Photograph Albums.
Society owes a debt of gratitude to the
inventor of photograph albums., It was a
happy thought to provide for the preserva
tion of the pictures of intimate friends
in such a pleasing &ern, and good fellow-
ship has been much promoted thereby.
Nothing is more productim of good feel
ing than' an exchange of cartes de visite,
and there is always a real pleasure in
looking over a collection, whether of
friends or strangers.; Then the system is
so greet an improvement upon the old
system of a separate;case for each picture,
encumbering the centre table and 7,asting
time in opening add closing. It is so
much better to have; all in one compact,
handsome book, that the advantage is at
once perceptible. Henry Miner, at the

from which no one can fail to make a

noB W. P. IdAUJIALL. 87 Wood otroot
ffssursorox, Dec. 10.—The Secretary
of the Treasury, in answer to a resolution
of the House of Representatives, hal; sent
a:cominunictition to . 'Speaker Grow in
ivhich he states that the requisitions' oFthe
Secretary of War for money:for the pay.
ment of troops, have always been met
promptly at the Treasury, when an abso
lute -want of means did not prevent. He
Bays that since the first of July the _siim of
$66,644,281 has been paid-on such requi
sitions, as' follows: For bounties cip en
listments' $7,600,000 ; For -recruiting i col
lecting and drilling $10,172. ;00; 81; For
ordinarzp $488;881,921 21. The amount
of regulations of this description, now in
the Treasury Department now unpaid is
$ 28 , 7 00,000.
These unpaid requieitions are about
equal to the amount required for pay du
ring one - bi-monthly period, a portion of
them represent pay, which fell due before
the commencement of the last hi-motithly
period of September end October, while
*bout equal amounts have been supplied
for pay, which has become due since its
commencement. Precise information on
these points can only be obtained from the
books of the department. When the re
sources of the treasury became inadequate
to all delbands upon it, the Secretary of
the Treasury communicated the fact to the
Secretaries of War and Navy, and re
quested them to designate the particular
requisitions which they regarded as the
most urgent, to the amognt of about one
million of dollars daily. To this extent
requialtions are now daily met from CUB
tome, internal revenue, the proceeds-of
conversions from temporary loans and
new issues from: United States notes.—
These resources, though large, are, as
Congress has been already informed, in
adequate. No , one can feel deeper regret
than the Secretary that a single American
soldier lacks a single dollar of his pay,and
no effort of his has been wanting to pre
vent such a condition.
# It is not in his power, however, to ar
rest the accumulation of demands upon
the Treasury beyond the possibility of pr o.
vision for them under extraordinary,legis
lotion. In his annual report he has laid
before Congress the measure which, in his
judgement, will enable him to provide for
the estimated wants of the public service.
If he is fortunate enough to have their
concurrence he entertains the hope that
all ground of complaint, because of delay
ofpayineat, will soon be removed.
The Secretary of War, in answer to the
reablution of inquiry relitive to - the ex-.
change of sutlers and other civilian pris
oners, reports that Gen. Hitchcock, com
missioner for the exchange of prisoners
by the cartel of Sept. 25th, 1869, arranged
for the exchange of sutlers, teamsters and
civilians, in accordance with which ex=
changes have been made, and others are
onllie list for exchange.
