the wings of the capitol, which ucenpied

Speaker announced the following as the
Select Committee on the resolutions of
the Legislature of Maine asking for pro
tection of the Northeastern boundary of
that State: Messrs. Rice, of Main, Alley,
of Mass., Coa, of Ohio, Hale, of Penna.,
Patterson, of N. H., Radford, of New
Vora, and Brigga, of Michigan. The
House then went into Committee of the
Whole, on the State of the Union, on
the Internal Revenue bill.
Mr. Holman (Ind.) offered an amend
ment, which was rejected, proposing a
tax of four per cent. instead of two and
a half; on the gains, profits or income
which shall be derived from the interen
upon notes, bonds or securities of the
United States.
Mr. Holman offered another amend
ment that incomes derived from the in
terest on notes, bonds or securities of
the United States shall be included in ,
the estimate of incomes under:the sec
tion which places a duty of 5 per centum
on all over 600 dollars.
Mr. Morrell enquired ;whether the
gentleman disired to check. Kiehl-he
vestments.
Mr. Holman replied that he did not,
but if the House did not adopt this prin-
ciple, they would withdraw from tat

ought to be from 10 to 100 per centum.
The rich man pays according to his rich
es but beyond this the tax was as a pun
ishment fora man's thrift.
Mr. Stevens replied that the Commit
tee put tax on all alike, all Over $6OO,
and make no distinction between one
inure than another: '
Mr. Stevens made an amendment to
the tax salaries of members of Congress
to ten per cen, which was voted down
by a large majority.

ed by the refiner, a duty of two cents
per pound.
Mr. Morrill explained that the duty is
now two cents per.pound, and the Com
mittee,o f Ways and Means on reconsid
erationcame to the conclusion that the

placing it at one cent, as originally pro
posed
Mr. Randan, of Pa., opposed' the
amendment. Rather than an increase
there should be,a reduction in The rate
on sugar. The amendment was adopted;

The bill was further amended so as to

sugars above No. 12, produced directly
from the cane, of three cents, and refined

ring nineteen. Some of our men were
killed after surrendering, and several of
the wounded were butchered as they lay
on the field.
Spirited Skirmish at N ewton, Va
New Foam., April 27.—A special dig!,
patch to the Herald, dated Harper's
Ferry, Va., April 25th, sayir—A very
spirited engagement took place between
a detachment of the First New York
:cavalry and a body of rebelj, at Newton,
near Strasburg. We lost one officer and
quite a number of linen. The rebel force
was supposed to be between three hun
dred and four hundred strong, while
the strength of our party was only one
hundred men. The contest, although a
decidedly unequal one, was kept up
with much spirit for some time. Supe
riority of numbers alone gave the rebels
the advantage thus gained.
The detachment of the New York Cav
alry thus engaged was out' on a scout,
being detached from - Maitillsburg. It is
evident that they act i nigd out the posi

Runner.

ade runner "A. D. Vance," from Wil

here. She was chased twice after leave

reports that the blockade runner-" Will
o' the Wisp" was going into Wilming
ton when she came out.
