LINCOLN ON THE PEACE QUESTION. I Although Mr. Greeley has been duped and has reason to feel mortified at the figure he makes in the late abortive ne gotiations he has laid himself open to' playful ridicule rather than to grave moral censure. Considering his oppor tunities for knowing who. George San de.= is, and who Cornell Jewett is, the 1 simplicity with which he lent himslf to be the tool of the former, and the fel low-dupe of the latter, is as'amiable and ridiculous ns anything in the adventures of Don Quixote. And yet peace is so desirable, and the path leading to nego tiations has been kept so constantly hedged up by Mr. Lincoln, that we can easily credit Mr. Greeley with laudable motives in swallowing so promptly a bait at Which a more wary politician would scarcely have deigned to nibble. It is pretty clear that Jewett (Who is the emptiest and most credulous fool alive) had been told, or at least told Greeley, that the rebel emissaries were daily ac. credited bearers of peace propositions. There is, indeed, no such statement or intimation in the note of Sanders with which the correspondence opens, but as n safe conduct had been asked toi -visit Washington for other and more respect able persons than Sanders 'it was natu ral to infer that they' were intrusted with some business. But the personal agency by which a great Oubject Itas been b.rougtit le the consideration of the American people is of little consequence. The...essential fact which looms up above the tairage_of this fiasco is, that the President of the United States has defined his position on the most vital . rmestion of the time. lie has declared, fu the face of the world, "to whom it may concern," that he will lis ten to no proposition for the return of the Southern States to their alligiance which does not include the complete abandonment of slavery. Now, if. Mr. Lincoln does not know, the people of the loyal States 'will teach him, that they will not supply men and treasure to pros ecute a war in the interest of the black race. Ile has no right to continue the war a day for that, purpose, nor will the people sustain hint in so doing a day be yond the time when they' can constitu tionally depose him from office. Ilia ut ter-want of authority to require the abo lition of slavery us a condition of peace is clearly and strongly stated in a docu ment which is known to have received his official sanction. In the instructions to Mr. Dayton, our minister to Paris, oc cur these passagesi . The framers of our Government there• fore placed the entire control of slavery, as it was then existing, beyond the con trol of the federal authorities, by leav ing it to remain subject to the exclusive management and disposition of the sev eral States themselves, and fortified it there with a provision for the return of fugitives from labor and service, and another securing an allowance of three fifths of atich persons in fixing the basis of direct taxation and representation. , * * . 5 5 * * * , *. The condition of slavery in the sever-' al States will remain just the same• whether it [the rebellion] succeed or fail, There is not even a pretext for the complaint that the disaffected States are = be conquered by the United States' if the revolution fail; for the rights of the States, and the condition of every human being in them, will remain sub ject to exactly the same laws and forms of administration, whether the revolu tion shall succeed or whether it shall fail. in the one case the States would be federally connected with the new confederacy; in the other, they would, as now, be =anthers of the United States, but their constitution and laws, (totems, habits, and institutions in either case will remain the same. It is hardly necessary to add to this incontestable statement the further fact that the new president, as well as the citizens through whose suffrages he has come into the administration, has always repudiated all designs whatever and wherever imputed to him and them of disturbing the system of slavery, as it is existing under . the Constitution and laws. The case, however would not be fully presented if I were , to omit to say that any atich effortt on his part would be unconstitutional, and all his actions ; in that direction would be prevented by the judicial authority, even though they were assented ,tu by Congress and the people. ; This 'incontestable statement," as Mr. Seward called it, of the relations of slavery to the federal government, if too clear for dispute in the first year of the rebellion, must be equally true now in asmuch as the Constitution has not been amended in the intervening period. But the pretense is, that alvaery:must be abol ished to pretent a new war initsinterest. But that is too remote and hypothetical a danger to control the deliberations of statesmen, even if the government had any rightful atithority to wage a war of abolition.
