The Enlistment Question in Par-
liament
The subject of tho enlistment of Trish
emigrants at Portland and Boston, was
brought up in the British—House of
Lords on the 9th inst., on the motion of
the Marquis of Clanricarde, who de
claredAltst-Eitgland had a cause of war
in the alleged action of the United States
'Government in the matter, more par
ticularly on account of the non -atten
tion with which the Cabinet in Wash
ington received Lord Lyons' remon
strances: Lord Brougham supported
the views of the Marquis of Clanricarde.
Earl Russell expressed regret at the
manner in which Lord Lyons's remon
strances were received„ hat denied the
existence of a casus bell, on account of
the enlistments. lie "admitted" that
the case was "one of a class which fre
quently leads to war;" but England had
as much reason to complain of the rebels
as of the Unionists. The London Timm
in commenting on this debate, says the
matter has been exaggerated, and ex
presses the belief that the Federals have
obtained but an insignificant portion of
their fighting men from the British isles;
and if they obtained twice the number,
England' could not reasonably make it,
under the circumstances, a cause of war.
"We can only stop such proceedings as
are illegal ; that ie to say, enlistments
only, and, not emigration. It emigre
tion ends in enlistments afterwards, that
is an event beyond our control."

Will Richmond be taken this Year?
The Washington correspondent of the
Boston Traveler, a leading Republican
paper, says of Grant's late movements:
"The situation is a grave one, but it
may yet end gloriously.
"The army of the Potomac was never
larger thari it is now, and it is possible,
that the campaign will end gloriously.
I cannot say that in my opinion it is
extremely probable that Gen, Grant will
drive Lee from Virginia during the
present campaign. Whether he does or
not, he will so exhaust the rebels that
one year more will insure their de
feat.
"A call for two hundred thousand men
will be made in few days or weeks. It
is probable that another call for three
hundred thousand will be made next
winter. Now supposing that Grant and
Lee, during the summer and fall, beat
other to pieces, the campaign next year
will find the Union with an army com
posed of 800,000 men in the field, and
the rebels cannot possibly muster over
200,000. They would e ertaiuly be de
feated. This may be a disconsolate
view of the subject to those who expect
ed that Grant would finish the war this
summer. But he can't do It. The war
will go on for a year or two longer—
certainly to the summer of 1865. It is
cowardly to cover up the truth—and this
is the truth."
Stir the Soil Well
One of the greatest mistakes made by
some farmers is in not working the soil
about their crops in very dry weather.
Some do it because of an idea that if the
soil is stirred the moisture will be more
of it carried ewer; others leave the field
to bake like a Itrick, because it is ''too
dry" to work easy. It matters not
whether it is had theory, or whether the
neglect comes from a dread of hard work,
the failure to keep the soil well mellow.

while he who has abandoned his crops

the earth tight, let the rootlets have a
chance to hunt the moisture which is
always coming up through the loose earth
from below, and when the rains come
you will be astonished to see the corn
grow. Don't abandon even the worst
looking field, but do your tart well and
you will be well topaid. If the crop is
short, the price will Pay you fi,r your
labor, which will be far better than no !

higher,

the people will be called upon to
