When, in the course of human event,
it becomes neces-ary for one people to

assume among the powers of earth, the
separate and equal stations to which the
laws of nature and of nature's God enti
tle them, a decent respect to the opinions
of mankind requires that they should de
clare the causes which impel them to
the seperation.
We hold.these truths to be self-evi
dent; that all men are created equal; that
they are endowed by tin it Creator with
certain inalienable rights; that among
these are life, and the pursuit of happi
ness. That to secure these rights, goy
nments are instituted anung men, de
riving the ju , t powers from the consent
of the governed; and that, whenever any
form t government becomes destructive
of these ends, it is the right of the people
to alter or alhdish it, and to institute new
government, laying its to' ielation on
such principles, and organizing its pow
er in such form, a, to them shall seem
most likely to aka their safety and hap
piness. Prudence, indeed, will dictate
that governments, long established,
should not be changed for light and tran
s ent cause , , and, ac«);,llngly, all expe
rience bath shown, that mankind are
more disposed to suffer, while evils are
sufferable, than to right themselves by
abolishing the forms to which they are
accustomed. But, when a long train of
abuses and usurpatiorts, pursuing invari
ably the same object, evinces a design to
reduce them under abtolltte despotism,
it is their right, it is their duty, to throw
off such government, and to provide new

has been the patient sufferance of the
enlonids, and such is now the necessity
which constrains them to alter their for
mer systems of government. The histo
ry of the present King of Great Britain
is a history of repeat:A injuries and usur
pation-, all having, in direct object, the
establishment of an absolutetyranny over
these States. To prove this, let facts be
submitted to a candid world:
lie has refused his assent to laws
the most wholesome and necessary for
the public good.
He has forbidden his Governors to
pass laws of immediate and pressing
importance, unless suspended in their
.operations till his assent should be ob
tained; and, when so suspended, he has
utt, rly neglected to attend to them.
Ile has refusal to pass other laws for
the accommodation of large districts of
people, unless those people would relin
,tuish the rights of representation in the
Legislature—a right inestimable to them,
and torruidable to tyrants only.
lie has called together legislative
bodies at places unusual,uncom:ortable,
and distant from the repository of their
public records, for the sole purpose of
fatiguing them into compliance with his
measures.

He has dissolved representative nooses
repeatedly, for opposing with manly
firmness his invasions on the rights of
the people.
He has refused for a long time after
such dissolutions, to cause others to be
elected; whereby the legislative powers,
incvablu of annihilation, have returned
to the people at large for their exercise;

expose;d to dangers of invasion from
without, and-convulsions within.

population of these States; for that pur
pose, obstructing the laws of naturali
zation of foreigners, refusing to pass

thither, and raising the conditions of
