INO CERTAIN AMENDMENTS TO
THE CONSTITUTION. He it received by the
Setutle'anaxHouse of Representatives of the Common
wealth of Pennsylvania in General Assembly mel,
That tfae following amendments be proposed to
the Constnntlon of the Commonwealth, in ac
cordance with the provisions of the tenth article
thereof: i
There shall be an additional section to the
thiril article of the Constitution, to be designa
ted as section four, as follows ::
“Section 4. Whenever any jof the qualified
electors of thia Commonwealth' shall be in any
actual military service, undee the requisition
from the President of the Unibed States, or by
the authority of this Commonwealth, such elec
tors may exercise the right of suffrage in all
elections by the citizens, under such regulations
as are, or shall be, prescribed by law, as fully as
If they were present at their usual place of elec
tion.”
Sectiob 2. There shall be two additional sec
tions to the eleventh article of the Constitution,
to be designated as sections eight and nine, as
follows: *
“Section 8. Nobill shall be passed by the Leg
islature, containing more than ohe subject, which
sliall be clearly expressed in the 1 title, except ap
propriation buls.”
“Section 9. No bill shall be passed by the
Legislature granting any powers, or privileges,
n any case where the authority to grant such
powers, or privileges, has been, or may hereal
