Read, accepted and passed. The President read a communication from the City Comptroller, enclosing_ the accounts of Isaac Morley and Thomas J. Keenan. Morley's account was ordered to be paid, and Xeenan's was referred to the City Solicitor. A committee from Jno. C. Love was -read asking for a redaction of business tax. Referred to the Finance Committee. A resolution was offered giving John Quinn the right to move a frame house in the Third Ward. Passed. An ordinatce . for grading and paving Penn street between Clymer and Taylor -atreets, was read three times and passed. A resolution was passed inquiring as to whether the P. and S. R. R. Co. have filed their indemnity- bonds-in accordance with the provisions of the ordinance pass ed May 80th.. :; In Cr in Common Council all present except Messrs. Mr..McTighe offered an ordinance to the effect that no crude petroleum or coal shall, from and after the 16th day of July, be landed at any point within the .city except on the Allegheny wharf 200 feet below the St. Clair street bridge, running to the point. This also includes empty oil barrels. After some debate the ordinance was put to vote on its first sec tion..which having been lost, the entire was withdrawn. Mr. Kearns offered a resolution that a committee of five—three trcm the Com , neon Council and two from the Select, be appointed to'draw up an oil ordinance and report at-the next meeting. Adopted. oil The committee appointed to frame the ordinance was: Messrs. Kearns Mc- Candless, Hutchinson, Brown and Ruse.. Mr. Duffraered a resolution of a patri otic nature, requiring the councils of this to co-operate with the councils of Phila delphia in the defense'of our State, and aslung the President to place Gen. Geo. B. McClellan at the head of the forces of the State. Mr. McCandless moved as a substitute, that every member of City Council enrol his name for the defence of the country. Mr. McTighe moved as a substitute that each member of the Council raise a company in his respective ward. Mr. McCandless accepted, in case the substitute should read that each member enroll his name in some military company, and use his beat energies to raise a mili tary company in his respective ward for borne defence. It will be built jointly by the Cleveland and Erie, the Erie and Pittsburgh, the Philadelphia and Erie, and the Buffalo and Erie Railroad Companies. It is to be of bricx, 350 feet, in leegth, with offices, baggage rooms, eating-house, and " everything demanded laf the immense railroad business center ing there. I myself saw Gen. Knipe arrive at and de part from Gen. Conch's headquarters, about ten o'clock this fornoon: At that time Gen. Knipe had hiriheadquarters at Oyster's Point, a little over two miles from the , river, where the Walnut Bottom road strikes off from_ the turnpike and runs ap through Mechanicsburg to Car. li,d. Soon after dinner it was stated that Gen. Knipe had, been obliged to:withdraw from Oyster's Point, and that a consider able force of the enemy's cavalry were oc cupying the place. This rumor received genetat credence from the fact that great activity its - manifested in Camp Curtin, on this side of the river:and the fortifica tions on the other aide. From an eligible point I have for the last hear or two wit nessed the sunshine fiaShing . -from hun dreds of axes busily engaged an' chopping down - several clumps of trees that had been left standing in the fields in the neighboitood of the fortifications. This looks like "clearing for action," and there is a pretty general impression that "the war clouds rolling dun" will be seen over yonder hills to morrow. I know that a proininent official said this morning about ten o'clock, that a battle could hardly be kept off much longer than this afternoon. But if General Knipe really did report that the rebel infantry was this side of Newville this morning, and if he was not mistaken, a battle to•morrorr, unless it be with cavalry only, is next to impossible. Infantry could not march that distance to day, with all their incumbrances, and be in good fighting trim to-morrow. But General Knipe's information may have been incorrect, as the enemy has had time to march his infantry here since they came through Chambeirsburg. I have seen a citizen of Chamberaburg who is well known to me, and who left home on Thursday last, two days after the Rebel reoccupancy of that town. He says Jenkins' cavalry came into Chambersburg on Tuesday, followed by a large and j splendidly equipped body of mounted in fantray, and after these came the foot in fantry and artillery, The infantry were counted and found to number eleven thousand, and with them were forty pieces of artillery and several brass bands. That or the next day, Ear ley's brigade was at a little pla2e called Greenwood, about eight miles from ()barn bersburg, on the turnpike leading to Get tysburg and Baltimore, and near the foot of the South Mountain. It had moved across from Greencastle or Hagerstown, without going through Chambersburg This is probably the-force that is operas, iag in Adams end York counties, On Thursday, when my informant managed to make his escape from Chambersburg, another instalment of rebel infantry were entering the town. Their number was unknown, but a person who pretended to have counted their guns between Green castle and Chambersburg, said they had forty pieces of artillery. This party of infantry, by sharp marching, might reach the vicinity of Harrisburg this evening. Bat not unless they were far this side of Newville last night. The rebels were cleaning out the stdinores and shops in Chamberaburg, and seng offitheir plunder, On being asked why they were taking scythes, 40., out of hard ware stores, they replied that they meant to reap the crops of the Cumberland Val ley. From present appearances the grain crop, which is now nearly ripe, will not be reaped at all, but will rot on the ground. • For all the loss that may be sustained by the people of Southern Pennsylvania, and for whateeer damage may be done to the SteteXhipital, es well pa for the shame and disgrace of this invasion, General Hooker and those in authority over him at Washington will be responsible. Headquarters .Second Corps Army of IVorthern rirginia.—General Order No. 49.-1 n moving through the enemy's coun try the utmost circumspectio n and vigi• lance is necessary, and the safety of the Army and the success of the great object it has to accomplish, depends on the ob servance of the most rigid discipline. The Lieutenant General commanding therefore appeals to the gallant officers and men of his command, who have attested their bra very and devotion to the cause of their country on so many fields, to yield ready acquiesence to the rules required by the exigencies of the case. All straggling and wandering from the ranks, and all plundering byindividuals, are prohibited under the pain of the se- ' vereat penalties known to the service. What is required for the use of the army will be taken under regulations to be esta• blished by the ,Commanding General, ac cording to the usages of civilized warfare. Citizens of the country through which the army may pass, who are not on mili tary service, are admonished to abstain from all acts of hostility, upon the penalty of being dealt with in a summary manner.
