The readers of the Times will bear me
witness that I have uttered bat one opin•
ion on the proper military mode of con
ducting the war, and that, unfortunately,
lif the loss of time and money be unfor
tunate,) events have vindicated that opin
ion to the very letter. It would have
- given me delight to have seen a triumphant
• march on Richmond, the captured Cha—
r. lest , in and the breaking down of the rebel
armies. For the first three months of the
war, up to August, 1861, I fell in with the
multitude. I thought a gigantic effort
would crush the rebellion, and I think so
yet, if we hail had the military genius to
devise and conduct a great plan,•
end had greet armies. We had,
not, and when that became apparent,
we had first to learn the art of war,
and then to practice in the slow ways of
the old 'method. Celerity of movement,
with violent impingling attacks on single
points by concentrated forces, constitute
almost ill the art of a quick and vigonoca
war. Another kind of war—perhaps
snore sure, bat requiring far more time
and cost—is that of gradual, permanent
approaches in an enemy's country. Ball
Run determined that we had no Hannibals
or Fredericks in our army, and we were
obliged to adopt the slow method. On
this plan, the anaconda system wag the
right one, and certainly we have broken
the most powerful ribs of the tiger by the
pressure of the anaconda: But even the
anaconda mast press more at some points
than others. It was palpable that the
Mississippi River was the main line of at,
eta and defence. It was palpable also
that the lines qi railroad converging from
the Mississippi, or the interim. 'South,
(which are absolutely necessary to main•
tain communication with the Mississippi,)
could only be held permanently by holding
the mountain passes of Rest Tennessee
and North Carolina. They are the keys
of the central South, which, possessed by
an invading army, enables it to command
the whole interior of the country. A
knowledge of the railroad systares of this
country was the first thing required of a
good General in this war; for a knowledge
of that., a perfect knowledge of the to
pography of the country was necessary.
But T see no evidence that any command
ing General in the war had much knowl
edge of either. The railroad companies
sent a great many energetic men to make,
Generate of ; but where was there one wlrn
could take a coup d'eeil of the whole
country ? Where weft_ there one who had
studied its topography and resources?
But we must be content to work with the
tools we have. Most fortunately, the
rebels have no better. We could not hope
thiit they should have Generals mach in
terior to Bragg, Pemberton and Johnston.
Lee seems to be the best of them, and yet
he has made two reports which prove him
to be a very dull man, and allows us no
liberty to consider him a man of superior
capacity.
But let us proceed. After two years,
we have got the Mississippi—got East Ten •
nessee. Providence compelled the Gov
ernment to_do at last what ought to have
been done at first. Even the rebels did
not comprehend the full importance of
East Tennessee till it was taken. Their
blockheads are just as dull as oars. They
can see nothing till the sharp lightnings
and the live thunder leap from the clouds.
But when Vicksburg was taken, when the
toads ware open, when the weather was
beautiful, what stopped our armies? What
has lost, in a great measure, the splendid
campaign which opened to the army of
Grant, and might have terminated the
war? It is a part of military history that
more campaigns have been lost by delays
after victories than by defeats. Giving
toe mouth of July to Grant's army for
rest and preparation, there remained three
mon.hs, from Aug. 1 to Nov. 1, for the
conquest of Alabama and Georgia. My
letter to the Times in July last, will show
that I thought that was the exact thing to
be done The line of march (compara
tively nnresisted then) would have been
along. the Northern part of Mississippi'
and Alabama, till they arrived on the
mountain elopes of the Cumberland, I
where, uniting (in operation) with the
Army of the. Cumberland, Chattanooga
would have been evacuated, Bragg forced
to retire—Rome, Atlanta and Columbus,
all have fallen, and the let of November
would have found the rebel Confederacy
denuded of the last hope of support.
Why was it. not done? Grant had three
coins ; one of them was ample enough to
defend the line of the Mississippi. Where
were the others? One went to Arkansas,
and one to Louisiana, or at least large
parts of them. Now, what I wish to say
is, that the capture of Little Rook and the
march to Opelonaaa was not worth, as to
ending the war, one straw. We cannot
end the war by running after Price,
liolnies, and Kirby smith, beyond the
Mississippi. Let them stay there, and dig
and starve in the swamps of Arkansas and
Louisiana
