Who Pay the Taxes, The New York city authorities are asking au thority nom their Legislature to levy a tax to the amount of fifteen million dollars to supply the corporation want,. The New York POW, a strong Adthinistration paper, which swallows all the. nited States Revenue taxes with avid ity and swath, opposes their demand r and ap peals to the workingmen to oppose it. Accord ing to the PosPsargament the tax will be $l6 per head, so that "if a workingman has a wife and.three children" he will have "to pay out of his hard earnings not less than $76 during the next .year. In view of such a contingency It goes en to say: " 'Ah, but it is the wealthy who pay taxes,' says some shrewd fellow, perhaps. Let us see. You rent your house, or your rooms, of a weal thy man. As taxes go up he raises your rent, Other landlords raise the rent of other housed' , and thus workingmen have to pay one share of the taxes. The shopkeeper with whom you deal must pay more rent; the wholesale mer chants from whom he buys pay higher taxes; they charge him more for the provisiongiind other' wares he buys, in order to make up for the increased taxation; he in turn charges you the increase he has paid, but a per centageover and above. And while you grumble at the high price of living, you think at any rate you need not trouble your head about tax levies.. Why, it is you, it is the workingmen and their wives and children, who ought to trouble themselves about such matters. It is their bu siness. Whenever a rogue puts his hand into the city treasury he taken something of the hard earnings of every workingman in the city; when ever a is added to the tax levy, and this happens now pretty much every year, every workman must pay a dollar for himself and a dollar for each person dependent upon him. And yet, many workingmen imagine that a err rupt city government does not hurt them. It only makes their lives harder; it only keeps their families in unwholesome neighborhoods; it only makes rents high; and streets filthy; and provisions dear; that is all." It is not our purpose to deny what the Post says—although its remarks are intended to be very damaging to the authorities, who happen to be Demoeratic—beeauee they are what it terms "politicians," and "politicians," it is well known, are a very unworthy class of individu als. We are a firm believer in the point it makes ' —that the working people are compelled to toot the grand total of costs—to solve the leborious problem of taxation. But the matter does not stop within the limits of the New York corpo ration. There is a wide—a national aptlication which the Post might do well to consider. Suppose it should now again call in the aid of its mathematical knowledge and show, by an application of the same rule, to the working - men of New York and of the whole nation how much they are compelled to pay as taxes per head, in the enhanced prices of everything, under the op erations of the United States Revenue Law. Af ter that is done it might be figured out how much tax per capita it will require to work out the war debt of three or four billion dollars. As an interesting feature of its figure work It might determine the exact cost to the people of each shoddy and mule contractor; of each loyal cotton-broker;:of every one of the military and other °Metal stump-speakers in the elections during the past two years; and of each and every speculator and peculator upon the Govern ment's fulida, who number legion, and count their gains by millions. Then it could' vary the entertainment by showing how much it costs the people to arrest, try, condemn and keep un der watch and ward the hundreds of Democrats who have been made Administration victims of persecution because of their strict adherence to the Union and the Constitution. it could not then conclude its calculations in a more be fitting manner than tce, form a close estimate of the exact amount per head which it costs the freemen of the North to carry a "baronet elec tion." This latter business having been reduc ed to a science by our modern statesmen, there would be little didlculty in making the estivate correct—even within n fraction of one of the lower denominations of the flactional currency —especially by an editor who enjoys the cunn deuce of the Government in so great a degree. but"—and the Post will get shrewd in its reply, like the fellow it ~peaks of.—"Ah, but the corporation of New York pot their estimate three millions too high; whereas the Govern ment must have all it needs to put down the re bellion, and it is treason to deny it anything ", This reply, it must be confessed, would be a ftquietus. What right have corporations tuievy ilitjtjcppal taxes to cover the defleiericies of the past year , to meet the advanced cost cif labor, &c., and to provide fur the increased Mecessities of a year's growth in population and improvement) The Post cannot see It in any other light than as a scheme of politicians to speculate in the public funds, It would be im possible,' however, for it to look upon the Gov- Crnmant tit present as composed of it nest of pol iticians, ten-fold worse in prodigality than the metroie iltan fathers; aqd Whose sole end and ambition would seem to be to perpetuate their wealth and power by every method that is pur ehaseable Goverqment patronage. It could not likely realize the tact that national econo my is a virtue to he as carefully inculcated and practiced as individual or corporation retrerhli went. It will scarcely undertrike to tell the workingmen that their share of the national taxes, forthe support of the redundancies of the Administration management, amount to more than the legitimate expenses of the nation. To do so would be to damage the leaders and the party to which the Post belongs beyond remedy, and therefore it is that the same arguments which applies to Democratic management will not lie against the Administration of its choice. But, for all that, the people—the solid masses— know and fee! who bear the burdens—who pay the taxes. We trust that Councils at their next meeting will see to it that these men are amply compensated for their services.
