Russia Again Made Happy.
We find the following agreeable , , ,
an
nouncement in a Washington paper: .
"Me . are glad to announce that, Mr.
Cameron having surrendered, yesterday;
the commission he has for a long: while
held, as Minister Co Russia; Mr. Clarhes
been recommissioned, and will leave im-,
mediately for St.. Petersburg and assume
the responsible duties of the office." `
-We lamethe Russian mission may be
considered; s having' bqeii.disposed of
at least for' the present, and Major Gen
eral Clay has;' after this:- Consideration,
found a field where helcan - serve the Gov
ernment consistently with his private sen
timents. He has been to Russia once,
and probably knows the way back. We
trust that the, necessity-of finding a place
for some retiring Cabinet Minister or dis
satisfied Idejor:General will not render it
neomary to sopereede , him again until he
has had an opportunity of finding out
whether the place is agreeable or nat.' We
hope, furthermore, that the Emperor will
not get the impression that we confound
his dominions with Siberia, andegard
them as penal toloniesifor the banis hment
of uneasy politicians, who are too' discon•
tented to be useful at home. Such an
opinion would be yery_anjitst_to-lis=to say

:FRANCE AND "HE . /EICUZ.H.
The Richmond Inquirer, speaking for the
government of JEFFERSOX DAVIS, of which
t is well understood to he the semi=official
organ, repels the proposition recently
made by France to our :own administra
tion w ith as much vigor, if not-with as :much
venom as the most anti-foreign journals of
the North. This , circumstance, while it
should shame into silence the organizers
of mischief who have so fight to make the
petiple of the Union regard that proposi
tion as an advance made in the interest of
the rebellion, throws a strong and timely
light also, upon the justice .ot the opinion
setTorth in these columns that the fieremp
tory rejection of the French suggestions
by Mr. Seward was a grave mistake, even
when considered from his own point of
view.
_lt was :one of those blunders which
Talleyrand pronounced to be worse than
crimes.
Had our government accepted it, it is
now plain that the rebel authorities would
have refused 'to indorse the plan. The
Enquirer distinctly declares that ;the
.1 South wants no mediation while hoes
tilities still go on." We have suffered: in
the opinion of mankind from the „Limpress
ion which has been created by the ext reate
fanatics of the administration party than
-our government would listen to no argu
ments, entertain no propositions, contem
plate no adjustment of the existing difficul
ties which - did not involve the complele
and unconditional submission of the rebel
populations. Whatever 'our own notions
of the state of things may be, we should
remember that it is and must be quite im•
possible for foreign observers to 'admit
