Some weeks since the Washington cor—
respondent of the Evening Post and Com
mercial Advertiser announced that a sec
ond draft had been decided upon by the
administration in view of the small num ,
bar of men realized from the arst draft.
The Tribune. Philadelphia Press, anti
other administration journals, on the au
thority of the War Department, promply
pronounced the announcement a
"Copperhead lie" to affect the coming
state elections. But now that these elec.
tions are over, and disguise is no longer
necessary, it is admitted that there will be
another draft somewhere about the Ist
of December next—this time probably for
600,000 men.
The Springfield (Masa.) Republicari
-.tales that the provost—marshals in that
State have received instructions to use all
their efforts to forward voluntary enlist
ments for the next two months, as at the
end of that time there will be another
draft to fill up the quota of that State.
Governor Andrew, it seems, is of the
opinion that willing recruits enough can
be supplied ; bat the Republican admits
that the prospect for volunteers in that
State is very dubious. The same paper
is of opinion that the first act of Congress
will be to strike out the $3OO ezemption
clause, so as to supply the Government
with mon and not money. That there will
soon be another draft is further evidenced
by the fact that a new enrollment, as
promised by President Lincoln to Gov
ernor Seymour, is about to be taken in
this city, of course with a view to another
conscription. It is to be hoped that the
State authorities will see to it that New
York city will, in the nest apportion
ment of the quota, receive credit for all
the extra troops she furnished since the
war commenced. This has been done in
a number of States, and Islassachugetts is
promised, in addition, credit for all the
volunteers she raises between now and
the time the second conscription takes
place. If the same rule should apply to
New York city, a new draft should not
prove so onerous in this as in many other

Administration is not to be depended
upon. Of this N6w Hampshire is a con
spicuous instance. Govern: r Gilmore,
of that State, has just published a letter
detailing certain facts in connection with
the draft which certainly puts the Provost-
Marshal General and Secretary Stanton
in anything hut an enviable light. It
seems that those officials had faithfully

-ceeded "their quotas. This decision was
announced to the people of the State and
served to quiet much irritation of feeling.
On the lith of July last, however, Secre
tary Stanton saw a new light and aston
ished the Governor by informing him that
no credit could be given towns, and that
those which had done well would fare no
better under the draft than those which
had done ill. The effect upon the Gov
ernor may be judged by the following :

Secretary Stanton, thereupon 'hanged
his mind again and notified the Governor
that after "mature consideration" and
consultation with the Solicitor-General,
and Provost-Marshal General, it had been
decided to allow credit to those towns
which were proven to have had a "sur
plus" of volunteers on former calls. This
positive assurance restored good feeling
to the people of the state, and BO matters
remained for a month without the slight—
est intimation being given that the War
Department had any notion of receding
from the deliberate promise it had made.
In the meantime the draft proceeded under
the express assurance of the Governor
that the excess of names drawn should be
erased, so as to give full credit to all the
towns which had exceeded former quotas.
The Adjutant General of the state publish
ed the agreement with the War Depart—
ment officially in all the newepapers, and
no one dreamed that Colonel Fry's and
Sir. Stanton's promise was made to the
ear only to be broken to the hope. Yet
so it proved.
On the sth of September, in answer to
fi letter from Governor Gilmore, Colonel
Fry responded at length in a document,
the substance of which was that be could
not keep his promise, and that the draft
must proceed in New Hampshire, as in
other states. This put the poor Governor
who seems to be a gentleman of a high
sense of honor, in a cruel predicament.
The draft was over, and all that was nec
essary was to give the credits as promised,
but he could not keep his word with the
people of the state, All he could do,
therefore, was to appeal to his constituents,
and explain that not he, but the Adminis
tration, was to blame.
This may not seem a very important
matter of itself, but it is of no little mo
ment that high officials, having the con
duct of a great war on their hands, should
have so little regard for their plighted
word. They seem to be governed by no
sense of rectitude, but only by whim,
caprice, or their personal conveniences.
Hence we do not expect justice to be done
this city in the matter of the surplus troops
she has furnished for the field.— World.

"The Government" Wants More
The New York Independent, in a recent
number, starts the proposition for an in
crease of salary for Mr. Lincoln. By all
means. When the financial department of
the Government can print money by the
cartload every day, why should "Old Abe"
be restricted to $25,000 a year? Why,
that is a mere bagatelle—a beggar's pit
tance—a contractor could gain such a sum
in a day's operations. To be sure, men
who have filled the Presidential office
heretofore have not sought for its perqui
sites—but when a great war is raging—
when debt is piled mountain high upon
the nation, it is a "military necessity" that
"the government" should have his share
of the public plunder. Don't be modest,
gentlemen shoddyites. How will $lOO,-
000 do for his immediate and personal
wants; then create a' yearly stipend for
"Uri. Government"- say of $20,000 a
year to keep her in scarlet cloaks, "loves
