The Hope Engine.
The new 'steamer of the Hope Fire
CoPariany arrived in this city on Saturday
eVening, and was immediately taken over
sto the house of the Company in Alle
gheny. The apparatus is very substan
tial and at the same time efficiently orna
mental. On the wooden cuing there are
two silver plates, on one of which is the
name of the engine, "Hope," and the
other bears the following inscription :
"Purchased by the citizens of the First
Ward, Allegheny City, Pa.. for the use of
Hope ' Fire Company. Building Com
mittee : Samuel Riddle, illiam McKee,
Charles F. Ingham, John Atwell, William
C. Stockton, Hugh Larimer." It was
manufactured by the Amoskeag Manufac
turing company, Manchester, N. H., and
is a first- eines double engine with two eight'
inch cylinders and two four inch double
acting pumps. It has a twelve inch stroke
and is calculated to throw four streams.
It will work with from eighty to ninety 1
pounds of steam. It is neatly finished ini
brass with mahogany and walnut casings.
The air vessel is surmounted with a very I
handsome lamp with appropriate designs;
on the glass. There are two other hand
some lamps, one at each end of the seat.
The cost, including the shipment here, is
$8,700. The Amoskeag company sent out
a man with it, in order to put in proper
condition for immediate use and superin
tend its working for the first time.
An Ex-Sheriff Arrested.
Joseph W. Et!wood having made oath
before Alderman Taylor that David Ral
ston, an ex•aheriff of Indiana county—but
at present landlord of the Indiana House,
in Indiana, in this State—was engaged in
raising a company of men to resist the
draft, United States Commissioner Sproul
issued a warrant for his arrest.. Ralston,
hearing of it, gave himself up, and was
brought to this city, and placed in jail to
await an examination.
The substance of Ellwood's statement
is as follows. He says he went to the'
Borough of Indiana, in Indiana county,
to enroll himself as .a member of a cavalry
company being formed in that borough,
in obedience to the late call of the Presi
dent for six months men. David Ralston
was to be the captain of this company,
and, on Ellwood presenting h t imself for
enrollment, Ralston asked him 'if he was
all right." Being answered in the affirma
tive, Ralston told Ellwood that he was
raising a company, bat did not intend to
go to the war, but intended to make use'
of the men to resist the draft. He fur
ther stated that he had travelled in In
diana, Westmoreland, Armstrong and Al
legheny counties, and had "any amount '
of men ready to resist the draft. That
there were fifteen thousand stand of arms
in Indiana county to be used for this par• i
pose, and "if Indiana could furnish that
number of arms, what the devil could
Westmoreland do !"
He then took Ellwood to a private room
in his house, and offered him a new re
volver, stating at the same time that he
could get more furnished—" any number
of them"—and farther declared that when
the nine months men returned to Indiana
and demanded that the Indiana Democrat
should hang cut the "stars and stripes."
he (Ralston) had men concealed in his
stable, with sixty rounds of ammunition,
for the purpose of firing on the soldiers, in
case they attempted any violence on the

JAMES P. Bann Eq.,—Dear Sir : My
attention was canna to the following com
munication wuich appeared in your issue
of the 11th inat :
Correction.
In a notice of a "view of a Topographi
cal Map of the forts and their approacoes,
surrounding the city," in yesterday's pa
per, the name of James S. Devlin is given
as the civil ngineer by whom it was exe
cuted. We are requested to state that the
work was done by Peter C. Devlin, uivil
and mining engineer, James S. Devlin, be
ing the assistant.
During the tims the fortifications in the
vicinity of Pittsburgh were being con
structed; I directed the surveys on the
ground, and made a Topographical plan,
of that portion of the works extending
from Fort Jones above Birmingham, to
Fort Zug near the borough of Temper
ancevule, embracing. the country on the
south of the fortifications to Saw Mill
Run, and on the north, to the Ohio and
Monongahela rivers.
After completing said plan I submitted
it to the inspection and examination of
Capt. Craighill, O. S. Topographical En
gineers, resident here in charge of all the
Works around Pittsburgh, who expressed
himself much pleased with the manner in
which it had been executed, in proof of
this, he wished me to proceed and make a
complete survey and plan of all the forti
fications around. Pittsburgh, provided an i
appropriation could be Obtained to meek
the expenses of such survey.
Some of my friends having seen the plan,
inserted a short complimentary notice of
it in your issue of the 10th inst., giving me
due-credit for the work I had dose, and
on the day following, the above contradic
tory communication appeared. Now as
this contradictory notice was evidently in•
serted for the purpose of misleading the
public as to the part I performed in getting
np said plan, 1 deem it due to the public
and myself to state that so far as Peter C.
Devlin. Civil and Mining Engineer is con
cerned, he had nothing whatever to do with
the execution of said flan. The only
part of the work he performed being to
operate the Transit or Level in the field,
under - My direction,—a part of the work
simply mechanical, requiring no scientific
knowledge, and that could have been
equally well performed by any intelligent
young man who had neither the title of
Civil, Uncivil, or Mining Engineer ap
pended to his name.
The above statements are correct in
every particular, I therefore leave the pub- j
lie to judge of the fairness or honesty of,
endeavoring to obtain a false notoriety at
the expense of merit and at thesacrifice of
truth.
Very Respectfully Yours, &c.,
Lswrenceville, July 21st S JAME S. EVLIN
. 1863 D.
Another Charge of Perjury,
Patrick Brannon was yesterday morn
ing examined by Commissioner Baily on a
charge of perjury. Brannon is said to be
from Greensburg, in which place he was
enrolled, bathe swore he was enrolled in
the eighth ward. Pittsburgh. The exami•
nation resulted in his being held to bail in
the sum of $2 ; 000, his father, Jno. Bran
non,bond for $l,OOO, and
himself tor a like aum. Brannon is a
very ignorant man, not being able either
to read or write, and may have sworn to
what was false upon the representation of
ale friends.

We are permitted to- cupy: the following
extract of a letter from Maj. J. P. Speer,
A. A. Inspector Gen. oti the staff of Gen.
Crawford, commanding Penn'a Raserve
Corps, to hie brother in our city :
"The day We drove the .rebels across
the Potomac, I bad a narrow escape. I
was searching for Gen. Crawford, and not
finding him when I expected, I rode be
yond the skirmishers about three fourths
of a mile, when coming out of a belt of
woods. I suddenly found myself "visa
ifs" with five villainous rebels, guns in
hands. I saw at once I must put a bold
face on the matter, so I rode up to tkem
and ordered them to throw down their
arms. They hesitated a moment, and
asked where my men were. I told them,
in the woods, • and repeated the order,
when they threw down their guns, and I
marched the whole five of them hack to
the column. I assure you I felt relieved
when I got them away from their guns.
and safely to the rear. My boys want

Lecture.
We hope our readers will remember the
Lecture to•night at Concert Hall, by Prof.
Robt. Kidd, for the benefit of the Sanitary
and Subsistence Committees.
The following pieces, we understand,
form a part of the evening's programme:
" General Scott and the Veteran ;" "Ad
' dress to the American Flag ;" " A Ghost
Story , ;" " Readings from Bedott Papers;"
"Passages from Webster's Speech on the
Preservation of the Union ;" " Forty
Years Ago ;" "An Amusing Dialo
between a Lawyer and his Client ;" "Rh o e
are the Copperheads;" Examples of Faul
ty }Vocation, _ &c., &c. Tickets may be
had at the Music and Book Stores, or at
the door.
Drafting.
The Scripture is opposed to drafting
young married men just married:
"When a man hath taken a new wife he
shall not go to war, neither shall he be
charged with • any new business, but he
shall be free at home one year and cheer
up the wife which he has taken."—Deu
teronomy, . 2 4thchapter, sth verse.
Whether or not our publication of the
above can be construed into a resistance
to the draft, or a dci3ire to clog the wheels
ofgovernment, we are unable-to say; but,
however that may be, we cannot resist the
temptation to lay it before our readers,'
and if that portion of them who are able
bodied, of the mail persuasion, and lia
ble to military duty, can draw any conso
lation from it, they are welcome thereto.
Likewise, if the Federal Government de
sires to immure us in the sumptuous dun
geons of Fort Lafayette for making such a
novel use of the scriptures, all they need
do is to go through a little "war power"
hops Focus and in we go.
Funds on the move.
The Cleveland Plainclealer of Saturday
says : The large amount of Pittsburgh
funds deposited in our Banks during the
late excitement in that-city, have all been
returned to the "smoky city." The
amount sent' here was between six and
seven millions of dollars,
Hogs and Dogs.
The hogs and dogs are to be dealt with.
The Mayor has issued his proclamation
that all dogs, running loose from now until
the fifteenth of September must wear a
collar with the owner's name inscribed
thereon, and a muzzle, and all hogs found
running at large will be impounded, and
their owners will be obliged to pay one
dollar each for them, otherwise they will
be sold.
Erie County Troops.
A company of fifty men belonging to
the State militia, under command of Capt.
H. H. Gould, arrived in the city last night
from Erie county, and reported to Gen.
Brooks. The subsistence committee had
a supper prepared for them at the City
Hall.
Personal.

been transferred from the Army of the
Cumberland, to the position of Chief of
Artillery in the Departmeigt of the Mon
ongahela, arrived in this ci , ,y in last night's

Cruelty to a Horse.
A man whose name we were unable to
learn was sent to jail last night for severe
ly beating a horse with a cowhide, by
which the animal was much injured• The
horse belonged to the livery stable of
Stewatt & Wilson.
Fire in Allegheny.
Night before last a fire broke out in a
stable on Benton Alley, Allegheny, by
which it, and a slaughter house adjoining,
the property of Mr. fis muel Young, a
butcher, was partially .destroyed. The
building was of brick, and was two stories
high, the upper story b eing filled with
hay. The fire was the vi.Grk of one of the
villainous incendiaries mow in our midst.

a species of popular amusement. A very
exciting time emi be had in this way with
out much perenual exposure; and from
the impunity with which such acts have
been tclerated heretofore, the perpetra
tors, as a general rule, having reason to
expect credit for having done a smar t
king. But the time has come when it
should be understood that this crime is a
hellions cffdnse. The freedom of the
press is guaranteed by the highest author
ity known to oar laws, viz . the Constitu
tion of the United States. Even Congress
is powerless to abridge it How then, can
solemn statutes be annulled with so little
ceremony in a time of popular tumult?
Or, how can an intelligent community
sanction such proceedings, by withhold
ing their stern remonstrance, and preserv
ing silence while the broken law cries out
for vindication? Radical journalists have
been guilty in this matter in times past.—
They have connived at, if not openly en
couraged, the violent demolition of the
offices of their political opponents. But
now that the same criminal conduct is
turned against them, they see plainly that
mob law is, as we have always pronounced
it, atrocious, and they are ready to agree
with us that all concerned should be
dealt with in the sternest manner known
to the law. They agree with us in the be
lief that riotous conduct is a crime nearly
or quite equivalent to treason, to be crush
ed out at every expense. This is the cor
rect view of the case. It should be always
observed that laws cannot be construed
according to the him of a transient pas
sion.—.N. Y. Jour. Cons,
An Incident in the Boston Riot,
The Boston Journal of yesterday pub
lishes the following, "advertisement ex
traordinary :
"The individual who dropped half his
thumb at the corner of Cooper and North
Margin streets on Tuesday night may have
some merest in knowing that it has been
picked up and carefully preserved by a
worthy citizen of Ward 5; and the ind •
vidual in his shirt sleeves who limped off
with a bullet in his hin from a spot near
the same neighborhood, on the same
night, may receive the brick he gave in
exchange for it by returning the bullet to
the 31 Police Station."
o Vicksburg.
After much reflection the Richmond
Whig says that the capture of Vicksburg
dogs not amount to much, as the naviga•
tion of the Mississippi will be still inter
repted by guerrillas ; but in the article
quoted, this capture is called a '2alamity,'
and in another editorial is viewed as a
"misfortune," and is made a text for a
bitter attack upon Bragg, Pemberton,
and Johnston, the rebel War Department,
Jeff. Davis and his fay, ritism, and matters
and things generally.
Beecher in k ngland
The London Patriot states that since
the Rev. Henry Ward Beecher has been
in England, be has expressed his intent
tion not to undertake any public engage
merits. He says he shall neither speak
on the plattorm nor preach in pulpit. He
disavows all political purposes in his visit
to Europe, and, so far from seeking to in
ience public opinion there, he expressed
his utter indiff2renco to it.
Collision
While the stesmahip China was going
out from New York, on Thursday morn
ing she struck the brig Kennedy, (bound
in) amidships. and immediately sunk her.
The Kennedy was from Cardenas, loaded
with sugar. Her cargo will be a total
loss,. In regard to the crew nothing is as
yet known; but it thought they were eared
by the pilot-bow..
