the case. By economy in expenditure
they can best serve their country and
themselves, and curtail the speculative
gains of those :whose sole God and coun

There is no doubt that the tariff law
was improper, and will fail to produce
revenue, if that was its object. Its ef
fects,since it Went into operation on last
Saturday, are noticed in New York as
follows by the N. Y. Post of Monday:
The merchants who withdrew goods so large
ly last week now take little or nothing from the
customs, and the amount of the duties received
at half...past one &Cluck this afternoon was only
fifteen thousand dollars, against four to five
hundred thousand to the same hour on Satur
day. Importers are warehousing their goods.
The determination seems to b 8 general among
them to withdraw nothing from bond that is
not absolutely needed for immediate sale, and
many (.1 them act under the Impression that
Congress will take an early opportunity to re
duce the amount of the duty now imposed.
Another effect •is thus stated by the
Express:
Some of the shopkeepers already glee agii
reason for an advance In the price of dry goods,
foreign grpceries, &c., that the duties are up to
fifty per cent. Yet, the importer and small
grocer never paid the hupdredth part of one per
cent. of these increased duties. All the goods

ty of speedy termination of war and
an early return to peace. There can be I
no regard paid, under each orders; to
the stactity. of cbutracts or the rights
of men. What in itself is no more than
the due of an individual soldier, iss lost
sight of or toimpleff under foot, making
hint perforce the victim of power and
not Zile protege of the laws. Orders, like
these, if carried out, must have &felling

ings so long enjoyed under the mild
