Sciantly hard to make a plentiful crop—
bat if not the small 'streams up the Alle
gheny and the inland lakes will doubtless
furnish an abundance of this summer lux
ury, (almost necessity) though high pri
ces may be anticipated in that event.
Supplement to a Charter
A bill supplementary to the charter of
the Pennsylvania Railroad has been intro
duced in the Legislature. It changei the
time for holding the annual meeting of the
stockholders to the third Tuesday of Feb
ruary in every year, and authorizes the Di.
rectors to add to their number by electing
frOm the body of the stockholders at Such
time as they may determine, and annually
thereafter, Utley deem it expedient, an; ad
ditional Vice President and ManaginKDi
rectoi; with such powers and for suchobm
pensation as the said Hoard may bylaw or
resolrition establish and direct. The Di
rectord are further empowered to create
mortgage bonds, payable at such time as
they may determine upon, with coupons
attached, bearing interest not exceeding
six per centnin, to an amount equivalent
to the cite& outlay upon the any branch
road hereafter constructed under the pro
visions of the charter of the Pennsylvania
Railroad Company, its supplements or
liwififfecting said company; the bonds so ,
to be a lien upon the net revenue
derived from the branch road for which
they may be Wined, and may be secured
by mortgage ppon said property.
Slippery.
The tracks of the various passenger rail
ways traversing the city, were in a very
alipprey condition yesterday, and it was
with the utmost difficttly that the cars were
kept from running off. Brakes were al
most useless and the horses were very diffi
cult to manage. We saw quits a number
of cars thrown off during the -day, but
they were easily replaced and little time
was lost.
Saceesstui Surgery.
On Wednesday Dr. John Dickson, with
the assistance of _other _physicians,: re
moved an indurated tumor aborkt the size
of a walnut, from the rightlo er jaw of
David Wolff, of Dunkard township, Preens..
county. It had grown from the jaw -bone
and was very firmly'seated. The patient
was placed under the influence of chloro
form and the operation, occupied about
an hour, during which he experienced no
pain. Mr. Wolff is doing very well and
will be able to return home in a day or

one of four who lately attacked a white
boy in Allegheny and stabbed him in the
kack, was yesterday committed to answer

lecture at Concert Hall this evening. His
subject is "American. Statesmen," one on

enterprise. But appearances in this case,
as in others,are not altogether true, for
the fact is that out of ten men doing busi
ness, probably there are not more than
two who rightly d i alue and liberally use
advertising mediums; two more, perhaps
occasionally resort to them, while the
rest rarely, if ever employ them at all,
and plod along in obscure circles through
life without an effort to rise above the
position in which circumstances originally
placed them.
But there is some something more to be con
sidered on this sub. l eat. Experience'haa
always shown to the conductors of news
papers that in perio d s of general depres
sion, from whatever cause, all clasies of
men are rather disp sod to yield to 'the
depressing intldence than to rise up, en
counter andresist it. Happily, there are
er
individual exception , and it is these ex
ceptions which finall , aid the turn of af
fairs, and contribute o the restoration of
prosperity. But in
i n; as represented by
classes, shun the encounter, avoid the
struggle, and if they do not actually suc
cumb, sink down in hopeless prostration
for the time being. in nothing does this
appear more distinct y than in the disposi
tion to withdraw from public attention' in
the advertising colunins of the, press; yet
this is the very pltce in which, of all
others, the active bisiness man ahOuld
constantly be seen and known, aid read'of
all men.
The presant time is particularly illtis
trative of what , we say, and yet we ;can
conceive of nothing more unwise and im
politic, Have men,*omen and children
ceased to eat, and Oink, and wear out
clothes? Nobody will pretend that Such
is the case. And here we have a city of
some hundred thousand people, ithe
common residents of 't, engaged in t nse
processes every day. We are surroun ed
by a large multitude opeople in our n
State who are doing a same thing in nu
merous towns and vil ages, and rural dis
tricts who are suppli d mainly from this
city. But we find a marked disposition
to recoil from an verse conditioni of
the times, to fold the. ms, and to mourn
over "the situation" as a barren and a
profitless waste.
We have as much espect for common
sense as we have confi edce in it, othOr
wise we should really eel some hesitation
in thus discussinka a bject in which ve
seem to have a primary. interest. But our
primary interest is in tie maintenancelof
a healthful public sentiment, one which
will encourage rather than depress, and
use the times so as to make the best of
them. Here is THE P ST just as available
as ever in all the chap els of trade and i
commerce, circulating as freely as ever l
amongst all classei of t e people, and tit-

feriugthe advantages o a universal ad
vertising medium to the enterprise of the
public. Let us hope tat a healthy pub
lic sentiment will retini ate the spirit bf
the people, quicken an upheld the energy

CHARLESTON, February 2.
The British ship Uaderias pushed off
Charleston bar thia:aftetuotin. An officer
with a boat's crew came up to the city,
passing by the Yankee ironclad, New
Ironsides, lying in the offing.
The Richmond Examiner, of the same
date, has the following:
SAVANNAH, February Ist.
During the attack upon Fort McAllieter
this :morning, the flag staff of the iron
,clad was shot away. She was anchored
within oue thousand. Nulls of the fort..
She retired evidently injured, as she did
not reply to the shots from the fort.
When retiring the parapet front 01 one of
the guns of the fort wpm I gutirelg demol
ished.
The men remained firm.
There is no excitement but the best of
spirits prevails. . •
