Citizen's Meeting.
On Monday afternoon a meeting was

After some discussion in regard to the
'danger to be apprehended from Guerrilla
raids, Gov..W. F. Johnson submitted a
series of resolutions, the purport of which
were, that a - Committee of citizens should
be appointed whose duty it should be to
organize the-people of each ward, borough

~I rules; these companies to be
required-to drill at least four hours each

arms can be obtained, and to continue
until the.rebellion is crushed.

Man Drowned.
Yesterday about noon a German labor
er on the steamer White RDse, deliberate•
ly walked to the guards of the boat, and

mestic difficulties were the cause of the'
rash act. His body was recovered just
before dark and an inquest was held. : 1
Cruelty to Animals.
A man by the name of Abdell Kelly
was yesterday committed to jail for viola
ting the act in relation. to the treatment of
bonss, and the pse of vehicles hired from

person who shall be guilty of cruelty to'
horses, by excessive driving or otherwise,
or who shall willfully break or destroy
any vehicles hired from livery stables,
shall upon conviction thereof, be fined in
a slam not exceeding WO, or imprison
ment in the Oonnty fair for thirty days.—
Kelly abused a hired horse in a most
shameful manner, and thus his commit
ment. He will remain in jail until court
sits, unless baited out.

AMY G — Genera) Orders No. 99.—The
Major General commanding tenders to
this army the congratulations on the
achievements of Cie last seven days. If
it has not accomplished all that was ea•
pected, the reasons are well known to the
army. It. is suffici.ent to say that they
were of a character not to be foreseen or
prevented by human_ sagacity or resource
in withdrawing from the south bank of the
Rappahannock befor a deliverieg a general
battle to our adveriaries. The army has
given renewed evidence of its confidence
in itself and its fidelity to the principle it
represents. In fighting at a disadvantage
we would have been recreant to our trust,
to ourselves, our cause and to our coun

ed heavier blows than we have received.

and brought off' seven pieces of artillery,

his depots, filled with a vast amount of

which they lived, to obey its laws, cherish
proper respect for its rulers i and not to be
led into any schemes which tended to
lessen their love for their adopted country

intend to live to see my fatherland civilized
again. I shook hands with Sickles in the
middle of the fight. He asked me what I
