That the follcwing amendments be yroposed to
the Constitution of the Commonwealth, in ac
cordance with the prOvisiOns of the tenth article
thereof;
There shall bean additional section to the third
article of the Constirution, to he designated as
section four, as follows:.
Sgonint 4 Whenever any of the qualified
el eetont of this Commonwealth shall be in actual
military service, ander a reunisition from the
Pretifident of the United States, or by the author
ity of this Commonwealth, such wectors may ex
ercise the right of sufirage in all elections by the
citizens, ander such regulations as are, or shall
be, prescribed by law, as Ml.i a, il they wore
present at their usual additional lction.
There shall be two sectiow to the
eleventh article of the Constitution, to be desig
nated as sections eight and nine, as follows
SECTION S. f. , .0 bill shall be passcd by the Leg

A disgraceful scene has taken place at
his fashionable watering place, where the
conrt at present resides. Among the
numerous foreign visitors there are a great
many Russians and Poles, who naturally
look upon one another with great hostility.
As the sympathies of the French visitors
are all for the Poles, they, too, are not
regarded with very friendly feeling by the
Russians. Among them was a French
lady,.who, having just anived from
berg, where she had had opportunities of
closely observing the Polish character
under great trials, was particularly demon
strative in her expression of aft - why-De n t
to and admiration for that long suffering
cation. These demopstration s were very
unpalatable to a certain Russian lady of
high rank, who determined to pot a atop
to them by it,fliming a punishment worthy
of her countrymen In Poland on the to—
thusiastic Frenchwoman. Meeting her in
the open.street and in view of the imperial
carriage, which was driving past, she
struck her in the face with her parasol.
The result of this brutal act was that
the Empress struck the name of the Rus
sian lady and several other Russians oat
of her visiting list. The Russians were
extremely dissatisfied at this, especially as
the Countess Przezdiecka, who although
a Pole, is a subject of Alexander If., was
realized on the list.
A fresh revenge was determined upon.
As the Countess was returning from an
official soiree a man accosted her with a
letter, requesting her to read it imme•
diately. The countess took the letter to
her room and broke the seal. Immedi
ately some detonating powder which was
in the seal burst with a loud explosion,
and the Countess' head-dress was set on
fire. Luckily, her maid was near and ex
tinguished the flames, which had already
burnt her eyebrows and part of her hair.
The letter contained the following words :
"Wretched little Polish woman, do you
think we do not know that it is by your
intrigues and your degredation that you
have succeeded in being admitted to the
intimacy of that miserable little French
Court? We care very little either for it
or for you. Do not be too proud of those
miserable distinctions, which we shall
know how to stop when we like. Let not
your barefooted compatriots imagine that
they will triumph through you. You are
now warned, and they will be also."
This affair has caused a great and uni
versal indignation," and it is said that it
will be brought forward in a court of his
tice.
A Horrible Tragedy in Indiana.
Murder of a Family of Five Per

A correspondent of the Illinois Skate
Zeitung , in a letter dated Lafayette, In
diana, Oct. 10, gives an account of a most
revolting murder near the town of Paoli .
The facts are as follows :
A German by the name of Stark with
his family, consisting of a wife, two grown
daughters, and three sons between the
ages of 16 and 24, resided upon a large
farm about seven miles from Paoli. Last
Wednesday week a cattle trader from
Salem went to Stark's farm, and not seeing
any one about the premises, he became
suspicious that all was not right.
He forced his way into the house through
one of the back windows. On entering the
house his eyes were greeted by a horrible
spectacle. On the floor in a pool of half
dried blood, lay the farmer with his skull
terribly shattered. Not tar from him, on
the bed, lay his wife, also dead and bloody,
while in different parts of the house were
the three sons and two daughters, all mur
dered, either from cute- from a knife or
blown from some blunt instrument. The
house itself must have been the scene of a
severe combat, since everything moveable
was brok-n, and throughout the house
traces of the most terrible violence were
distinctly visible.
It is believed that the whole family was
murdered and the house then robbed. No
arrests have been made.
