amount of forty millions of dollars. The bonds
offered will bear an interei‘of six per centtun i
payable semi-annually, in coin, on the first days
of May and November, and will be redeemable
at the pleasure of the Government, after five
years, and payable in twenty years from Nov.

Each offer must be for fifty or some multiple
of fifty dollars, and must state the sulfa including
premium offered for each hundred dollars, or for
fifty when the offer is for no more than fitly.
Two per cent. of.the principal (excluding pre
mium) of the whole amount bid for, by each
bidder, must be deposited, as a guaranty for the
payment of subscriptions if accepted, with the
Treasureref the 'United States at Washington,'
or with the A.salatafit Treasurer at New York,
Boston, Philadelphia or St. Louis, or with the
designated Depositary at Baltimore, Pittsburgh,
Oincinaati, Louisville, Chicago, Detroit or
Buffalo, or with any National Deposit Bank
which may content to transact the business
without charge, for which deposits duplicate
certificates will be issued to the depositors by
the officer or bank receiving them—the originals
of which must be forwarded, with the offers, to
this Department. All deposits should be made
in time for the certificates with the offers to
reach Washington not later than the morning of
October 14, as aforesall. No offer, not accent_
panted by its proper certificate of deposit, will

Tile Associated 'Press are endeavoring Ito per
fect arrangements by which the whole Wote of
the xtate, at the election next Tuesday,, may be
known by the next morning. There is no State
ticket to show exactly the popular majority ;
but it Is believed that the Congressionni 'vote
will Wont an Indication ; therefore, It Is their
intention to have the Congresaional vote all te.-
egraphed by Wednesday morning, if theje can se
cure the co-operation of the election t officere
throughout the State to aid them in tido pur
pose By counting the Congressiorud vote first
in all the precincts, and the local offieere after
wards, the vote in each Congressional district
may be known at an hour early enough to haute
tall it in time for publication on Wednesday
morning. Election officers, who are bury with
their own nutlet, are very.apt to overlook the
importance to newspapers and the public itif hee
-1 lag an early count uniformly iu each district of
the same ticket. Severe as their tasks are, they
are light compared with those of newspaper re
porters and makers-up of election tabus. The
election officers have the figures only of the par
ticular district In which they officiate to fcount,
but newspaper people have the returns from ev
ery district within their own localities, and fre
quently returns from the entire State, to ttend
to, put in tabular form, count and present a accu
rately to their readers In the next morning's is
sue of the newspaper, ant all before the time al
lowed by law for the election officers to! finish
their labors. In a matter of this kind, ;!iirhere
the whole public, including the election officers
themselves, are anxiously looking for early and
correct reports of the election, ills not merely
an accommodation to newepapeni to facilitate
their work but It is a favor to the entire nubile,
to aid the newspapers in the ps rfurmance Of the
task they und.-rtake. We have never known
any intelligent election officer to refuse this aid
--generally' they are as anxious as the reporters
to have the task of collecting the rettumsMrop

Escape end Arrest —On Tudsday a man
giving his name as Alexander MoUlain was en
listed as a substitute by Provost Marshal lark,
er, and by him sent ever to the Girard House.
Shortly after being placed in the guard room he
succeeded in e scaping , andproviding.himself with
a suit of citizen's clothes, destroyed his uniform.
He was arrested the same evening by the patrol
in the Ninth ward. He had hired a carriage,
and would no doubt have had a very pleasant
time but for the interference of the patrol. He
Was placed in close confinement to await his re
moval to the front.
Fatal Aeeldant.—Mr, John Olinger, sr., of
Ben's Oreek, near Johnstown, was killed on
last Monday morning. Be was hitching hls
horses to a wagon When the animals took fright
and ran off, draggin g the vehicle across his face
and breast, crushing him in such a manner as to
cause Ms death in a short time.
The Draft in Washington County.
—The only districts in Washington county in
which the draft was made were West Browns
ville and Alliliboro, and these places have since
filled their quotas. This is about as good as
what we done ourselves.

say : Everything has been quiet, in front
to-day, except a brisk int'erbia,nge of
musketry between the skirmishers, and
the continued activity of our troops in
fortifying and strengthening their new
position, our line, remains the same as
yesterday. The enemy is also hard at
work strengthening his worki.

This movement indicates the strength
ening of their force opposite our extreme
left, and the prdbability of a renewed at

Our casualties since the commence

Herald's Tenth Corps correspondent,
'of the 3d says: This has been the most
quiet and most gloomy mid disfigreeable
day we have passed since nur advent in
this Vicinity. It has. rained ail day.
It has been quite satisfactorily outer
tained that the movements of rebel troops
referred to was towards Petersburg,
rather than around our flank. The opt'r
ations of the Army of the Potomac have
become so pressing that -the necessity
has presented itself to Lee to return a
large portion of the troops he had can
.centrated on our front to that locality.
Still thole remains a conviction that the

Times Washington special says: Gen.
Wilson wbo has pist arrived from Gen
Sheridan's headquarters at Harrison

capture of rebel property by our cavalry
in their last great raid in the vicinity of
Stanton, were on a collossal sc'aie : and
most complete in their execution. More
than 100 mills were destroyed, railroads
badly cut up, and a herd of 2,600 cattle
and sheep brought hack to. Harrison

Ngw YORK, Oztober 6.—Dry Goods
auctions took place at nearly all 'prinl
pal houses this morning, with the attend
ranee generally better_ litany represen
tatives from other eities,including Phila
delphil and Boston were present. The
sale at Wilmerdings & Mount's, com
prised a splendid assortment of British,
French and German dress goods, the
total value could not have been less than
'half a million of dollars, but the prices
were wretchedly low, • compelling the
passing of many lots. Merinoes ranged
from 1,22 to 1,97. Wilmington, Bogart
& Co. had agate of dress goods, hosiery,
and was pretty well attended consider
ing the weather. The dress goods were
not in very great demand, bringing only
moderate prices. The hosiery, especially
styld ol fancy colors for ehildrens' ,
wear, ranged in price by the sample lots
from 1,15 to 1,171 Fancy woolen yoke
irts, domestic. brought only $1,171.
