Chia is chiefly owing to the scarcity of handsand the consequent high. wages which the farmers are called on to pay for labor, but more especially to the speculators who expect to In crease their fortunes during the coming year at the expense of the cominunity. Martial Law This last refuge of cictiesteged city and which is never resoited - tce-only , when other means have failed, and when' we are compelled to it thrciugh dire eecesaity, is not regarded by our i citizens n its proper light. The people should nae theirifincoatietidessiors.to avert this fleece wiry evil, and do all in their power to render it unnecessary. Every citizen is perfectly aware that martial law requires that the liberty of the cOlumunity be greatly restricted, and that a greet many other evils attend Its enforcement which should be avoided if possible. But our citizens do not regard martial law in this they esteem it a necessary iheans of attaining that end, which if they displayed any energy on their Ott, might be gained without this last resort. In consequence 91 , this,,the people have displayed iso'reibili - APatliiiittring the present circumstances, and to tine opinion do we attri bute all the inaction of yesterday. The Mayor was not desirous of proclaiming martial law, and for thus reason did he forewarn the people on Sunday, but the people will have martial law, they arepantldg after martial law, and martial law is the semitation of the day. Under exist - Wig `airctunitances' the anthettitiza. Will be compelled to satisfy the people on this head, I otherwise nothing will bo done, and the city will remain open to the invaders more strict and rig orous, so that ire will have to go some time It fa a positive undeniable f set that we do no: mandest eitaer a Willingness or an energy worthy Of the COOL Very little has been _exec uttal, not because weore positively adverse to embrace any measure in our defense, but because we deem that action is not necesaary, contrary to the protests of our ottnialit. We must sen_oth era perform before we resolve to paint= our selves, and others must see us, and •the cense huence will be that martial law will be enforced' which *lll eoinpel us to action. • Builhaeis in the eity.--The mayors of this city, and Allegheny made a requm on the citi zens under their respectiveauthorlty to suspend bilsiness during the crisis, in order to give their men an opportunity to enlist for the present emergency; underpenaity of having martial law proclaimed within the Beata of the same. But it seems the citizens .did not wish to comply with hie request, and busies= yesterday was nearly brisk as ever. In the morning but few business establishments were open, ,, and several expressed a wiillegness to suspend it en tirely as requested, but. others opened their stores as usual end we are sorry to_ say that the latter won the day, act that seeing their neigh, bore doing - bashiesirevery obi else tho ight tha t they would do the same and the consequence was that towards ten o'clock business was as brisk as ever. every one read the news, and Made criticisms on the's aina, bill no dee seemed desirous to he the first' in performing anything, and the consequence was that little or nothing was executed by the et isms towards the de fense of their homes froid the invader Who 112 now within our borders, burning and plunder ing our towns. The same fate may atteud us, it we do not cooperate more Willingly with our su periors, whO are ail atteiitiou tO the public Wel tare. But if the citizens ito not comply with their request, we cannot expect to be dealt with as heretofore, but the utmost tiger 'should be used for the common safety. Up to this, reqUests only have been made, and we are forced to con fess with them, and consequently nothing prob ably less than stern orders will be issued hence forth In remedy the evil, and make preparations to meet the foe, if he should be bold enough to direct his march on. Most probably they will be found In need of re. pair in case any danger is menaced. It it be found noceasary, the citizens will be put to work on them as it was done treretofore, and every means must be put in execution for the safety of the city. With our brave citizens and a few guns in its defense, we doubt not the /east that our city will b 3 sate, and it will be entirely out, of the power of the invaders to make any serious attack on the intrenchmenta. If the community unite their effarts with the commanding general and comply with the requests of the mayor, , which are made for the Solomon benefit of all, .we may expect to be secure from all danger, Oth- Wise, we entertain serious apprehensions. The follow ink is all there is of interetit: • •A Times special, dated before Peters bulk, luly 30th, says: As soon after day break as it was practicable for the troops to move in co-operation, an immense mine, reaching far away und6r the.ene my's line of works in tront of Burn side's corps, was fired. ' The explosion was the signal for the discharge of every piece of artillery we have in position from Appomatox to our extreme.left. The effect was magnificent. Ninety-five pieces of ordinance were fired simulta neously. It seemed as if they might have been discharge d by a pull of one lanyard. The firing thus fiercely opened, was kept up in the same manner with scarce ly a perceptible lull for at least an hour and a half, when it slacked to some ex tent. The result of the explosion of the mine was, almost to annihilate one regi ment and to bury three guns. Under cover of our artillery, and pushing our advantage of ground gained by the sud denness of the assault, the 9th corps ad vanced, taking possession of the-works through the gap made by the explosion, and (hiving the enemy to the second line of foilitications which line the, hill tops eastward of the to wn. Nineteen of the 22nd South Carolina were buried by the' explosion, and had been dug out alive badly bruised and scratched, and some of them doubtless, mortally hurt. 'the attack they pronounce a surprise. The mine 'was 400 feet long, and conshucttd with galleries diverging from the main passage, making three chambers, in which a train of powder fifteen ladies wide and deep was laid. The effect of the explosion was very disastrous. The grandeur at 1.148 artille ry tire I have never seen surpassed. The enemy's artillery played but feebly. A very few mlnetefiehaPsed before the_reb el lines were entirely shut from view by banks of smoke, and our gunners could only be guided in their work by having obtained proper range before. Many of the shells from the front of the 18th Ceres must have struck far into the streets. of Petersburg. From that direc tion a heavy column of black smoke arose soon after the opening of the fire, evidently from burning buildings, After the rebel lines were pierced, they made a sudden moventeut to their left, and suffered heavily from oor enfilading fire. Gen. Ledlie's division, of Iftirn aide's corps, led the attack. The 14th New York heavy artillery, having ad vanced. About 100 prisoners so far have been brought into Burnside's headquarters! The cannonading is still hat, and the rebels hold their po,ltinn• obstinately. Our infantry have just received orderiii to advance. A Herald's ~ special says: The mine was to have been sprung at three o'clock this morning, ana Lieutenant General Grant, accompanied by his staff, reached Burnside's be idquarters about that hour. Meade and staff anived at the same hi adquarters at the appointed hour for action at the mine, but for some reaJ son did not take effect. Everything movable in the way of the troops had been placed In position to move at the first signal. The entire 2d corps was held in reserve, but up to the hour of writing this dispatch they bad nut been called into action. At four o'clock a cloud of dust was seen rising from the rebel Intrenchments This was followed by A..general upheav ing of earthworks, reaching probably fifty feet. The whole mass looked like a•huge mountain of earth and dust, and formed a most imposing spectacle. Simultaneously with this explosion, our batteries along the entire line opened a most murderous and destructive fire .on the rebel brea t works, and Vie infantry, with deafening cheers, rushed into the Embankments or the enemy. Constant cannonading, lasting now one hour and twenty minutes, has been going on. At six Oclock our valiant troops had captured and occupied the first line of rebel entrenchments. Prisoners were constantly arriving from the front. Several of our wounded are also com ing in. They report the shughter in flicted upon the enemy by the explosion and the accurate range of ourshells from guns and mortars, as terrible in the ex • treat. So far the victory is ours. The air is thick with, flying missiles. We are pushing the enemy steadily and imely, and occupying his fortifications. •• Latest from General Grant. BALTIMORE, Aug.
