These are but a slight ad, ante of er the old rates, and in reality are still under the figure that the stringency of the times demand. Both eastern and western publishers are much in advance of this schedule, and it is yet possible that Pittsburgh publishers may be compelled to advance the schedule still farther. The continually advancing cost of la bor, paper, Ink, and every essential to printing and publishing makes this action of publishers necessary rind obligatory. As nothing is now made upon the anbscription of newspapers, for th e reasons aI,JVC stated, it is required that the deficiency be made up from advertising or not at all. We hope this plain statement of the case will be reason and apology enough for our liber al and enterprising business men. They have heretofore accorded a generous patronage, and when a vital question like the present arises they will not, we know, be found holding back. A PAGE PROM THE WE ARE MAKING. _ . There is no page in history which is more deeply interesting, none of which the historian will dwell , with more elo quence, than that which relate. to the condition of the united States, its army Ind its capital, on the last day of Au 4ust, 1862. The repoTt, of Gen. Ide elp Clellan, now for thei; time collects ancl.makiis clear th : us incidents which are to fill tin octant page in our national record: We regret that the Congressional edition, thelte la Ilion Record edition, and other cheap editions of. the report are incomplete arid' inaccurate,. cosr.rit.....,..._enti, rely some p0i...,,a 11 - tavu present k me =oar i nun- , citing and important view of The feta lions of Gen McClellan to the Cabinet, the army and the country. The edi tion published under Gen. McClellan's authority i, a, curate The omission was .loulitless unintentional, some pages of any having fallen front a compositor's ,lesk. or been mislaid, in the Govern ment printfue office, and the re-printers e Ito have followed that edition have produced imperfect copies. Gen. McClellan was not at that time removed from the command of the army, hut the army was removed from his command by an ingenious device of the War Department. He wastreated with contemptuous indifference by Gen. Hal leek. When ordered to abandon the Peninsula he was so anxious for an in terview with General Halleck, and a free consultation, that he proceeded from Harrison's Bar to the nearest tele graph station, and then., finding that the wires were broken under water, he crossed Chesapeake Bay, arriving at Cherry Stone Inlet, on the east shore about midnight. He immediately tele graphed to Washington, informing Gen. Hailedk that he had conic all tlis dis tance to consult with him, and request ed him to come to the War Department end of the wire. Geu. Halleck came, and sent a brief and somewhat ill-hum °led reply. While Gen. McClellan was deciphering this reply (It was in their private cipher,) the operator informed him that Geu. Halleck had left the Washington office without as much as saying good-night, and that further tele graphing was useless! Gen. McClellan returned to his army, brought, it away from the scene of its noble exploits, stood himself, last Tllllll of all, on the de serted ground, and left the Peninsula with the convicticti that a great error was In• progress at Washington. At Fort Monroe he wrote a dispatch lb Gen. Halleck, mournfully eloquent, speaking of the service of his brave army and begging Halleck to recognize them. He said: - Please say a kind word to my army, that I can report to them'in orders in re- Lard to their conduct at 1 7 orktown, Wil liamsburg, West Point, Hanover Court House, and on the Chiekahominy, as well as in regard to the seven days and the recent retreat. No one has ever said anything to cheer them but myself. Say nothing about me. Merely give my men and officers credit for what they have done. It will do you much good and will strengthen you much with them if you issue a handsome order to them in regard to what they have accomplished. They deserve it." Verily they did deserve it. They were an army of heroes, brought home from fields of as gallant fighting as the worlll ever saw. But there was no reply to the request of their getieral. They received no kind word, no cheer, no thanks. They were hurried home, to be hurled, into the jaws of death under a comman der selected to displace the general who had hitherto shared their fortunes. M,c- Clellan came to Alexandria. What his position and relation to the army? He, himself did not know. The process of depriving him of his command was going forward. Pope's Army of Virginia ab sorbed the Army of the Potomac. For seven days that noble army disappears from history. It had no existence. Mc- Clellan was left at Alexandria, still the commanding general of the Army of the Potomac, but there is an eloquence which every heart must feel in his simple narrative of what remained to tam of his own magnificent command. Less than one- hunfted men, minty \of these inval ids and *Minded men ware the sole rep resentatives of the Army of the Potomac! All I can do is to direct my ordnance officer to load up all wagons sent to him." Halleck finds faidt that Franklin was not sooner sent forward. McClellan re plies that Franklin had no transporta tion, and finally marched without wag ons, and of course without ammunition or subsistence. Then McClellan sends a dispatch which will be memorable in all future times: • "I cannot express tdr-Mi the pain and mortification I have expel4enced to-day in listeningto The distant sound of the firing of my men. Perhsps some more should be sent to the vicinity of Chain Bridge." McClellan replies that it is General, Casey's province to attend to the netiit regiments, and Barnard's to order others to Chain Bridge. "By the War Hein*. ment order I have no right to kivethem orders." Here was one of those!tery common Washington conit il ltatidrus under the present management not seen the order, replies Itallaci. It was the last insult of the War Depart ment, that order, devised in the same'. spirit which a few weeks later dictated the order sending the victor of Smith Mountain and ,Antretam to report at Trenton. The order was decisive. ; "General McClellan commands that *-,1 tion of the army of the Potomac that has ; l not been sent forward to General Pope's command." How they must have chuckled at the War Department over the keen wit of this order. It - wee la sued on the afternoon of Augnst tc/th, and after the receipt from General I,lc- Clellan of his dispatch of 2.10, P. M., saying: 'I have no sharp-ShOotera except the,, guard around my camp. Certainly it was altfitp satire, : keen' and biting. wit, which %dictated, after-that last sentence, the Wordi of order:—"General McClellan commands that portioa, of the Army of the Potomac that has not been sent forwardl" But the morning of the 2111 t. brought . to Washington some startling intel ligence. Halleck had been for four days busy reducing McClellan's position find ing fault, neglecting antheven him. The President and Secretary_ of War had yielded to the radical .politi ciau; who were hounding theyoung gen eral, and on the evening of the 80th, when the War Department issued its order, Washington radicalism' was jubi lant, and all believed that there was truth in Pope's dispatches, and thathe, was sweeping the rebel army with the_ besom of destruction.—McClellan Was down and a great victory won by Pope. Men who were in- Washington that night will remember the triuritpli 'cirthe radical factions. But the next day - a change came overthe spirit of The radix cal dream. Halleck • telegraphs Mc- Clellan that he had notleen , the Order,' and he evidently begins to think Hiat t possibly they have -been a too , fast , in Washington. - The time froni Pope is= not rose-colored to-day.
