IVINT RESOLUTION PROPOSING
CERTAIN AMENDMENTS TO THE
CONSTITUTION. Be it resolved by the Senate
and Howe a/ Kepreienlatives of the theamon
wealth of Penneyinania in General Assembly met,
That the folic TV nig amendments be proposed to
the Constitution of the Commonwealth. In an
oordanee with the provisions of the tenth artiolo
thereof.
There shall bean additional section to the third
article of the Constitution, to be designated as
section four, as follows:
SECTION 4 Whenever any of the qualified

eleventh article of the Constitution, to be desig
nated as &fictions eight and nine, as follows:

islature containing more than one subject, which
shall be clearly expressed in the title, except ap
propriation bills.
SECTION S. No bill than be passed by the Leg
islature granting any powers, privileges, in any
case, where the authority to grant such powers,

conferred upon the courts of this Commonwealth.

Dr.-Brownson's i heology.
A writer in, the German Reformed Mes
senger over the signature R—, and -dating
from Mereersharg Theological Seminary,
published during the past month some in
leresting papers of Dr. 0. A. Brownson,
and his theological fluctuations. .It, is
melancholy indeed to see the contrast
which is so plainly shown in these papers
between Brownson's farmer truly Catholic
avowals, and his later dissatisfied and carp
ipg tone. The writer himself says, "Every
man who has read his Review for the last
four or five years, must have found reason
to suspect, notwithstanding Dr. Brown-
Eon's avowal to the contrary, that whet he
wants is a change in the life, the principles
of the Catholic Church, in much that
Catholics hold as vital."
The truth is that, though Dr. Brownson
has written ably and well on the • Church,
we are forced to suspect that he has never
fully seized •i.a true and proper concepe
tion of this k ertly human, partly divine so
ciety. He looks, it seems to us, at one
time on the purely human, at another on
the purely divine Bide, bat he fails to har
monize them, so to bring their quality to
unity as to comprehend their mutual re
lations. Thus, formerly looking at the
infallible teaching power, and at the grace
giving dispensation instituted of God,
wearied and harrassed by long years of
doubt and uncertainty, he glady caught at
the divine element, extolled it as was but
just, and was never weary of deploring
the misery of his friends who knew it
not, and of inviting them to come' to en
joy with him the great boon of Truth and
Grace. But gradually the first fervor
wore off, his attention was called more to
the human element in the Church, awl we
find him writing of her much as he would
write of any merely human organization,
recommending courses of action avowed
ly based upset' expediency, and magnify
ing as greatievils things, which though
evils, need not be feared so mach by one
who remembers the invincible power given
from above to the Spouse of Christ. Thug

Catholic spirit. But, especially, we dank
ne greatly mistakes the nature amid extent
of Catholic faith. He appears to hold
that ouiy that which has been defined to
be faith, is really a part of Catholic faith.
Teis is not true ; Catholic faith is always
the same, and is to be found in the living
tradition and practice of the Church; de
finitions merely promulgate certain points
more clearly, and take away all excuse of
igeorance from those who do not admit
them. If a person knowingly, contradie,
the docrine of the Church as he finds it in
her living tradition, in her liturgy, or her
practice, he commits a mortal sin against
faith, whether there has been a definition,
he is a heretic in the technical sense of the
word, that is,
he incurs not only the guilt
of the sin of heresy, but also the censure
fulminated against it. But thili censure is
not incurred unless by an outward mani
festation of the heretical opinion, so that
a man who denies in his heart the dogma
of the Immaculate Conception, but does
not outwardly express his unbelief, does
not incur the censure, though he is certain
ly guilty of the crime of heresy. The
narrowing of Catholic faith to the points
defined by the Church is theoretically in
defensible, and practically productive of
the worst results. There is no usein mak
ing a dry synopsis of an EncLiridion, of
the definition in matters of faith, and tell
ing a Protestant that this is all he is bound
to believe ; for such an assertion is not
true. We are - bound to believe all that
the Church believes, and she believes now
exa; tiv what she always believed, what
she believed before she made any defini
tion against heresy.
Having fallen into this fundamental
mistake, Dr. Browneon has been fluctua
ting theologically until he has well nigh
parted altogether from his ofd moorings.
He no longer is a fair representative of
Catholic thought. If Protestants want to
know the spirit of Catholic faith, they
need not expect to learn it from him. We
say this with regret, but it is the truth.
Others saw this result long ago, and
warned the public against him. Bishops
first withdrew their approbation from hie
Review, and gradually were obliged to ex
press their disapproval of his principles.
Still, as long as lee did not exceed the
bounds of Catholic liberty, 'we did not
consider that this disapproval was intended
officially to conaemn the Reviiev, and we
consequently tho t I lit to be ear duty to
treat it as a Ca . :nolic periodical, though
we always expressed our dissent from his
un Catholic views. It is a matter of great
difficulty to determine in individual cases,
where these bonds are overstepped; in
deed, it is only when authority announces
its decision that we can speak with cer
tainty. Without, therefore, presuming to
decide this point, we feel it our duty to
say that, in our humble judgment, Dr.
Brownson's theology is not sound, that it
is opposed•to the spirit of Catholic faith,
and, on one point at least, even to the let
ter, and that it is calculated to mislead
persons both in and out of the Church.
Dr. Brownson'a ability is very great, and
tnis is the reason why we regret that it is
misused and thrown away on efforts which
can do no good, and may, we fear, do
much harm to himself and others.—Cath

Punishment of a Defaulting Quar

Quartermaster United States volanteerst
and Acting Chief Quartermaster Fifth
Army Corps, has been found guilty
before a general court-martial, of having
received $18,470,04 of public money for
the use of the Quartermaster's Depart
ment in the Fifth Corps, and-embezzling ,
the same by applying it to other than the'
use of the public service. It will be re
membered he absconded with the money
to Canada, and was arrested and binught
to trial by order of the War Department.
He was sentenced tt. be cashiered, and
compelled to refund to the Government
the money yet unaccounted for by him, to
be forever disqualified to hold any office
of trust or profit - in the United States,
and be imprisoned for five years. The
Secretary of War has directed that he be
imprisoned in the penitentiary at Albany,
New York.
