sufficient reason why a man may not testify to the
benefit he believes himself to have received from
any simple preparation in the hope that he may
thus contribute to the benefit of others.
I do this the more regally in regard to Hoof
land's Gernian Bitters, prepared by Dr. C. M.
Jackson, of this city, because I was preiudiced
against thent for many , years, under the impres
ton that they were chiefly an alcoholic mixture,

The use of three bottle: of these Bitters, at the
beg-inning of *the present year, was followed by
evident relief, and restoration to a degree of

ix months before, and had almost depaired of re

w. ch a severe diarrhcea, which seemed incurable.
Ind which greatly weakened me. When- we
cached Martinsburg, I feared I should have to
-- cone home; but noticing some of your Bitters in

hosed a supply, and on taking it was Speedily re
stored to health! The diarrlicea was quickly
shacked, and I experienced no return of it. A
Cumber of my comrades. who suffered in thesame
manner and from the same cause, with whom I
shared the Bitter,4 join me in this certificate. I
expect to return to the seat of war with the Leg
- on; and shall certainly take a supply of the Bit

Gentlemen—Yon will receive , by the
mail which will carry yon this dispatch
evidencel which will convince you that the
aggressive movement of the rebels against
the State 43 remaining faithful to the Union
is arrested, and that the forces of the
Union, strengthened and reanimated, are
again really to undertake a campaign on a
vast scale , . If you consult the newspapers
you will easily perceive that the financial
resources of the insurrection decline rap
idly, and that the means of raising troops
have been) exhausted.
On the Other side, you will see that the
financial situation of the country is good,
and that the call for fresh troops, without
which the, material force of the nation
would be , seriously crippled, is being I
promptly responded to.
1 have already informed our representa
tives abroad of the approach of a change
in the social organization of the rebel
States. This - change continues to make
itself each day more and more apparent.
In the ()Pinion of the President, the mo
ment has tome to place the great fact
more clearlY before the people of the reb
el States, and to make them understand
that if these States persist in imposing up
on the country the choice between the dis
solution of this government, at once neces
sary and beneficial. and the abolition of
slavery, it is the Union, and not slavery,
that must bq maintained and saved. With
this object, the President is about to pub
lish a proclatnation, in which he announces
that slavery will no longer be recognized
in any of the States which shall be in re
bellion on the Ist of January next. While
all the good and wise men of all countries
will recognize this measure as a jest and
proper military act; intended to deliver the
country front a terrible civil war, they will
recognize at the same time the moderation
and magnanimity with which the govern
ment proceeds in a matter so solemn and

The Abolition press have been -circula
ting, for 801211 time past, what they. call
General Cass?s endorsement of the Pres
ident's EmanCipation Proclamation. We
felt sure thatlthere must be some mistake
about it, or that it was a wilful falsehood,
circulated for political effect, but, having
no athority we leould not deny it. The De
troit Free 1're.4.9, however, comes to the
rescue of thel General and settles the
question by a flat denial. The sound old
Democrat not only does not indorse the
proclamation, but declares that " there
is no power in the Executive, under the
Constitution, tq decree the emancipation
of slaves." Of course there is not, and
the Abolitionists know it as well as the
General, but they have persuaded the
President that he is above the Constitu-
tion, and ho is weak or wicked enough to
play the usurper to please them.
