary ler the
past year.
On the fiat day of January, 1844, we had in confine.
merit, one hundred and forty-eight. inmates,—one hun.
dyed and forty-three males, and five females. We heti
received slew within the year, and discharged seventy.
eight.—hfty by the expiration of sentence, twenty.oors
by the pardon of the Governor, one by the pardon of
the President, and six by death,—leaving in confine,
meat, at date, one hundred and thirty.—me hundred
and twenty-two melee, and eight females,—showing
decrease of eighteen within the year.
The whole number of prisoners received since the
opening of the prison, July 31rt, 1825, to the let day
of Jenuary,lB4s, is ten hundred and forty-five; of these
eight hundred and fifty-four were white males, one hun,
dred and fat trfire colored males, eighteen white fe
males, and twenty-eight colored females.
It affords ma pleasure to bear testimony to the faith.
