SECRETARY. CHASE’S FINANCIAL

Creation of p. Great War Interest.
An English: View of American
i From the London May 11
The financih.l measures adopted for
the support of (lie war in America ate
parts of‘a social revolution.' These
measures cannot but surprise those who
have forgcjtten that within living mem
ory rooms, have been papered with
French aksiguats, our own three per
(tents have hedn at 4TjjL and our guinea
piece has been j worth J2Bs. But certain
ly the measurer resorted to by Mr.
Chasef, the State authorities, and the
bankers how following his example sur
pass apytbing ever attumpted by their
Britisfa ancestors. If we test them by
the resources of America, and any rea
sonable 1 hope of success in the war, we
may justly pa|i theju' desperate. ’ If we
place them side by side with national
honor and the, letter :of obligations, we
may lightly pfonounfce them unprinci
pled. ; If we (pok to Wild ruin, the
furious enferprise, and; the reckless ex
penditure lot— .which they supply me
means, wejmust cat! •them immoral —we
may go even. further; and; predict them
to be the precursors of anarchy. They
are a part all repudiation, and as witty a
man as ever talked or wrote has loft a
copious store, of phrases applicable to
anpty iftesh variety -of tiie offence. But
toiali the abuse in the, world the Federal
citizen will answer with, the plea of ne
cessity. The end hel calls sacred, and
he holds that it justifies the means. We:
may, how ever, find a {philosophical con
solation in tracing the effects of this ter
rible and inevitable finance. The mer
est glanco at its operation will show that i
it, and the; war which is said to have
compelled it, are fast i breaking up and
tnrntng!npsidedown.|the whole frame
work iof .American o society, loosening!
ties,.destroying security, chnnging the
standards by which dll things are judg
ed, and burying nndetr the rubbish of Its
own ruin that vast though flimsy struc
ture which | was confidently expected, to
outlast and! absorb the ancient monar
chies of tliie Old World.
In the fiijst place, Mir. Obase has taxed
everybody and*everything upon which
a tax could! be' laid, lor from which it
could be collected, to Sits utmost taxable
power! For many reasons such a taxa
tion is 'more oppressive add injurious iri
America than ■ here. It- falls more dm
the necessairy expenses of an economical
household land ah Ordinary business
there than here. The-second resource
in magnitude is a paper currency, the
depreciation off: which, is now measured
by a premium of'more than 70 percent,
upon gold Which 'for aught we tnowf
may now b; worth twice 'as-ihuch as ItS
nominal ‘representative .in greenbacks.
The gigantic faMy off Dills and bonds,
which are only the aggregate and more
bulky form off these '■ greenbacks, and
which have) nbrt drawn into their evil
companionshipjall'the. State Obligations,
indicate the; depreciation ,to little more
than half theirivalue Of alkthe fixed im
comes, and! the consequent robbery "of
ihany thousands, who, while they re
ceive Ipsa, have to pay more taxes and
higher: prices for everything. In the
United States there must, in the course
of nature, be grCht members of people,
who, by reason or age, or education,
are incapable of making 1 a fortune or
maintaining themselves, bnt who have j
some pension, or dividends. These now ■
find themselveS between the two fires of I
taxation .and depredalmn, without the
least remedy. iThe depreciation of nom
inal sums add fixed payments tells upon ■;
all the more fixed and settled parts of
society as , wejl as, upon all its weaker
portions,': It tells oh ,the great bulk of
professional men, on the clergy, on
family dependents, on public charities,
and on ,such employments, as do hot
eithenminister to war or the more im
perious ‘wahts’ of lukury and peace.
Here, j then, We start with two great
blows, which have already fallen upon
American society—taxation and depre
cation, both repeated in! successive at-,
tacks till the strength must have been
knocked out of all the weaker victims.
The currency,, once placed on afictitious
basis,;and representing the word of a
power Which is only trusted because
there is-nothing else to trust, is at the
command of the financier,, who opens
and shuts at discretion the door of a fab
ulous treasury, Mr. Chase can raise the
bank note' by.seiling the bond, and on
the strength- of that j rise issue bonds
when' he pleases. As he works the
mighty engine the value -Of paper rises
and falls, and no man! can tell for a day
what the contents df his pocket are
worth. He only knows that the tenden
cy is to depreciate, and that unless he
mokes enetgCtic-efforts to stem that cur
rent he is .drifting toward the lowest pit
of poverty: He must do and dare some
thing, JUmpst go With; them that rise,
orhej;WUli fall. Ha jmuet ally himself
