Proper Limits at Party.
Politica_are subject to laws aft fixed as
those which regulate the tides. -when the
Object of 'party affects vital rights and in-
terests it is impossible to constrain, within
the fixed lithits of law and order, the op
pression on one side and opposition on
the other. One object of written consti•
tutionsis to fix the range of party, so that
while the possession of power shall pass
to the majority, the power of the major
ity shall be restrained and defined. A
majoritynnrestrsined is a more brutal and
dangerous ruler than :even an individual
tyrant; and as it-is in addition a shifting
power, each alternation of rule brings
outrages to be Uirenged and hates to be
gratified. The terrible war of factions,
the horrible scenes of scaffolds alternately'
erected for party leadera r during the reign
of the later Stuarts, should be to its warn
ings and lessons._ If the Whigs elected
a sheriff in London, Paelted juries. con
vieted eminent and excellent Catholics
upon the perjuries., -of Titus Oates, when
the - reaction brought oven- the majOrity to
the Tories, Jeffreys and his juries executed
judicial - murder upon the wise. the noble
and the virtuous, neon manhood, woman
hood, tender youth and' - hoary age. At

Our fathers supposed, Wben they framed
the Constitution, that they had banished
the possibility of party upon vital inter

is predicted on the theory that eats have
nine lives.
Important Patent Decision.
Itlas heretofore been the practice of
the-Patent Office to refuse to entertain an
application for re-issue on behalf of an
assignee or assignees, unless he or they
owned the entire interest of the patentee.
But this has been reversed by the Board
of Examiners-in-Ohiet, who. have decided
that any assignee:of an exclusive territo
rial right under a patent, is entitled to sur
render and take! out a re-issue", which will
be operative to the extent of the territory
embraced in his grant.

• The Crops in the Northwest.
Commissioner Edmunds, of the Land
-Office -at Washington, has just returned
from an extensive tour throughout the
Northwestern States. Tie commissioner
reports the wheat and fruit crops in Mich
igan excellent. Much tobacco is being
grown in Michigan this year. In Western
Pennsylvania and throughout Ohio the ,
drotith has some What effected the crops.
The wool crop was never so large in the
West as this year.
striped and Black Bugs—A Cheap
Hot. Bed.
One of the greatest evils we have to
contend with in our gardens is the ravages
of the bugs in our young vines, and num
berless are the inquiries and suggestions
about the best way to protect them while
young and tender. Various expedients
have been tried with more or less success,
according to the time and care bestowed
upon them. It is an old saying that "a
fat calf is not lousy." On that principle
I suppose that a plant or vine growing
vigorously without any check, on being
put back by transplanting or by other
causes, will not be injured by the bugs.—
Such I found to be the case with my vines
lasi year. The method I took to insure a
'rapid and vigorous growth was new to
me, and may be
. to others. I will state
the process :
I used the manure heap from the horse
stable for a hot bed. After [evening down
the tcp where it was heating, I covered it
with pieces of rich turf, taken from the
edge of the barnyard, cut into squares of
five or six inches, and placed grass side
down. I planted my seeds in these pieces
-of turf, so that each place would make a
hill ; then, when it was time to transplant
I just removed each piece of turf to a
place 'prepared for it in the garden, with
out disturbing : the plants in the least. I
never saw plants grow so fast before, and
not one of them injured by the bags,
while some planted in the usual way were
destroyed by them. For the convenience
of transplanting I should think that turf
would be better than loose earth to pat
on any hot bed.—Rural New Yorker._

Railway Company will, unless restrained
by Parliament from accomplishing their
design, adorn the Metropolis of England
with a structure which will be interesting
to surgeons. The tunnel which they are
going to build over Ludgate Hill will be a
greater eyesore than any case in the Oph
thalmic Hospital.
