110 W 411E:THE 11110,1111 - FALLEN,
The following extract from the New
York tribune of Thursday expresses the
sentiments of that Administration Jou
rnal upon'the MONitou Doctrine and the
new empire of Mexico :
"Our Government—never concealing its dis
like to the new neigbbor that N.A.P01,120:1 is bent
an thrusting upon us—does not consider this
the proper time for bullying the most powerful
monarch of Europe and thus Impelling him to
take openly the part of our deadly domestic foe."
What true Yankee shrewdness there
is in,' this. The people are to be made
believe that the Administration have not
"soldlitexico to the French, and that they
yet entertain the strongest belief in the
MONROE doctrine, but hist ! don't you
see, dear, gullible . people, that the Gov
ernmentis, plat now, unable to prevent
the designs of the French Emperor. So
the people are requi red to hold their
peace, believing, so far as the Adminis
tration inaction' is concerned, that what
ever is, is right. At a future time, they
are led to believe, there will be a big
bluster about it, and Max - nu - max shall
be littrried off to Tophet minus crown
and sceptre. W hat foolishness. If our
Government isnot able to assert the MON-
ItOg doctrine no'w and maintain it, when
will it e? Is the nation growing stronger
every ay—is it increasing in population
and accumulating resources ? In the
memorable words of PATRICK HEN
RT—"when shall we he stronger; will
It be the next month or the next year ?"
If three years of warfare with the
Southern States have so weakened the
Government that Congress and the Ad
ministration are compelled to allow
France free scope on this continent,
what will be the result when the Davis
~Confederacy, as a dernier resort, pros
trates herself at the feet of LOUTS NA
POLEON and' asks for a King to be put
over the people ? And rather than come
, again under the hated Yankee domina
tion—cut off as they are from all hope of
pardon or amnesty by our Government—
will they find a monarchy so very de
testable after all, and will they not glad
ly accept it? The signs of the times
must prove very deceptive if another
monarchy does not spring up nearer to
"us than ,Mexico.
It is charged by the Paris correspon
[ dent of the New York Nees, that "the
LiNcpLa Government has diplomati-
I cally botind itself not to interfere and
I not to offer any practical opposition to
the establishment of the Empire of Mex
ico." Even supposing that an arrange
'
meat of this kind has been made, and
the South should make the offer spoken
of, Lotus NAPOLEON will find a stronger
inducement to have another monarchy
estabruthed khan that the Union should
how founding. Any arrangement he
may enter into vrilitherefoye be but tem
porary
"fixed
to get. his foothold
firmly fixed on this continent in
opposition to the spread ot Republican
be restored to the destructlion ofthe one
ism. Of this the Government and peo
ple will have full assurance before a
great while, and the policy of rejecting
the MONROE doctrine- now maybe bit
terly repented when repentance may be
Unavailing.
An ODD Elsa—bat of. a genus quite
common of late years in Government po
sitions--named Wiitarem S. Plan, a
Colcinel of the Ist Connecticut cavalry;

The Legislature.
We take the following from the . Phil
adelphia Bulletin: The people of Penn=
sylvania are to be congratulated on
the adjournment of the Legislature.
The session has been one of unparalleled
mischief, the full extent of which no one
can now pretend to estimate. Even the
willlaws, 'when are ed,
n pl ot begin tohow all the publis evil t h hat
has been enacted; for there are hundreds
of bills, the full purpose of which does
not appear in their titles or contents.
The means used to obtain the passage
of most of the bilhi were as disgraceful
as the enactments themselves. ' The hot
bed of corruption, Harrisburg, was nev
er before so infested with the agents of
'bribery, politely called lobbyists. Bills
had to be ' bought through committees
and through each house, fand the votes
Of members had their price, While the
lobbyists themselves pocketed a large
;:share of the sums exacted - from persons
"anxious'- to pibetire'legislation. The
delegaticln, with a few hot
, orable exceptlonli, was a disgrace to the
' city. They effeeteli nothing for the
good 'of Philadelphia,
but they did a
'great 'cleat for its injury. 'When a Men:
ore for the'benetit of the 'city was pro-'
posed:eVert theiradvocacy df it was use':
less; for they had'not the respect of the
clituiti7 members, and they were conse
quently without influence. The' bad
work `of the, session had itslitting "Climax

the closing night sessions, of which our
