Robert Dale 'Owen, of In diana, is now one of the confidential ad visers of the A.dnainis — tration, at *fishing ington, and he lds important offices from It. On the 24th of November, 1860, Mr. Owen wrote aletter to the Indianapolis Jcnowal, the Republican organ of Indi ana; in which, after alludin s to thb prob able secession - of the Southern States, he said: After counseling the exercise of t Christian spirit in considering the then impending troubles of the country, Mr. Oven thus argues. "Violence breeds violence. We may determine in advance- ' when we are cozn mencing. that it shall only go to a cer• tain point, - ind no further. Bat the dogs of war once let loose, escape beyond our control. We may call them back but in vain. * * * "By coercion what do we propose to ourselves? 17te sword never conrinees; it subjects. It our purpose to subject, if we cannot convince our fellow. citizens of South Carolina? But it is utterly at variance with the spirit of our govern ment to have, in our midst., subjects kept lojal by force. And it it was ni al Carolina, if she lack judgment, 11.1 s spirit and courage to commit courage t.) submit to the degradation. A political c •eed cannot, any more than a religions one, be thrust upon brave men by force. "In certain cases numbers suffice to confer connideration. When numbers combine for an unlawful object, the of fence changes its character. That which, in six men, is robbery, becomes warfare in sixty thousand. The difference be twecn rebellion and revolution lies chiefly in numbers. Had Washington struck for liberty and independence at the bead of fifty followers only, and had he and his men been captured, they might, without outraging civilization, have been hanged as rebels. But with Washington at the head of fifty thousand the British Gov ernment felt constrained to regard their colonial prisoners as any othey captives taken in war; and to allow them the mercy, which in such cases, ths law of nations prescribes. * * * * "Sister States dissolved is a grave mis fortune, but sister States beligerent would be a deadly curse. * * The baptism of blood confers on national enmities a ter rible perpetuity, What, then, is to be done? Shall we employ towerd South Carolina urgency and entreaty: There is neither dignity nor use in entreaty beyond a certain point. What remains? Let as act toward her in that spirit which is gentle and easy to be entreated. In any . event we shall gain an ally if we lose a 'sister. ;Such were the views expressed by Rob ert Dale Owen ; and they were reiterated upon various occasions subsequently, in carefully considered and elaborate ad dresses. The opinions of Mr. Owen, and his views of public policy., as given in the let ter front which walleye quoted, were in dorsed by the Journal, the central organ of the Republican party of Indiana. Be it remembered this was after the election of Mr. Lincoln in 180 C, and when the Re. publican party, by the election of that year, were soon to come into the posses- Bien of the National Government. Here is what the Journal said in approval of the sentiments of Mr. Owen : "It will be seen that his view is substan tially that urged by us on several occa sions. • * Ile maintains that though Secession is unconstitutional, if it be deliberately and is unitedly resolyed upon by a State, the dictate of Christian kindness, no less than of political wisdom, is'to let her go in peace. So say we. We do not concede that any State has reached that point of unanimity and determina tion which would make coercion impossi• ble or improper in the view we maintain, though Mr. Owen assumes that South Car olina has done so, and argues the ease as an actual instead of a hypothetical exigen cy. But that point being conceded, and the fact fully accepted on all hands, that ode State or more has calmly and fixedly resolved that she can not remain in the Union without - injury or a state of affairs is conceded iu which coercion would be at once cruel and useless. Cru el, because it would spill blood to make an enemy of a State that might otherwise prefeeto remain friendly, though not in same family ; and useless, because when accomplished, the Union is just as effect mally broken as if the conquered State had left us. We deem it superfluous to argue that a popular government can nev er be preserved by force. The act of Compulsion Changes it to a despotism-- fai as the parties afflicted by it are con cerned. It is no government of theirs any longer, and despotism is siMplya gdvernmetit that - the governed don't cre• ate. Consequently, if 'coercion' preserves tbe body, it surely destroys the life of this great popular government. It secures us a 'Union without unity, an aggregation of of States-without sympathy. And it does no more. Whether that is worth purcha sikkg at the fearful price of a civil war, it, is! hardly. worthwhile to. argue to sensibl e *en. * Secession is reve,u• tin. We having established our Govern- Mout by revolution, on the right of a peo ple at any time to change a government which is oppressibe to them, can nut deny that right .to those who deliberately de clare our Government oppressive.
