They address you no longer as being en dowed with reason and entitled to its ex ercise. They do not ask your votes by ap pealing to your untrammeled judgments. They approach you now with threats. They assume the bullying tone of masters over slaves. They demand your votes for Mr. Brough, or your lives. The penalty of not voting for him is to be death and desolation to you and your homes. Mr. Brough himself comes before you with this demand of the highwayman—this threat of the brigand. He does not condescend to reason with you, but, placing the sword to your throats, declares that; if e ypu fail, to elect him Governor, he wig deluge your fair State with all the horioiiand name less woes of civil war- He tcPpears in the attitude of the recklees and profligate gambler, determined to seize the stakes whoever may win the game. He leaves the people of Ohio but one .choice, and that is the choice of fear and cowardice, His appeal is mace to all that is craven and pusillanimcus in man. To prevent you from defeating him, he announces ev erywhere that civil war in Ohio will follow that event. Who will make that war against the voice of the majority? Who is it thE.t wants to fight. because- Mr. Brough cannot be elected Governor? Not democrats. We submit to majorities act iug under the laws. We will inaugurate no drama of blood. But Mr. Brough procla.ms that he will not submit, He will reberagainet the voice of the people fairly and legally expressed, according to the constitution. Be declares that your votes shall not make a Governor. He determines that question in advance of eleellon day. He givea this notice, now, in order that you need ere trouble' your selves to go to the election at all. By one roll of his tongue he renders an election unnecessary, worse than useless. By one word of his potent voice, he kills your ballots in advance. By one jesture of his hard, the ballet box of Ohio is crushed to atones, and John Brough reigns supreme over the constitution, the laws, and the wishes of the people. You wish to elect Mr. Vallandigham. Mr. Brough says that, if you do, your lives will be forfeited to the edge cf the sword, and toe plough share of war will make its furrows across the bosom of your State. This is the is sue, fairly sated as presented in the speeches of Mr. Brough. It is well to understand it fully, and determine now whether we are men enough to meet it, or whether we shall bow our necks to the calling yoke of a brutal despotism. [Cheers.] But Mr. Brough is not alone in this atrocious threat against the rieht of the people to select their own officers. A few days since a most extraordinary scene was wanes b ed i.. the city of Dayton. Two Governors of neigeboring States—one from Indiana and the other from Illinois —met there to give advice to the citizens of Ohio. With what voice did they speak to you ? In what language did they seek the suffrages of the tree men of Ohio ? I have read with amazement and grief their speeches on that occasion. They came before the people of Ohio with all the swaggering air of consequence which indi cates the public master instead of the public servant. They came not to per sande ; they came not to reason. They came not to entreat ; they came not to justify their ways and opinions with facts iind argument. They came to command, to threaten, to menace, and to terrify. Like the bloated Roman Consuls of old. intoxicated with power, giddy with their elevation, they came to treat you in advance as a conquered, subjugated prov ince. These Governors of sister States tell the great State of Obi() that, if she dares to select a man as her Chief Mag• istrate who is obnoxious to them and to the President, war will be levied against her ; though the people elect Mr. Vallan digbam, yet he shall not be Governor ; though your Constitution decla es him Goveroor who receives a majority of your votes yet the fiat has gone forth from Dayton, uttered by the Governors of Indi• atm and Illinois, that your Coustitntion shall be overturned and disregarded. They threatened the streets of your cities with blood, your fields with pillage, and your homes with desecration ; for all these woes wait on civil war. The horrible alternative was held up before you. Take Brouglefor Governor, or take civil war and the fate of Missouri. Are you slaves ? Shall these men come here and crack their whips over your heads ? Are you to- be terrified like wayward children into sub mission ? [Cries of "No," "No."] Does any decent member of the Republican party desire to succeed upon such a prin• triple? Does any member of that party, decent or indecent, expect the Democracy to submit to such an abomination ? But these Governors at Dayton pro ! Bounced Mr. Vallandigham "a coavicted traitor , " and all the email dogs of party, barking at his heels, have been vocal with the same cry. This is the reason which they assign for their own contemplated treason in resisting his election and man guraiton. I might rest upon the testimony of Mr. Lincoln himself op this point, to show that men who !hue charge Mr. Val landigham ate themselves convicted liars. The President expressly stated that Mr. Vallandigham was not sentenced to banish ment for anything he had done, but be cause of what it was feared he would do. It is time this thing was met, fully met. The President did not find, even in his bigoted and blinded judgment, any thing criminal in the conduct of Mr. Vallandig. ham. I take this important Presidential admission, and I cram it into the throats of the abandoned and depraved calumnia tors who are now preying, like jackals and unclean beasts, on the fame and character of one whose enforced absence enables them to do so with that impunity which cowardice always secures before it strikes. The following extract of a speech, by Mr. Voorhees, although delivered in Ohio, and for effect in that State, will snit our own locality. We have those here who would like to intimidate those who will not endorse the treasonable designs of Abolition conspirators : hideous memory, he found no guilt in the conduct of the victim before him, but gave way to the cry of "Crucify him," "Crucify him ;" and at the same time, no doubt, promoted and honered more thieves and public plunderers than were confined in the prisons of Jerusalem during all the time that it was a Roman province. In deed, well might the President be forced to admit that Mr. Vallandigham was guilty of no offence. He ,had simply made a I speechto the people. The C(nstitution whiChOr; Lincoln had sworn to support guarantees - in eXpress words the freedom of specie', 'TO exercise this Constitutional right can constitute no offence. These Governors from Indiana and Illinois knew this. They are men of ability, but what shall be thought of their candor? They both know that Mr. Vallandigham had committed no crime. They know it well, and every -intelligent. Republican in the land knows it. The "wanton, wicked tongue of slander should blister when it utters this hackneyed and infamous charge. "A. convicted traitor I" Convicted by whom, and how? Not in your courts established to try Criminals. Not before a jury, as the Constitution provides. Not in any particular according to the laws of the, land. Convicted by Barneide, who now hiniself stands charged by the public dispatches, sent out under supervision of the War Department, with an offence somewhat ettore serious than the exercise of freeepeech. Misconduct in the front of the enemy, and disobedience of orders when a - brother officer needed assistance, will read quite as badly in "charge and specification" as did the violations of Order No. 38. Russell, and Sydney, and Emmet, and Vergnaud, and a long host of bright names, in ell ages and in ail countries, have been convicted traitors, in the estimation of a ruling faction ; hat posterity has passed a judgment full of honor to their names as the friends of liberty and justice; and thus, too, will posterity deal with the name and charac ter of Clement L. Vallaudigham. [Loud and long continued applause.] But, having stated the threatening atti tude assumed by Mr. Brough and the men who assist him in this canvass, and also having stated the reason which they give for this bold and audacious attempt at revolution, and civil war, allow me to state the conclusion to which the mind of a free-born American citizen inevitably ;arrives. You end I have a duty to per form towards these fees of constitutional goyernment. We have heard their men aces. We have read their declarations of war, if they fail to carry the election. If, in our attempt to thus carry out the popu lar will and obey the laws and the consti tution, we are attacked by Mr. Brough, Mr Morton, Mr. Yates or all combined,— the President himself and all his followers, —then, appealing to God and the just judgment of mankind for the righteous ness of our cause, we will return blow for blow. [lmmense and enthusiastic cheers.] If this infuriated and maddened It will then have it. And they little dream what such a contest will be. It will not be the fight of Ohio alone. The friends of the consti tution everywhere will rally to your sup port- Indiana has over one hundred and thirty thousand democratic voters. Of, that number one. hundred thousand are able and willing to beararms in a struggle for the right of self government. They will come to your assistance, it is a duty they will owe to God and man. Illinois casts near one hundred•and fifty thousand democratic votes. They are with you in heart in this contest, and will be with you in hand if the republicans make their threatened appeal to battle, Michigan, Wisconsin, lowa, and. Minnesota contain perhaps three hundred thousand more, whose moral and physical strength would be enlisted on the side of popular liberty, if party insanity shall strike the blow which it threatens. Bat this is not all. Turn your eyes to the East. In such a conflict, will not the voice of New York spoken by three hun dred thousand Democratic tongues be heard coming up from the sea side? Will she not' eet such an issue? If Ohio can• not have her choice for Governor this year, what aesurance has New York that she will have her choice nextyear Thus, too, will reason the great law and order State of Pennsylvania, with her two hun dred and fifty thousand democratic hearts.
