Bawer, Pena*. 1 - lArtatoiltrite, Dee 7. 1811. Dear Sir. I duly received goons of the 311Ith abhor; and am pleased to tied that in all the fluctuations and turmoils in which political life has involved me , 11 keep my bold upon those old and cherished frieuths, who have known me longest and best. No one who bas paid attention, like yourself, to the history of Penruryb vane, and to my own course in connection with that history, will beat a loss to know my opinions enlist of the leading questions in which one Ccmmonwealth is interested. They are all reconled, nod have been expressed so unequivocally and under such circumstances as to leave no doubt of their sincerity. "have always been averse to obtruding my opinions, upon the public either unnecessarily or where they have not been properly called out. I have never, however, hesitated to em press my opinions, and to back them by my acts when duty required it at my hands. In writing to you, there fore, I da not write to the public, but ouly to recall to the recollection of ono who hos beet my early friend, the course that has characterised my public conduct itt relation to the great and lending subject in which Penn sylvania is so deeply interested. • On the subject of encouraging the productions and manufactures of our coentry, I early embraced my father's opinions, which were those of the democratic republican party in the days of Mr Jefferson. I first entered public life in the House of Represene tatives of our State at the session of 1819, '20... On the 20th January 1820, the following resolution was introduced by the Committee on Alanufoctures: "Resolved, &c. That our Senators and Repreeen tatives from this State in Congress be requested to use their utmost efforts to have the tariff so - modified. as to meet the prohibitions sad prohibitory , duties, of foreign powers, and afford fffectval encourage-. men/ and patronare to the indastry of our :ens." When this regolution was caked upfor second red ing and consideration, a motion nes made to intik* out all after the wend '4lE:nu" and insert in lieu therm of "to encourage domestic manufactures." Against, this amendment I voted. as tending to weaken the expression of opinion in favor of domestic manufac tures. • It was however adopted by a majority. and on tbil, Goa/ passage of theresohniou 1 voted for it as amen ded. By reference to the journal of the Session of /836 e '37, while a Senator, my vote is recorded in favor of a resolution instructing our Senators, &c., in Congress to oppose any bill which might have fur its object any reduction of the Tariff. 1 give you but a single tee ference to my vctes in both branches of the Legisla turn: but they will be found, on examination, to have bees rendered in favor of every measure having& ten, dency tososteia a protective tariff, introduced during tay legislative career. Since my election to the office which I now 6U, I have availed myself of my official station to urge, ors every suitable occasion, the necessity of protecting and encouraging the domestic industry of the country. The portion of my inaugural address, when first elect. ed, on that subject was brief, because I could not, iss such a document, treat much at length on any subject; bat in my annnol messages, I have embraced every opportunity to recommend its importance to tbo Legis. litraro. In my last I said— "lt it nn disparagement to her sister States to es. sume, that Pennsylvania, in her geographical point/ea. d i and her mint-ruined agricultural resources. is NWT passed by none in the Union. lie: population,, for hardy and effective. industry, presents a model worthy of all praise, and this industry, devoted to a croirstaist devotional' of her vast mineral wealth, cats of fail. in good time, to produce the most astonishing results. "There is hardly a mountain or valley within her borders, that does not abound in deposits of coal ae4 iron. Our canals and railroads penetrate almost eve s ty one of those mineral regions, and furnish them with a cheap and a ready highway to market. "If those entrusted with the guardianship of the public welfare, are but true to their trust, the day is not far distant, when Pennsylvania must become the great workshop pithy A met ican Union, for the produc. ti an of coal and iron, and the fabrics constructed from these materials. If these great tut awl sore surrender. ed to some imaginary. theoretic, 4cl.adian seliPme of free trade, we may still continue taserve as hewers of wood to foreign capitalists and artisans, and our Me a t. eatable mineral deposits, may lie useless for ages. I trait, however, the people of this Commonwealth will never be seduced into a sacrifice of their dearest rights. "The policy of standing by her own interests, has been, for the last half century, too deeply fixed its Pennsylvania, to be abandoned without a struggle; and those of her public servants who would advise the sur. render of any of her stap:e productions, without the fostering succor of the Government. will soon fad en how mistaken an eat i mate of popular feeling they hare relied. It is idle to talk of reciprocity of trade, when England will not receive our flour under a proltibi. tory duty of less than then thweiloilars per barrel-- for us to receive her coal and iron free, or nearly se, of duty. "Free trade end reciprocity of duty, like thegoldea redo, are beautiful and benign in theory, and, if tan. r versally carried out in practice, would render mankind better sod more acceptable to their Maker—but, sta- , happily, this obligation is voluntary, and is aananeiti only by the less erafty and grasping of men and. riss dons who are used for their own ends by the rests*. This fundamental ttuth is taught by all history, and was familiar to our fathers. Come whet may, 'retinas not desert the sutaderd of Pennsylvania, and I, for One have battled for it ton long in see it struck withoot manly-effort to uplink! it. If we are true to ourselves, and those who come after us but do their duty without' shrinking, Pennsylvania will soon be placed in bedews positihn. "Ctier agrienhurists.mantifseturers, mechanics, and "my chits of citizens, are alike interested in a stead. fast adherence to the policy of protecting and enema. aging ourowo peculiar State productions; for on this p o li cy To m s ou l hopes of future greatness and hide. pondence. A permanent le.me consumption, is, after all, the only market on which nor farmers and other produtiers can always depend for a steady dpstisod for their commodities, without the flociusti,.ns of prisms thut will emica attcud foreign maikets.
