cial and mercantile classes. There is still
confidence expresaed in the preservation
of peace in official circlet', but T'can per
ceive that even there the great preoccu
pation of the moment, despite even of the
growing interest of the important Euro
pe'ais ifuestioa in the North, is as b what
the policy and position of the imperial
government must be in the event of floo
dlit* breaking out. Such an event
would' be extremely embarrassing for
Prance at the present moment, or at least
for -the policy and designs of her ruler,to
say nothing of the extreme inconvenience
of a neutral position in a great maritime
war; it does not suit the character either
of Louis Napoleon or the French nation
to play the part of mere lookers on while
the fortunes of the world, one may almost
