Nbw York, Dec. 9.— The report of the
Secretary of Wans of considerable length,
ft reviews onr victories and pays high
tribute to the bravery and skill of onr
troops. He says the combined operations
of our army and navy against Charleston
have not as yet accomplished what was
expected of them. In Texas a large force
operating under Banks will give protection i
to the people of that State and cut off a
chief average of the rebels from foreign
commerce and foreign aid. The armies of
Bee and Meade now occupy exactly the
same positions as at the date of the last
annual report. West Virginia is now clear
ot rebels and the people of that State are
enjoying comparative peace and the bles
sings ot civil government. The rebel
forces m Missouri have been driven be
hind the Arkansas river. No military op
erations of any magnitude have taken
piace in Virginia or North Carolina. The
federal forces are now firmly planted in
every rebel State.
The success ot onr arms during the past
year, has enabled the department to make
a reduction of over $200,000,000 in the es
timates for the ensuing year. The trouble
in regard to the exchange of prisoners
in prisons, is reviewed at length and the
blame far the non exchange thrown entire
y upon the rebel authorities. He alludes
to the good treatment the rebel prisoners
have received at onr hands and denonnces
the rebel authorities for the cruel manner
in which they have ireated onr prisoners
in their handß. He then discusses the
act of Congress for enrolling and calling
out the national forces, and says that the
law has been enforced i„ twelveStat.es,
yielding 6(1,000 soldiers and $lO (too 000
for procaring snbstitates. The $3OO clause
■ 8 alluded to, as are also ihe con
flicting opinions in regard to its ins
t‘ce and injustice. He Bays ibat a
large proportion of the troops whose
terms expire next year will re enlist, it
being stipulated by the Government that
they shall have at least one month's fur
lough before their prese-n lerm expires.

The details of the Quartermaster Gener
al s department are also fewer ; also the
i epotts ol the Commissary General ol
Subsistence ; it is believed that the troopß
ut every point have been suppliej with an
abundance of wholesome food, and that if
in the movement of the armies temporary
want has been felt, it has not been dne to
any want of foresight or attention on the
part of the Commissary Geiieral’s Depart
ment. The Paymasters' report, and the
Acting Surgeon General's repnrr. with fall
details, are also given. A compliment is
paid to the military telegraph and the
valuable services it-has rendered to the
Government under the superintendence of
Col. Stager and Maj. Eckert.
After alluding to some claims against
that department and saying that a further
legislation or a larger appropriation will
be required to carry them into effect, he
concludes as follows: It may be'per
mitted to express hope, lhai the next an
nual report from this department may an
nounce the complete overt brow of the re
bellion and restoration of peace and the
establishment of the Union upon n sure
foundation in all the boundaries of ihe
United States.
New York, December 9.-A special to

vost Marshal General Fry, in his report
will recommend to Congress the repeal of
the $BOO commutation clause in the con-
I acription act. It is thought this will
compel every drafted man to fnrnish a
substitute or take his place in the ranks
A curtailment list of disability, which now
exempts persons from military service
will also be urged in Congress. There
seems to be a determination among the
members of both Houses to abolish the
commutation clause. Most of the bills
thus far given notice of look to this re
sult.
Nsw York, December 9.— A Times
Washington dispatch says the estimates
of the Secretary of War are two millions
less than last year. His report will show
on what view of the war this diminution
is based.
The memorial of C. W. Carrigan, con
tested the seat of Russell Thayer, and
the memorial of John Cline, contesting
the seat of Leonard Myers, all r.f Penn
sylvania, were to day presented in the
House by Mr. 8. J. Bandali, and referred
to the committee on Elections.
Albany Dec. 9.—At a meeting of the
Mew York Central stockholders, the elec
tion was unconoluded and adjourned till
to morrow morning at 10 o’clock.

Washington, Dec. 9. -The legislature
of old Virginia completed its organization
to-day at Alexandria. Governor Pier
pont’e message was delivered to both
houses. It contains an argument against
secession and another in favor of the
emancipation oi all the slaves in the Btate
with a recommendation that the
tnre shall call a convention of the people
10 secure the alterations of the constitu
tion to thni end. In answer to the asser
tion that u majority of the people of the
State were rebels, he urged that felons
aito paupers have rio right to vote, they
can't deprive the loyal of their right if
the loyal can assert their rights, and con
tends that no counties or State Bhonld
hereafter be allowed a representative in
State governments until they organized
by the election of officers by whom taxes
can be collected. In his argument on the
glavery question, he says that the Presi
dent s proclamation frees all in the State
except in a few counties. Without this
amendment to the constitution I forßee end
less strife and turmoil. All the State officers
are sworn to support the constitution
ol the United States nnd the laws of Vir
ginia. The laws of the State as they now
stand recognize slavery, and the officers
will be called upon for warrants to appre
hend slaves and commit them to jail. The
army of the United States will interpose,
thus a conflict will ensue, and the rebels
glory in the strife , we must either decide
to come into antagonism with the United
States or alter onr organization or the law
on the subject. The Governor says he
has reliable information from a large por
tion of the State, that as soon as the
domestic violence is suppressed there will
be more man enough of capable men who
have never bowed to secession, to welcome
an. carry on the government of the State
and that of every county. The annual
report 0 f the Secretary of the Treasury on
the finance, will be laid before Congress
to-morrow at dood.
