That the follow log amendments be proposed to
the Constitution of the Commonwealth. in ac
cordance with tho provisioru3 of the tenth article
thereof:
There shall bean additional section to the third
:Article of the Constitution, to be designated as
section tour, a follows:
SECTION 4 Whenever any of the qualified
el ecton of this Commonwealth shall be in actual
military service, under a requisition from the
President of the United States, or by the anthor
ity of thin Commonwealth, such electors may ex
ercise the right of suffrage in all elections by the
eitizens, under such regulations as are, or shall
bo, prescribed by law, as fully as if they were
Present at their usual place of election.
There shall be two additional sections to the
eleventh article of the Constitution, to be desig
nated as t options eight and nine, as iollows:
Szorrox S. No bill shall be passed by the Leg
islature containing more than one subject, which
shall be clearly expressed in the title, except ap
propriation bills.
SECTION 9. Bo bill shall be passed by the Leg
islature granting any Powers. Privileges, in any
case, where the authorhy to grant such powers,
or privileges, has been, or may hereafter be,
oonforred upon the courts of this Commonwealth.

Plainly says we must not kill,
So I've thought the matter over,
And I rather think I will.
Wool Trade.
There never was a season when the
Wool clip waa so completely under the
control of the grower, as this season. By
a sort of instinct founded upon the fitness
of things, -the producers seem to have
wade up their minds early in the season,
that their w‘Al must bring them about
such a price ; and in the face of all the
juggling of the speculators and their or•
sans, they have quickly waited the turn
of affairs. Now the market is on the rise,
but pas not yet reached the views of the
large class of holders.
When prices had come up to 66 cents,
the month pieces of the speculators were
clamorous for the farmers to sell and
make hay while the sun shone, the farmers
could not see it; the public was informed
by these disinterested advisers, that an
offer of 67 cents would sweep the market
of a majority of the clip held in Ohio.
Sixty-seven cents was offered and still the
clip did not start, and these benevolent
individuals declared the farmers were
crazy.
CHERRY, and
Let us look at this matter of fitness of
things : Wool is an article of prime ne•
cessity, and particularly so at this time
cheese is anothei. staple, but not in such a
pressing demand as wool. Cheese which
has averaged a fraction over 6 cents, for
the last ten years, now sell at 12 cents--
nearly donble. Wool at 75 cents is lower
by one-fourth than the current rates of
cheese. In comparison with cotton, now
held at 90 to 96 cents., the price of wool
shows still more unfavorably. It is not
reasonable that farmers should ask 75
cents for wool. As to what he shall ac
cept, and when to sell, every man must be
his owa judge. We see no prospect for
any permanent decline in wool for the
year to come. Present indications of our
national affairs point to another year
of `war in which wool must be had and
cotton cannot be produced in this country.

Impolite Things.
We give below a score of impolite things
in which young people render themselves
disagreeable:
1. Loud and boisterous laughter.
2. Reading when others are talking.
8. Reading aloud in company without"
being asked.
4. Talking when others are reading.
6. Spitting, smoking or chewing about
the house.
6. Cutting finger nails in company.
7. Leaving a church before public wor
ship is closed.
8. Whispering or laughing in the house
of God.
9. Gazing rudely at strangers.
10. Leaving a stranger without a seat.
11. A want of reverence and respect for
seniors.
12. Correcting older persons than your
self, especially parents.
18. Receiving a present without an ex
pression of gra. titnde.
K. Making yourself the hero of your
story. •
15. Laughing at the mistakes of others.
16, Joking of others in company.
17. Commencing talking before others
have finished speaking.
18. Answering questions that have been
put to others.
19 Commencing to eat as soon as you
get to the table ; and

20. In not listening to what one is say
ing in company, unless you desire to show
open contempt for the speaker. A well
bred person will not make an observation
while another of the company is addres
sing himself to it.
Courtship With a Bell.
A belle to ring is, of course, necessary
to a courtship. But this is one described
in an English paper
"On Saturday last the inhabitants of
Eastbourne were amused by singular in
telligence, proclabned by the 'town crier,'
who, having given the usual summons with
the bell, and his clear and stentorian 'Oh,
had es' annouced the fact—not that a lad
lost hern lover—but that she wished to
obtain, one. It appears that the lady in
question met-S-tleman in the bazaar
held for the benefit of the Wesleyan
Chapel Fund. The agreeable manners
and .personal appearance of the gentleman
so - pleased the lady that she desired a
more private and prolonged interview, and
being ignorant of the nameand address of
the gentlemat., - she called:to her: aid the
town crier to announce to the. loved one
that his presence was reqtiested on the -
Parade between- the hours of eight and
nine in the evening." •
