Daring the past week quite a number of veteran regiments have passed through our city, all of which were hospitably en tertained by the Subsistence Committee. On Saturday morning the 28th Pennsyl vania reached the city, and were met at the depot by a committee of citizens, and were escorted by the Provost Guard to City Hall, where, after the men had par taken of a hearty meal, they were welcom ed to the city by ex-Governor Johnson, in a neat speech. Col. Abi made an ap propriate reply, and afar a few remarks by his honor Mayor Sawyer, the regiment retired to Wilkins' Hall, where quarters were prepared for the men. Stevens' Battery, which has seen much service under General Negley, accompanied the 28th. Both the 28th and the battery have re•enlisted for the war, and come home to recruit their thinned ranks to the full standard. The 28th numbers now bat about 850 men. The Seventh Wisconsin, Col. W. W. Robinson, reached the city on Saturday evening, and after being entertained by the Subsistence Committee at City Hall, left for their homes on the Western road. This regiment numbers now but 214 men, all of whom except eleven have re-enlist for the war. They have seen much ser vice, and were attached to the brave Col. Reynolds' corps, and were among the first to open the ball at Cidttysburg. A detatchment of the 63d Pennsylva nia--formerly Col. Hays' regiment—ar rivt.d on Saturday. They number some eighty men, and bring licme their battle flag, which may be seen at McFadden & Co.'s, window, on Market street. It is riddled with ballets, and speaks louder than words of the severity of the strife through wl.ich its brave fellows tarried it. The 63d has had the following regimental commanders: Col. Alex. Hays, now Brigadier General Commandirg the Third Division, Second Army Corps. Col. A. 8. M. Morgan, now military store keeper at the Allegheny . Arsenal Col. W. Kirkwood died from wounds received at Chaucellorsville. Lieut. C01,,J. A. Banks, now in command of the regiment. The Fieventy•ei&htb New York regiment will arrive from the West at two o clock this Dior ling, and would be regale by the Baheister ce Committee. IMPLIRTRNT DECISION. —On Thursday, in the Supreme Court, sitting in Philadel phia, Judge Woodward delivered an opin ion in the care of the Pennsyluania Insu rance Company, plaintiff in In error, vs. Mrs. Ann Gutznan—error to the District Court of Allegheny—reversin g the judg ment of the court below. The policy of insurance stipulated that it should be void and of no effect if the assured should ne glect to disclose the amount and nature of all incrumbrances, cr fail to obtain the consent of the Cz.inpany to any incum brance that should be executed upon the property insured, or any levy of execution upon it during the life of the policy. The Court says this does not involve a cities tion for the jury ds to the increase of the risk. The policy assumes that the risk is increased, and hence the necessity for an increase of premium. And this asenmp tion, on which the contract is based, is justified by all experience, for incurnbran nes diminish the interest of the assured in the property, and levies disturb his pos session, and with these things increase the risk, Under the peculiar facts of the case, the Court reversed the judgment of the Court below, and ordered a venire facia* de nova entered. PIANO AND OPERATIC SOIREE.—The Grand Combination Troupe will give two concerts on Wednesday and Friday next, at Conceit Hall. We have glanced over the programme for the first night, and notice that Gottschalk will perform several of his favorite compositions, always re— ceived with a storm of applause and eager ly sought after by our amateurs at the music stores. Mile Cordier w,ll sing the aria from the new opera of Faust, several operatic gems and a dnett with Brignolia. Our favorite tenor, Sigor Brignoli, will charm us with arias from favorite operas and sing a new baled, "Idol of Beauty," composed by Gottschalk and accompanied by the author. Violin solos by Young Carlo Patti, a brother of the renowned Adelina, and a duett composed by Gotta.- chalk, and performed by the author and our distinguished pianist Mr. V. De Ham. We predict for these artists a hearty and welcome reception, as true merit is always appreciated by our public. The sale of choice seats will commence at Mr. C. C. Since the dawn of the New Year the 'Feather hasbeen remely cold, causing the total obstruction of navigation, which has rendered the supply of coal short, and as a consequence the price has gone up. It is not our design at present to blame either the diggers, owners of pits, or the haulers for the exhorbitant price of coal, but to call the prompt attention of the public to the fact that there are many fam— Iles in our midst who have not the means to purchase fuel at the rate now demand ed for it, and that they are consequently in a suffering condition. The dictates of humanity demand that measures shall be taken to supply such with coal, and the urgency of the case admits of no delay. Let the Mayor call a meeting of the citi zens at once. Let means be raised, coal Purchased and distributed among the needy. Let an appeal be made to the railroads, pit omen, diggers, and all concerned, to lend their aid to the cause, and soon an abundant stock can be procurred to warm the households of the poor among us. We repeat that the ur• gency of the case will not admit of de lay, and that it we would allev;ate the sufferings of those referred to, and it may be save the lives of many, we must act with the utmost promptitude. Only one Senator—Lane, of Indiana— favored the repeal of the three hundred dallar clause.. All others who spoke op posed it. Nothing definite was done with the bill. It comes up again on Monday. The Senate Mll.tary Committee report ed a joint resolution, to day, tendering the thanks of Congress to Major General George H. Thomas and his officers and men, for their conduct al, •the battles of Chickamauga ; also, a similar testimonial to General Banks and hie command, for services at Port Hudson , also, to Gener als Hooker and Meade. A bill was to day submitted to the Senate, by Mr. Grimes, reducing the pay of military officers when on duty or under orders, but not in the field, as follows : Brigadier Generals. $3,200 ; Colonels, $2,800; Lieutenant Colonels, $2 260 ; Majors, $1,875; Captains, $1,600; Lieu. tenants, $1,200. When absent on leave: Brigadier Generals, 2 500; Colonels, 2,100; Lieutenant Colonels, $1.680; Mejore, $1,600; Captains, $1,200; Lieu— tenants, $960; Major Generale reduced to $4,000 on duty, $3,000 on leave. Another step toward the repeal of the Reciprocity Treaty was made to-day. I will probably soon pass. The sub committee to to which was referred this recommended tax has not yet reported, nor will it, pro— bably, for weeks. The subject is vast and intricate. WASHINGTON, January O.—A letter from London county Va., says daring robberies are everywhere committed and money ex totted to save buildings from conflagra tion. • There is a greater state of alarm than has ever before existed since the war. The depredators are represented to be de serters trom the Southern army. There being no protection tb.a citizens are com pelled to submit. It was stated more than a week ago that the rebels were moving towards Winchester with an intention, probably, of proceeding beyond that town. This report is now verified. The govern ment, it is unnecessary so say, has dot been unmindful of this important fact, and has taken measures accordingly.
