We do not doubt thrtt this impression,
almost universally prevails in the South,
sustained as it is by the inflammatory rep
resentations of the Southern leaders, to'
whom every idle taunt and menace of tl:e ,
political "exterminators," and every act
of needless-violence -committed by our
soldiery, give aid and comfort as direey
as those who supply the insurgent armies
with powder or swell their ranks with re
cruits. On this point, treated by its.

may do a great work in disabusing public
sentiment where .thay are, and in reani

and soul of national feeling. We believe
that three-fourths, perhaps four-fifths. of
the American people are willing and aux
ions to take 'the Union as it was,' and
'the Constitution as it is,' and enter once
more upon our 'former happy condition
of unity and peace,' for which President ,
Lincoln desires us all to pray, and for
which we do most sincerely, fervently and

the Chief Secretary for Ireland whether
hdr Majesty's government was aware that
deb Federals are recruitivg la Ireland, and
whether they are preparing to take active
steps to prevent it. Sir_R. Peel said there
was no doubt that recruiting Was taking
place, and that there were Federal agetts
to IrelanJ ; but, of course, these did not
carry on operations openly. It was quite
true that a number of young men had
taken their passage to America, and on
inquiry the government found that their

General McClellan was removed from
!command of the Army of the Potomac
November the 7th, 1862. On that same

Inaliannock county, Va., sixty-five Miles

the Rappahannock river more than about
fifty miles from Washnington, and held
the railroad bridge.

Of our condition to-day any man may
judge. The contrast, in our opinion, does
not need to be drawn. And in the dark
background lie the battle-fields of Freder
icksburg and the Wilderness and their no
ble dead.

Experiment of the Submarine Bat
Capt. Hunt, of the United States Engi•
!jeers, on Friday took the submarine bat
tery What Is It from the Brooklyn Navy
Yard, to try further experiments in the
harbor. Shots were fired from under
water to an astonishing height, and evo
lutions performed which demonstrated a
success of the battery.
The government is about to construct a
very large vessel, on Captain Hunt's plan,
which, it is supposed, will effectually re
move any obstructions in any of the har
bors.
Tho Alexandria News of Saturday, in
anticipation of the organizing on that
day of the State Government of Virginia
soya:
"We presume Gov. Pierpont will pro
ceed to this portion of the State to set
the reorganized guernment of Virginia
it, motion. We trust the appointmetits
to be made may be such as not only to re•
flect credit on the Legislature that will
less shortly be convened, but such as will
give character and credit to the State. No
utter what may take place between the
United. States and the rebel States, the
State of West Virginia, from this time
forth we doubt not, wilt remain separate
and part from Eastern Virginia—all the
bayonets of the Confederacy will never
reunite them.
The bark Tacony appears to have direct
,
ed. her coarse straight up the coast and is
naw on the track of the Liverpool vessels
committing her depredations. The last
heard from her was on Saturday last. Her
present position would seem to be a peril
nus one for her safety ; and it is a little
singular that, with twenty-seven vessels
sent out in pursuit she has not yet been
overhauled, though nearly every vessel
which arrives recorts speaking a United
States cruiser. Her career will soon be
cut short. .
The farmers of lowa are complaining
much about the severe drought in that
State. It is said that everything is suffer
ing for want of rain. The hay crop is very
inferior, the wheat and corn crops general
ly are backward. In addition to this the
chinch bog has made its appearance and
completely destroyed some fields of wheat
already, ,

ket. in consequence, is very dull and prices have

as to Quality. At the close the market was very
dull, and sales were reported at lower prices than
the above. 400 head were left over.

The beef cattle market opened in Forty-fourth
street this morning with nbout3,9oohead on sale,
being a eight increase upon the supply of last
;week; The quality is about. the sante. and f r

able ;' the Government agents are buying about
100 head, and circumstances go- orally are favor

The faarket is not as high as last week—taking
latttity. weight and prim into consideration—by

A few very choice, fat, corn-fed Steers have sold
at rates equal to 12e per lb for the net weight of
beef, Feller sinking offal. Some rough oxen, half

and, owing to the remarkably c: of weather, they
have sod better than any sober man could bare
expected. Some of this class to-day look like the

fully arrived when the predicted scarcity of bul
