ment, particular indications or symptons arising, were

That so great a number of diseases, and sometimes ap.

remedy, may at first seem strange and contradictory, but

compliance with the request contained in
the mertioritil which you have now pre
sented to rife, I will avail myself of the
first opportunity of transmitting it to the
Prestdeut of the United States. To avoid
misconception it is proper that I should
observe that, inasmuch as the general gov
ernment is net a party to the 'contracts of
the separate states, the subject Of the me
morial does not fall directly Within the
President's province, and that I am my
;self acting unofficially hi forwarding it to
him. Ido it, however; with cheerfulness,
out of respect to the members of this dm' -
anguished deputation, Nor am I less une
der the influence of the deepest sympathy
with that numerous class whom you rep
resent, who have - suffered severely;
some of them I fear ruinously, from the

of the American states to pay the interest

RS it is deplorable. They have

ments which would be onerous to much
larger and richer communities; and yet

linois for instance, and what I say of that
'state will hold for others, making allow
ance for difference of local circumstances.
'The state of Illinois undertook a few years -
since the construction of a ahip canal of
about 100 mil a in length, to unite the wa..
tete of Lake Michigan with those of the
Illinois rivet; and more recently projected
,and commenced the execution of 1300
miles of railway. On these works she has
borrowed and expended above 20,000,00
l of pounds. The works are incomplete
,and unproductive. The population of the
,state is that of a second-sized Engliska
calmly, abort of half a million. It is whs.
