Charles, Calvert, Anne Arundel, and Baltimore 'counties held neither public meetings nor county cony rlions, in accordance with universal cl otn, bat, in reality, entirely ignored the existence of the convention, so far as the voice of the people of these counties are concerned. When, however, the convention assem* !bled, certain parties presented themselves !and claimed to'represent St. Mary's Anne lArundel, and Baltimore counties, and ;were permitted, through their own votes, 'to take seats in the convention, leaving still unrepresented Charles and Caivert ,counties.
